ABSTRACT
In this study, how San Roque National High School made use of its MOOE fund
within four years, from 2008 to 2012 and the extent of MOOE’s contribution to how the school
improved within the four-year period especially with its building and other structural repair and
maintenance was investigated. The descriptive-survey method was employed with half of the
data collected was taken from the recorded MOOE expenditures of San Roque NHS over four
consecutive school fiscal years, 2008-2009 to 2011-2012. The other half of the data was
derived from the self-made survey questionnaire which determined the extent of school
other MOOE features as perceived by all teachers who started or had been teaching since 2008,
4th-year students and their corresponding parents. Results of the survey determined the
following areas of expense and their conforming average percentage allocation from 2008 to
2012: repair and maintenance, 43%; other supplies expenses, 29%; personnel expenses, 22%;
office supplies expenses, 4%, and; other MOOE, 1%. The repair and maintenance of school
building was concluded to be the dominant area that San Roque NHS administration prioritized
with the MOOE fund allocation while the least amount is given to the other MOOE. On the other
