Dear Mra, Walper:
In answering your letter of September 15, I am moved by the SAME
anxiety for the future security of our children because, as @ parent,
I share your concern,
I cannot agree with you under the present circumstances, that
unilateral disarmament by this country, or disarmament without
sufficient safeguards for our ireedom, is the best solution to the
horrors of auclear war or in the best interests of making » better
world for our children to live in,
Mr, Khmushchev has often boasted that our grandchildren would
live under communism, This cannot and will not happen, The
American people will sot exchange their freedom for the slavery of
communism,
‘The course this country has chosen, under the President's leader-
ship, is prudent and rightly cautious. It is to negotiate patiently

Stockpiles of life-saving drugs, family emergency plans and
community evacuation plans are civil defense measures to prepare
our population to survive nuclear aggression and its radiation
effects, These measures are taken not simply because they
minimize the horror of a nuclear attack but because effective civil
defense also will help to make America so strong that the enemy
will not dare attack,
This is the positive side of civil defense -~ an aim which I believe
you and the majority of our citizens and leaders support,
