JUARA

The tiger is synonymous with Malaysia and South East Asia. It


symbolizes strength, bravery, speed and agility – all the traits that
we desire in our athletes. The tiger’s golden coat is reminiscent
of the colour of the medal to which every athlete aspires. The
strength of the tiger also represents the strong bonds of unity,
friendship and understanding among the people of ASEAN.
Holistically, the tiger personifies the hopes and aspirations of
participants of this sporting event.

BACKGROUND OF
ASEAN SCHOOLS SPORTS COUNCIL (ASSC)

Prior to 1978, four ASEAN countries comprising Indonesia, Thailand, Singapore


and Malaysia met and discussed the formation of a sports body that would
govern all sports programmes and activities for school children of the ASEAN
countries.

In April 1978, the ASSC was formed during a meeting in Jakarta, Indonesia.
The founding members of the ASSC are Indonesia, Malaysia, Singapore and
Thailand. Besides the founding members, the current member countries
comprise of Brunei, Cambodia, Laos, Myanmar, Philippines and Vietnam.

In 2004, the ASSC secretariat was formed. Each member country was to
preside over the chairmanship of the Games over a two-year term. It was
proposed during the Technical Committee Meeting in Malaysia in 2007 that the
ASSC sport calendar activities will be held annually.

In 2008, the ASSC celebrated the 30 Anniversary of the ASEAN Schools Sports
Council at the 58 Technical Committee Meeting and 45 Management
Committee Meeting in Cebu, Philippines. The outcome of the meeting in Cebu
heralded a new chapter in the ASSC events whereby all twelve sports in its
calendar were merged on a carnival basis known as the ASEAN SCHOOLS
GAMES. This decision was the manifestation of rigorous discussion over two
Technical Committee Meetings held in Singapore from 18-21 June 2007 and in
Malaysia from 4-7 December 2007.

Member countries take turns to host the annual ASG event. The first ASG was
hosted by Thailand in 2009, with participation from 5 member countries.

BACKGROUND OF
ASEAN SCHOOLS GAMES (ASG)
ASEAN Schools Games (ASG) is an annual competition for student athletes from
countries affiliated to ASEAN Schools Sports Council (ASSC). Prior to 2009, the
Games were played based on satellite, single sports events. This was revamped in
2009, where a Games format was implemented. The first ASG planned under the new
Games format with ten sports, was organized by Thailand and it marked a milestone
for ASSC as it moved from hosting satellite championships to consolidating all sports
into one annual major sporting event.

OBJECTIVES

• To promote ASEAN solidarity among our youth through school sports;


• To provide opportunities for school athletes to benchmark their sporting talents in the
ASEAN region; and
• To provide opportunities for school athletes to interact and engage in cultural
exchange within ASEAN.

ASSC GENERAL RULES AND REGULATIONS FOR ALL GAMES
1. Rules & Regulations
1.1 All ASSC Championships will be played in accordance to the Constitution of the ASSC,
the ASSC General Rules and Regulations and the current official rules adopted by the
respective International Sports Federations (unless otherwise stated in the ASSC
General Rules and Regulations or the ASSC Games Rules and Regulations).
2. Eligibility
2.1 Each country is allowed to send only one boys’ and one girls’ team.

2.2 Players must only be 18 years of age or younger as on 1st January of the year of the
Games (i.e. Players born in 2000 or later will be eligible for the 10th ASG in 2018).

2.3 Players must be full-time bona fide students studying in the basic education
programme of educational institutions of the respective countries. Players who are
citizens of country ‘A’ but studying full-time in country ‘B’ can only represent country
‘B’.

2.4 Students studying in the basic education programmes of polytechnic / university cannot
compete in both the ASEAN Schools Games and the ASEAN University Games in the
same year.
3. Composition of Contingent
3.1 Each contingent shall comprise the following:

4. Selection of Sports/Games

4.1 The commitment of the host country is to organise competitions for the four mandatory
sports (i.e. Athletics, Badminton, Sepak Takraw, Swimming). Should the host country
be able to accommodate more sports, the selection will first be based on the list of
identified sports found in Table 2.

4.2 In addition, the host country may also introduce a maximum of one additional sport
which is not included in Table 2. However, the total number of Gold medals to be
awarded for the additional sport, cannot exceed ten1.

5. Referees, Umpires and Judges


5.1 For games where referees, umpires or judges are mandatory i.e. Basketball,
Gymnastics, Hockey, Netball, Sepak Takraw, Table-Tennis and Volleyball participating
countries would have to pay the host USD 200 per person in cash if they are unable to
bring them along. In addition, participating countries cannot replace them with another
official.

5.2 All referees, umpires and judges must have, at the minimum, current national
certification in the respective games.

6. Chef-de-Mission (CDM) Meeting and Official Drawing of lots for Fixtures

6.1 A Chef-de-Mission (CDM) Meeting shall be organised by the host country at least 2
months before the commencement of the Games.

6.2 At the CDM Meeting, the following shall be provided by the host country:
a. Confirmed dates of the Games;
b. Site visits to the competition venues and accommodation;
c. Competition schedules; and
d. Rules and Regulations for specific sports

6.3 The official drawing of lots for the fixtures for the tournament shall be conducted during
the CDM Meeting. Host country shall participate in the drawing of lots just like all other
participating countries without any priority of grouping.

7. Board and Lodging and Local Transportation


7.1 All teams including referees, umpires and judges will be provided with free board and
lodging and local transportation for the period 2 days before the start of the first day of
competition and 2 days after the last day of competition for the Games.

7.2 Participating contingents wishing to bring contingent officials and support staff
(excluding SMO, CDM & Dy CDM) over and above the designated numbers allocated
for each delegation shall be liable to pay a minimum of USD 50 in cash per person per
day or as stated by the host country, based on the recovery of costs for the extra
expenses for board, lodging and transportation. All additional requests are subjected
to availability of services.

Host can decide on the distribution of the medals between Boys/Girls events. Also, the cap of ten
medals does not apply to the award of Bronze medals, particularly for sports that may award two 2 nd
runners-up.

8. Participation Fees

8.1 Participation fees of USD 800 per game would be imposed. Team games with boys’
and girls’ teams would be considered as 2 games. Payment of Participation fee, in
cash, must reach the host on or before the Chef-De-Mission Meeting.

9. Insurance and Medical Expenses


9.1 Participating countries are required to arrange for their own medical insurance
coverage during the Games. Medical expenses, if any, are to be borne by the
respective teams.

9.2 Only first aid services at the competition venues and the Games Village will be provided
by the host.

10. Dates of Competition


10.1 The period for the Games shall be fixed by the host country and member countries
should be informed at least six months before the event.

11. Postponement/Cancellation of Games/Activities due to Inclement Weather


11.1 In the event of inclement weather, the games organising committee/host has the
responsibility to stop the game/activity and all players and officials shall remain at the
venue until a final decision is announced by the games organising committee/host.
12. Sports with Individual Events
12.1 In sports with individual events (e.g., Athletics, Swimming, Silat and Wushu), an event
shall be carried out only when there is a minimum number of 3 competitors from 2
different countries, failing which, the event shall be cancelled.
12.2 All 3 competitors for the event shall be awarded with medals unless the competitor(s)
failed to complete the race; “Did Not Finish” (DNF) or is “Disqualified” (DQ) for
infringement of rules.
13. Training Sessions for Participating Teams before Competitions
13.1 The host country shall arrange at least one training session for each participating team
prior to the competitions.

13.2 Where possible, the host country will try to accommodate requests for more training
sessions.

14. Competition Attire


14.1 All players shall compete in appropriate sports attire as stipulated in the ASSC
Games Rules and Regulations. The use of National Emblems (e.g. Country flag) on
competition attire is optional.

15. Prizes
15.1 For team games, prizes will be awarded to the Champion, 1st runner-up and
2nd runner-up. (Basketball, Golf, Futsal, Hockey, Netball, Sepak Takraw, and
Volleyball).

15.2 For individual games, prizes will be awarded to the Champion, 1st and 2nd runners-up
(Athletics, Gymnastics, Wushu, Silat & Swimming).

15.3 For Badminton, Table-Tennis and Tennis, prizes will be awarded to the Champion, 1st
and two 2nd runners-up; except in the event of a round robin team format, in which case
only the top 3 prizes will be awarded.

15.4 All participants shall be awarded with Certificates of Participation.

16. Victory Ceremony


16.1 To maintain decorum and the apolitical status of the games, medal winners are not
allowed to bring the state flag to the podium during the Victory Ceremony.

17. Closing Dates and Submission of Entries


17.1 Member countries are obliged to respond promptly to the “Confirmation of
Participation”, followed by the “Entry by Numbers” Form.

17.2 The submission of the official “Entry by Name” Form, Registration “Accreditation” Form,
and “Flight Schedule” Form must meet the dead-line given by the host country.

17.3 For any particular sport to be contested, participation from four or more countries is
required.

18. Proof of Identity

18.1 All competitors shall have to identify themselves before the championships through
their individual passport or identity card.

19. Other Matters


19.1 All matters not provided for under any of the Rules and Regulations (General or
Specific) shall be dealt with by the Technical or Organizing Committee whose decision
shall be final.

GAMES SPECIFIC RULES AND REGULATIONS:

GYMNASTICS

1.1 General

1.1.1 The competition, unless otherwise stated, will be played in accordance to the
Constitution of the ASSC, the ASSC General Rules and Regulations, the
latest Technical Rules of the Federation Internationale de Gymnastique (FIG),
the latest Code of Points for Men’s Artistic Gymnastics (MAG), Women’s
Artistic Gymnastics (WAG) and Rhythmic Gymnastics (RG), and other
directives of the FIG.

1.1.2 In case of disagreement, the English Text shall prevail. Unforeseen incidents
not covered by the rules shall be dealt with as follows:-

1.1.3 All Technical matters will be resolved according to the latest FIG Technical
Regulations.

1.1.4 In matters not provided for, decisions shall rest with the ASSC Technical
and/or the Organising Committee.

1.2 Composition of Team

1.2.1 Each country can send up to five (5) MAG boys, five (5) WAG girls, four (4)
RG girls, six (6) officials (4 AG and 2 RG) and three (3) judges for the
competition, according to the following composition:

1.2.2 Artistic Gymnastics (MAG & WAG)

1.2.1.1 Each country is allowed to register one (1) WAG and one (1) MAG
team.

1.2.1.2 Each team shall comprise of a minimum of four (4) gymnasts and
maximum of five (5) gymnasts.

1.2.1.3 Any country that is unable to register a team is allowed to register a


maximum three (3) gymnasts for the individual Championships.

1.2.3 Rhythmic Gymnastics

1.2.3.1 Each country is allowed to register one (1) team, comprising three (3)
or four (4) gymnasts.

1.2.3.2 Any country, unable to register a team, is allowed to register a


maximum of two (2) gymnasts for the Individual Championships.

1.3 Competition Format

1.3.1 Artistic Gymnastics

1.3.1.1 The latest Code of Points (2017-2020) shall be applied for the
competitions as follow:

WAG – Junior International Level
RG – Senior International Level (Hoop, Ball, Clubs and Ribbon)

1.3.1.2 The gymnasts shall compete in the following apparatus:

1.3.1.3 The Artistic Gymnastics Championships shall comprise the following
competitions:

Competition I - Qualification
Competition II - All-Around Final (AA)
Competition III - Apparatus Finals (AF)
Competition IV - Team Final

1.3.1.4 Competition I shall be held concurrently with Competition II and


Competition IV. The starting order shall be decided by drawing of lots
according to country.

1.3.1.5 Competition II shall determine the All-Around individual champions.


The gymnasts with the highest total number of points obtained on the
six (6) MAG apparatus, and the four (4) WAG apparatus, with a
maximum of two (2) gymnasts per country shall be awarded All-
Around placing in this competition.

1.3.1.6 Competition III shall determine the champions on each apparatus. The
best eight (8) gymnasts (with a maximum of two (2) per country) who
have obtained the highest scores on each apparatus from Competition
I, shall qualify for this Apparatus Finals.

1.3.1.7 Competition IV shall decide the winner of the Team Championships.


Four (4) or five (5) gymnasts of each team will compete on each

together for the total.

1.3.1.8 Tie Breaking. In the case of a tie at any place at the ASEAN School
Games, the tie breaking rules set out for the Olympic Games and
World Championships in the FIG Technical Regulation for Artistic
Gymnastics, Section 2 – Reg. 4.4 shall be applied as follow (According
to Code of Point 2017-2020):

1.3.1.8.1 Qualification for Apparatus Finals


In case of a tie in points, at any place on any apparatus,
except for vault, in qualification for Apparatus Finals, the
ranking will be determined by the following criteria:

i. The gymnast with the highest E-score prevails


ii. The gymnast with the highest D-score prevails

If they remain tied, the gymnasts will share the same
classification.

In case of a tie in points, at any place on vault, in qualification


for Apparatus Finals, the ranking will be determined by the
following criteria:

i. The highest of the 2 vaults before the average for the


final score
ii. The highest E-score from either vault performed
iii. The highest D-score of either vault

If there is still a tie, the tie will not be broken.

1.3.1.8.2 All-Around Final


In case of a tie, in points at any place in All-Around Finals, the
ranking will be determined by the following criteria:

i. The gymnast with the highest sum of the final apparatus


scores obtained will prevail (i.e. add the total of the 5, 4,
3, 2, 1 of the highest final apparatus scores for men / the
total of the 3, 2, 1 highest final apparatus scores for
women
ii. If they remain tied, the highest total E-score by adding all
apparatus will prevail
iii. If they remain tied, the highest total D-score by adding
all apparatus will prevail

If they remain tied, the teams will share the same


classification.

1.3.1.8.3 Apparatus Finals


In case of a tie, in points of the final score at any place on all
apparatus except for vault, the ranking will be determined by
the following criteria:

i. The gymnast with the highest E-score prevails


ii. The gymnast with the highest D-score prevails

If they remain tied, the gymnasts will share the same


classification.

Vault Final
In case of a tie in points of the final score at any place on
vault in Apparatus Finals, the rank will be determined by the
following criteria:

i. The highest of the 2 vaults before the average for the


final score

ii. If they remain tied, the highest E-score from 2 vaults will
prevail

iii. If they remain tied, the highest D-score from 2vault will
prevail

If they remain tied, the teams will share the same


classification.

1.3.1.8.4 Team Final


In case of a tie, in points at any place in Team Finals, the
ranking will be determined by the following criteria:

i. The team with the highest sum of the team apparatus


counting scores obtained will prevail (i.e. the total of 5,
4, 3, 2, 1 highest apparatus team scores for men and the
total of 3, 2, 1 highest apparatus team scores for women)

If they remain tied, the teams will share the same


classification.

1.3.2 Rhythmic Gymnastics

1.3.2.2 The latest FIG Statutes, FIG Technical Regulations, RG Code of


Points (Senior International Level), and other directives of the FIG
shall be applied for the competitions.

1.3.2.3 The current year’s FIG Apparatus Programme, which consists of


exercises with the Hoop, Ball, Clubs and Ribbon (2017-2018), shall be
applied at this competition.

1.3.2.4 The Rhythmic Gymnastics Championships shall comprise the


following competitions:
Competition I - Qualifications and Team Final
Competition II - All-Around
Competition III - Apparatus Finals

1.3.2.5 Competition I shall be held concurrently with Competition II. The
starting order shall be decided by drawing of lots.

1.3.2.6 Competition I shall determine the winner of the Team Championships.


The starting order of the team will be decided by drawing of lots.
Competition I will be held concurrently with Competition II.

i. A team may consist of three (3) to four (4) gymnasts.


ii. Each gymnast must perform one (1) to four (4) exercises (not
more than one (1) exercise per apparatus).
iii. Each team must perform three (3) exercises on each
apparatus by different gymnasts, thereby making a total of
twelve (12) exercises. The team result shall be decided by
adding the ten (10) best scores obtained by each team. The
team with the highest score shall be declared the champion.
1.3.2.7 Competition II shall determine the All-Around individual champion.
The gymnasts with the highest total number of points obtained on the
four (4) apparatus, with a maximum of two (2) gymnasts per country,
shall be awarded All-Around placing in this competition.
1.3.2.8 Competition III shall determine the champions on each apparatus.
The best eight (8) gymnasts (with a maximum of two (2) per country)
who have obtained the highest scores on each apparatus from
Competition I, shall qualify for this Apparatus Finals.

1.3.2.9 Tie Breaking. In the case of a tie at any place at the ASEAN School
Games, the tie breaking rules set out for the World Games in the FIG
Technical Regulation for Rhythmic Gymnastics, Section 2 – Reg. 4.4
shall be applied as follow:

1.3.2.9.1 Qualifications
In case of a tie, in points at any place on any apparatus for
qualification for Apparatus Finals, the ranking will be
determined by the following criteria:
i. The gymnast with the highest E-score prevails
ii. The gymnast with the lowest ET (execution technical)
deductions prevails
iii. The gymnast with the highest D-score prevails

If there is still a tie, the tie will not be broken and the starting
order for the final is decided by draw.

1.3.2.9.2 Finals
In case of a tie, in points at any place on any apparatus in
Apparatus Finals, the ranking will be determined by the
following criteria:

i. The gymnast with the highest E-score prevails


ii. The gymnast with the lowest ET (execution technical)
deductions prevails
iii. The gymnast with the highest D-score prevails
If there is still a tie, the tie will not be broken.

1.4 Competition Behaviour

1.4.1 Rules and penalty pertaining to behaviour of gymnast and coach as set outin
the Technical Regulation and the respective Code of Points shall be applied,
with the following exception, where there shall be no penalty at this event for
missing emblem and/or wrong placement at the ASG.

1.4.2 For the award ceremonies, all gymnasts shall wear their respective country
official tracksuit.

1.5 Submission of Starting Order, Permission to Raise the Apparatus, Music CD

1.5.2 All countries must submit the gymnasts’ starting order for each apparatus at the
Team Manager’s meeting.

1.5.3 For Artistic Gymnastics, any application for permission to raise the apparatus
(valid for Rings, Horizontal Bar and Uneven Bars) must be submitted to the
Competition Director prior to the start of podium training.

1.5.4 For Women’s Artistic Gymnastics and Rhythmic Gymnastics, the music CD
must be submitted to the Competition Director at the Team Managers’ Meeting.
The following must be written on the CD:-

i. Women’s Artistic Gymnastics or Rhythmic Gymnastics


ii. Name of Gymnast
iii. 3 Capitalised letters for country code
iv. Title of music
v. Name of composer
vi. Apparatus Symbol

1.5.5 Qualified gymnasts for Apparatus Finals may be replaced with one of his/her
country’s gymnasts, provided that the said replacement has obtained a superior
result to that of the first gymnast of reserve. The replacement gymnast will fill
the drawn position of the replaced gymnast. This change must be made the
day prior to the start of the Apparatus Finals.

1.5.6 Qualified gymnasts for Apparatus Finals may be replaced with one of his/her
country’s gymnasts, provided that the said replacement has obtained a superior
result to that of the first gymnast of reserve. The replacement gymnast will fill
the drawn position of the replaced gymnast. This change must be made the
day prior to the start of the Apparatus Finals.

1.6 Equipment

1.6.2 All the equipment used for Artistic Gymnastics and Rhythmic Gymnastics shall
conform to FIG prescribed standards.

1.6.3 For Rhythmic Gymnastics, a control zone will be provided for checking the
apparatus used by the gymnasts.

1.7 Judges

1.7.2 Each participating country is required to send one (1) WAG judge, one (1) MAG
judge and one (1) RG judge.

1.7.3 All judges must be well-versed in the latest FIG Code of Points, and preferably,
be in possession of a valid FIG Brevet. Judges without the relevant qualification
may be considered if they are strongly recommended by their respective
country. Judges should wear the FIG prescribed competition uniform (dark blue
suit - skirt or trousers, and white blouse or shirt), unless otherwise instructed.

1.7.4 Separate judges’ meetings will be conducted for MAG, WAG and RG before
the start of the competitions. Attendance is compulsory for all judges. The
Chairperson of the judges’ panel will set forth guidelines for judging each event.

1.8 Protest/Appeal

1.8.2 Protest/Appeal can be lodged only by the Team Manager with the Technical
Director not later than fifteen (15) minutes (in writing) after the conclusion of
the event.

1.8.3 The Jury of Appeal shall meet and give its decision as soon as possible. The
decision of the Jury of Appeal shall be final and conclusive.

1.8.4 The Chairperson of the Jury of Appeal shall be from the host country and each
participating country shall nominate a representative to be on the jury panel.

1.8.5 The jury member of the country who has lodged the protest shall not attend the
appeal hearing.

1.9 Amendments

1.9.2 The 10th ASEAN Schools Games Organising Committee shall have the right to
delete, add to or amend the rules and regulations laid down herein with the
approval from the Organising Committee or the Technical Committee whose
decision shall be final.
