1.0 PURPOSE

Operation & Inspection of the Portable Fire Protection Systems at the Loading Berths.

2.0 GENERAL DESCRIPTION

The portable firefighting equipment is designed to control/extinguish fires at their incipient stage
.They are intended as a first line of defence and are named as first-aid firefighting equipment.
Considering the nature of fire hazards and criticality of equipment in the complex, the following
basis is considered for providing the portable firefighting equipment.

 For hydrocarbon liquid & gas fires at Jetty areas Dry chemical powder type fire
extinguishers are provided.
 For electrical/electronic panels and equipment in process control rooms, plant interface
buildings, sub-stations, etc. Carbon Dioxide type fire extinguishers are provided.
 For fires on ordinary combustibles in stores, etc Water (CO2 cartridge) type fire
extinguishers are provided.
 The extinguishers are distributed in the Refinery process area in such a way that the
travel distance from any point in plant is not exceeding 15 meters and placed at
conspicuous locations with ease of accessibility to cover the risk.

2.1 Types of portable fire protection

Total 103 nos. of following types of portable fire extinguishers are provided in the Jetty area :

Dry Chemical Powder type fire extinguishers:

9 Kg. Capacity fire extinguishers:

75 Kg. Capacity fire extinguishers:

Carbon Dioxide type fire extinguishers (4.5 Kg. Capacity):

2.2 DRY CHEMICAL POWDER TYPE FIRE EXTINGUISHERS

The Dry Chemical Powder Type Fire Extinguishers provided in the Jetty Area are of two
capacities. These are 9 Kg. and 75 Kg. capacities. Mono Ammonium Phosphate (MAP-40) base
dry chemical powder is filled in the DCP fire extinguishers. These extinguishers are suitable for
hydrocarbon liquid/gas fires. They are also suitable for fires in outdoor electrical equipment and
cable cellars fires.

2.3 DCP EXTINGUISHER 09 kg

The Dry Chemical Powder Type Fire Extinguisher 9 Kg, Mono Ammonium Phosphate (MAP-90)
base dry chemical powder is filled in the DCP fire extinguishers. These extinguishers are
suitable for hydrocarbon liquid / gas fires. They are also suitable for fires in outdoor electrical
equipment and cable cellars fires.

The 9-Kg capacity extinguisher are consists of a cylindrical container, a valve assembly
consisting of operating lever, carrying handle, pressure gauge and discharge hose.

Nitrogen is used as a propellant. An operating instruction label is pasted on the outer container,
which shows the operation and suitability of the extinguisher.

75 KG. DCP EXTINGUISHER

The 75 Kg capacity-wheeled extinguishers consist of a cylindrical container, a gunmetal cap,


discharge hose with nozzle and a CO2 gas cylinder of 2 Kg. capacities connected to the
container for expelling the powder. An operating instruction is pasted on the container, which
shows the operation and suitability of the extinguisher. The extinguisher is designed, fabricated
and bearing IS 10658.

2.3 CARBON DIOXIDE TYPE FIRE EXTINGUISHERS

4.5 Kg capacity of Co2 type fire extinguishers –

Carbon Dioxide Type Fire extinguishers of 4.5 Kg. capacity are provided for electrical/electronic
panels and equipment in process control rooms, plant interface buildings, sub-stations and any
other facility having electrical/electronic equipment. The extinguisher consists of a high-pressure
seamless cylinder fitted with a high pressure valve and high pressure discharge hose with
plastic horn. A plastic handle grip is provided on discharge hose near the horn. A valve
incorporates a safety release disc. Carbon dioxide is filled inside the cylinder at a pressure of 52
Kg/cm2. An operating instruction is pasted on the extinguisher is designed, fabricated and
bearing IS:2878 certification mark.

3.0 SAFETY, HEALTH AND ENVIRONMENT CONSIDERATION

3.1 Safety

5.0 OPERATING PROCEDURES

10 KG. CAPACITY DCP TYPE FIRE EXTINGUISHERS

In case of necessity, it is also possible to stop the discharge to


continue the intervention for a second time, in this case release

avoid the out coming powder, obstructing the discharge valve.

At the end of the intervention, discharge totally the powder, and


05. the stored CO2 gas if any, to wash the discharge line, and to DPC/JO
depressurize the powder tank.

Refill the powder tank with 10 kg of powder, by removing the cap


06. with discharge valve to facilitate the pouring of the powder inside DPC/JO
the tank.

In case of short intervention, using a very little amount of powder,


the sequence described at point 5, can be applied placing the
extinguisher upside down, this will allow the stored CO2 gas to
discharge, through the internal siphon, with no powder discharge.
07. Also in this case, flush completely the gas, to wash the discharge DPC/JO
line, and to leave the powder tank depressurized. At the end of
the this operation, refill the necessary amount of powder to
restore the original amount

the valve too fast, to avoid that the out coming powder, due to its
speed, can cause a solid obstruction inside the nozzle.

At the end of the intervention discharge the powder completely,


05. then flow the CO2, with the double scope to wash the discharge DPC/JO
line, and to depressurize the powder tank.

Refill the powder tank with 75 Kg. Of powder, through the refilling
06. DPC/JO
mouth on the top of the tank.

Replace the empty CO2 bottle with a new one.
