Context:
Under the overall supervision of the Ministry of Human Rights and Refugees of Bosnia and Herzegovina
(MHRR) and IOM the selected candidate will be contributing to the successful implementation of the
‘’Mainstreaming the Concept on Migration and Development into Relevant Policies, Plans and Actions in
BIH: Diaspora for Development (D4D)’’ project, (2016-2020). Diaspora for Development (D4D) is a project
of the Government of Switzerland and the Ministry of Human Rights and Refugees of BiH, in partnership with
United Nations Development Programme (UNDP) BiH and International Organisation for Migration (IOM)
BiH.
Official estimates show that the total number of people originating from BiH in the world (including second
and third generations) is approximately 2 million. Most of them have retained a strong emotional, financial,
and familial connection to BiH, and are well integrated socially and financially, relative to other migrant

communities in their host countries – and many have the potential and willingness to contribute to the
development of their home country.
However, the interaction with them is sporadic and unstructured. Diaspora is rarely included or consulted in
the design of policies or decision-making processes. Hence, the valuable intellectual capital and other
potential contribution of diaspora, which can help addressing country challenges or promoting BiH globally,
remains largely untapped. Against this background, the overall Project goal is to increase socio-economic
opportunities and perspectives for women and men in BIH, and to improve their livelihoods through increased
diaspora engagement. This will be attained through achieving three specific outcomes:
(1) Ministry of Human Rights and Refugees (MHRR) and Ministry of Foreign Affairs (MFA) of BIH, in
cooperation with government institutions at different levels, use and further develop their instruments to
actively connect, exchange, and engage with diaspora members and organisations.
(2) Municipalities align their local development strategies to diaspora strategic documents at higher
government levels, provide more and better services to diaspora members, and encourage community
initiatives to attract diaspora know-how and investment.
(3) Diaspora partners transfer know-how and skills and make joint investments with private sector actors in
BiH, thus creating new jobs.
To ensure conducive environment for diaspora’s engagement in development of BiH, RS, FBiH and BD of
BiH, the Council of Ministers BiH, the Government of Republic of Srpska (RS), the Government of the
Federation of Bosnia and Herzegovina (FBiH) the Government of Brcko District of BiH have adopted a
modular approach for development of Diaspora Engagement strategies at each government level respectively.
Namely, this entails the development of four strategies with corresponding action plans.
Overall Objective of Assignment:
The team of the three National Consultants, led by one International Consultant will be responsible for
supporting modular approach to design four Diaspora Strategies for: BiH, Republic of Srpska (RS),
Federation of Bosnia and Herzegovina (FBiH), District Brcko of BiH (BD), with corresponding Action Plans,
and Monitoring and Evaluation Frameworks.
Representatives of relevant ministries and institutions at the state level, entities and BD level will form four
working groups that will work on development of the relevant diaspora strategies under the coordination of
the International Consultant.
The whole process will be coordinated by MHRR and supported by IOM and UNDP.
The National Consultant (one local consultant for RS level, one local consultant for FBIH level and one local
consultant at BD level) will work with appointed working group and lead the process of strategy creation at
respective government level.
All four consultants (one International Consultant and three National Consultants) will coordinate the work of
strategy creation among themselves, ensuring that the working groups at each government level get consistent
yet needs-based technical assistance.
Core Functions/Responsibilities
Once the Working Group(s) have been established, the National Consultant, in close cooperation with the
International Consultant and the representatives of each of the Working Group, will:
a. Lead the strategy creation at the respective government level (one local consultant for RS
level, one local consultant for FBIH level and one local consultant at BD level).
b. Lead Working Group at the respective government level tasked with development of the

Diaspora Strategy (at the relevant level) – including preparation for the workshops,
facilitation of discussion, collection of all inputs and follow up after the workshops, revising
and finalizing the Diaspora Strategy (at the relevant level).
c. Prepare situation analyses for the Diaspora Strategy (at the relevant level), taking into
consideration existing policies and legislation in place for engaging the BiH diaspora into
development initiatives, such as Strategy on Migration and Asylum and other relevant
documents, entities and local development strategies or policies and strategies on foreign
investment to the extent they relate to diaspora investments – including also an analyses of
institutional framework in place for diaspora engagement and gaps to be addressed
(mechanisms for inter-institutional coordination, capacity of institutions at relevant
government level to cooperate with diaspora, e.g. communication strategy, capacity of the
local communities to cooperate with diaspora, data on diaspora).
d. Prepare the first draft of the strategy (at the relevant level) – including drafting and revising
situation analysis, strategic goals, priority areas, action plan with M&E framework, budget
(including linkage with public budget) and responsible institution.
e. Revise and finalize the Diaspora Strategy (at the relevant level), corresponding Action Plan as
well as a Monitoring and Evaluation (M&E) Framework (including baselines, targets and
indicators for strategy goals and outputs, responsibilities and delivery timelines), taking into
account the recommendations of the Working group and the comments received during the
public consultations. This process will include drafting, redrafting, revising, and providing
technical assistance to institutional stakeholders in this process. The final Diaspora Strategy
(at the relevant level) will be submitted to relevant government for endorsement.
f. Provide report as per deliverable plan defined under the outputs – including challenges and
recommendations.
Expected Outputs
- Participate in the creation of methodology for development of Diaspora Strategy, including the initial
draft/content definition;
- Draft of situation analysis for the Strategy (at the relevant level);
- Prepare, present (including materials for the Working Group meetings) and guide discussion in the
three one day meetings with the WG at the relevant government level on the draft situation analysis
and the first draft of the Diaspora Strategy (at the relevant government level), corresponding Action
Plan with a Monitoring & Evaluation Framework;
- Draft of the Diaspora Strategy (at the relevant government level), corresponding Action Plan with a
Monitoring & Evaluation Framework for the public consultations to MHRR of BiH and IOM;
- Final draft of Diaspora Strategy for BiH, corresponding Action Plan with a Monitoring & Evaluation
Framework to relevant government.
Delivery Timeframe
The consultancy will take place in the period 12th March 2018 – 28th September 2018, total of 40 working
days:
- Draft of situation analysis – end of March;
- Agenda and thematic inputs for each WG meeting – one week prior to the meeting - Continuous;
- Guiding and facilitating discussion (participation and leadership) in three WG meetings at relevant

government level (April – June);
- Draft of the Diaspora Strategy (for relevant government level), corresponding Action Plan with a
Monitoring & Evaluation Framework for the public consultations – end of June;
- Final Diaspora Strategy (for relevant government level), corresponding Action Plan with a Monitoring
& Evaluation Framework – end of September.

Qualifications
Education
University degree in social science, political sciences, public administration or related field.
Experience

 At least 8 years of professional experience in/related to policy development arena, including drafting
and analyses of relevant strategic documents (strategy, plans, projects and studies) for governments
(at various government levels); experience working with Integrated Local Development Planning
Methodology (MiPRO) is an asset;
 Experience in sectoral strategic planning; trainings and capacity building interventions related to
strategic planning is an asset;
 Demonstrated understanding of sustainable development – bringing various stakeholders (from public
and private sector) towards to strategic priorities planning and interventions;
 Familiarity with key policies and strategies related to migration and development, diaspora
engagement, socio – economic development in Bosnia and Herzegovina and globally; experience in
the context of policy development in BiH, with proven experience of strategic development and
policy support creation;
 Excellent understanding and knowledge of the political, legal and administrative context in Bosnia
and Herzegovina; experience that demonstrates the understanding of the overall context, and proven

experience in working with governments;
 Proven analytical skills and ability to conceptualize and write concisely and clearly;
 Proven skills and experience in facilitation of public dialogue and setting up inter-ministerial
mechanisms; experience in BiH is considered an asset;
 Proven communication skills, and ability to work in an environment requiring liaison and
collaboration with multiple actors including government representatives, donors and other
stakeholders.
Language Requirements
 Fluency in one of the official languages of BiH (spoken and written) is required;
 Knowledge of English (spoken and written) is required.
Award Criteria
Applications will be evaluated based on a cumulative analysis taking into consideration the combination of the
technical criteria and financial proposal. The technical criteria will account for 70% and the financial proposal
will account for 30% of the total evaluation score.
