REQUEST FOR EXPRESSION OF INTEREST
Andhra Pradesh Backward Classes Cooperative Financial Corporation (APBCCFC)

invites Expression of Interest (EOI) for “Suppliers to supply tools to artisans in various
occupations belonging to Backward Classes in Andhra Pradesh under ADARANA Scheme”.
The selected Suppliers by APBCCFC, will be required to supply tools to the eligible
beneficiaries belonging to backward classes practicing various occupations enlisted
under ADARANA Scheme. The APBCCFC will further issue a request for proposal at a later
date to enter into a rate contract with eligible suppliers.
Interested and eligible Manufacturers / Authorized Dealers are requested to refer to GO.
M.s. No 1, BC Welfare Department, dated 10/03/2018, Govt. of Andhra Pradesh
before submitting the EOIs along with the required details. APBCCFC reserves all rights
to accept or reject all or any of the EOIs at any stage without assigning any reason
thereof.

DEFINITIONS
1. Expression of Interest (EOI)” means this document and its annexure and any other
documents provided along with this EOI or issued during the course of the procurement
process
2. “Suppliers” means any manufacturer / authorized dealer intending to supply tools as

required in the EOI.
3. “Application” means the details submitted for this project against this EOI.
4. “Tool” means the objects used under various occupations as identified in this document.
5. “Beneficiary” means the person eligible under ADARANA Scheme.
6. “Occupation” means a principal job or profession, especially as a means of earning a

living
7. “Scheme” means “ADARANA scheme of Government of Andhra Pradesh”.
8. “Eligibility Criteria” means the conditions which are required to be met by the
participant Suppliers.

that will help APBCCFC finalize Rate contracts to be issued in the subsequent
procurement stages.

1. BACKGROUND & OBJECTIVES OF EOI

The Andhra Pradesh Backward Classes Co-operative Finance Corporation (APBCCFC) is
engaged in implementing welfare programmes and development schemes to empower the
backward classes in the state by improving their productivity and help create additional
income for them. As part of this endeavour, the Government of Andhra Pradesh has decided
to re-launch the ADARANA Scheme, a flagship scheme for the backward classes. The scheme
aims to provide modernized tools to artisans belonging to backward classes and thus
contribute to increased income levels. The total budget allocated under the ADARANA
scheme is Rs. 750 Cr. Details of ADARANA scheme have been issued through G.O.Ms. 1
Backward Classes Welfare Department dated 10/03/2018. The GO is enclosed at Annexure
I of this document.
The VC & MD, APBCCFC invites Suppliers to indicate their interest in supplying tools.
Interested Suppliers should provide information as detailed in various sections of this
document towards demonstrating their eligibility. The artisans belonging to backward
classes in the state are pursuing traditional occupations which are as follows:

The APBCCFC has already in the process of interacting with several suppliers to identify
tools relevant to occupations listed above. In order to create awareness amongst the
artisans, APBCCFC is conducting exhibitions at district level by inviting suppliers to
showcase their range of products. The list of suppliers with whom APBCCFC has interacted
so far is listed in Annexure II. Also, through its interactions, APBCCFC has identified
occupation wise tools as listed in Annexure III.
Through this EOI, the APBCCFC invites all interested and eligible Suppliers to suggest tools,
suggestions on various aspects involved in procuring the tools such as pricing and quality
etc.

3. ELIGIBILITY CRITERIA
The interested Suppliers who satisfy the eligibility criteria as mentioned below should
submit their application in the prescribed format with necessary supporting documents as
prescribed in this EOI.
1 Must be a Manufacturer / Authorized Dealer dealing with manufacturing and/ or supply

of Tools, as required by artisans whose occupations mentioned in table 1 of this EOI
document.
2 Minimum average annual turnover requirements in each of the last three financial years
2017-18, 2016-17 and 2015-16 (in INR Crores) Rs. 1 Cr
3 The Net Worth of the Supplier must be positive as on 10th May 2018
Each Supplier fulfilling the above eligibility criteria must submit an Application containing
the following details in sealed cover.
1. Covering Letter as per the format in Annexure – III
2. Profile of the organization along with contact details duly signed by the bidder as
per the format in Annexure – IV
3. Copy of the GST registration certificate
4. Proof of License as Manufacturer / Authorized Dealers from Appropriate
Authority
5. PAN Card of authorized dealers of Andhra Pradesh
6. Copy of the Factory License (In the case of Manufacturer)
7. Copy of the License under Shop and Commercial Establishment Act. (In the case of
Authorized Dealer)
8. List of Tools offered by the Supplier under ADARANA scheme as per the format
given in Annexure V
9. Turnover details for each of the FY 2017-18, 2016-17 and 2015-16 and Net worth
of the Supplier should be positive as on 10th May 2018. The statements shall be
certified by Chartered Accountant as per the format in Annexure –VI
10. Declaration that the Supplier is not Blacklisted by any Government agency /
department in State/UT/ PSU / Central government as per the format given in
Annexure – VIII

4. PREPARATION, SUBMISSION AND EVALUATION OF APPLICATIONS
1) The EOI application in prescribed formats, duly completed and signed along with other
necessary documents shall be emailed as a single PDF document (with a maximum file
size of 15 MB) to adaranabccfc@gmail.com with the file named as the name of the
Supplier. The application should also be mailed in hard copy format to the VC & MD,
APBCCFC, 4th Floor, Vishal Residency, Near VR Siddhartha College, Kanuru, Tadigadapa,
Vijayawada, 521137.
2) Incomplete application, unsigned application form/s or applications not received as per

the timelines mentioned in the section 2 Data sheet of this EOI will be summarily rejected.
3) The applications not meeting the Eligibility criteria specified in section 2 Data sheet of
this EOI will be rejected.
4) The Applicant shall furnish all the required information as per the format/s and duly
signed on each page of the application.
5) Additional information need not be furnished and no information shall be entertained

after submission of EOI document unless specifically called for.
6) Any information furnished by the applicant found to be incorrect either immediately or

at a later date, would render the applicant liable to be debarred from taking part in the
subsequent procurement process as well as supply of tools.
7) No Supplier or its Associate shall submit more than one Application for the Empanelment
process.
8) APBCCFC reserves the right to seek further information /clarifications from any of the
Applicant on the submitted documents and the same shall be sought through a written
communication/ email.
9) The discretion and decision of the State Level Committee for Procurement (as defined in
the GO. M.s No 1, BC Welfare Department, dated: 10/03/2018) with respect to the
empanelment of the agencies will be final.
