In Re: Malicious transactions in the Office of the Vice Governor

ANSWER

COMES NOW, the respondent by himself and in answer to the order from this
Honorable Investigating Body, respectfully aver:

1. That I have no direct knowledge sufficient to form a belief of the accusations

against me;

2. That I am not aware of the malicious and anomalous transactions being made
by some of the employees regarding the unauthorized claims for
reimbursement for travel expenses;

3. That I am just doing my duties and responsibilities as an employee in

accordance with the mandate of my position;

4. That I am not in way, whether directly or indirectly involve in the said

transactions and the truth of the matter is that these employees have
exerted efforts by themselves to do the same;

5. That these acts should not be imputed against me because I do not have the
authority vested by law to sign the disbursement vouchers, checks and other
official documents;

6. That I deny vehemently that I have direct participation to the said

transactions as the same were not made for and in my name and likewise not
for my benefit and advantage but for the involved employees themselves;
and

7. That I cannot by myself consummate these acts because my duties and

responsibilities under the law are purely pertaining to administrative matters
just like an ordinary clerk of the government performs.

WHEREFORE, PREMISES CONSIDERED, the respondent respectfully prays unto

this Honorable Investigating Committee to dismiss its proceedings for utter lack of
merit.

Other reliefs are prayed for just and equitable under the circumstances.
