Re: New Zealand-funded ELTO Short Course

Dear General,

I would like to take this opportunity to advise you of a New Zealand-funded course available
for Indonesian government officials. The short course is the English Language Training for
Officials (ELTO), which is aimed at improving the English language ability of government
officials from Indonesia to improve human resource development in the country. The six-
month programme will provide English language training on disaster risk management. The
INP participants should be in the ranks of Superintendent (AKBP) and below.

The theme of the ELTO programme is in line with some of the agenda items (disaster risk
management and capacity building programmes) brought to the table by the Indonesian
National Police (INP) delegation during the last Bilateral Meeting Group (BWG) meeting
between INP and New Zealand Police (NZP) in Jakarta in 2017.

I encourage the INP to participate in the ELTO programme selection processes by nominating
candidates to the Indonesian Ministry of State Secretariat, the New Zealand government’s
partner in the selection processes. The applications are open until 5 March 2018. For further
information on the courses, please contact Bapak Joko Tulodo at the Indonesian State
Secretariat Ministry, (joko_tulodo@yahoo.co.id); or Bapak Awan Poesoro, the Policy Adviser
(Political and Security), New Zealand Police Liaison Office Jakarta
(awan.poesoro@mfat.govt.nz); or Ibu Mike Ingriani from the New Zealand Aid Programme
Jakarta (mike.ingriani@mfat.govt.nz)
As during the BWG meeting in Jakarta last year, the INP requested that NZP assist INP in its
disaster risk management efforts, I believe that through this short course, New Zealand and
NZP can contribute to the improvement of INP’s preparedness in anticipating and dealing
with disasters in Indonesia.

I am thanking you in advance for your kind attention and cooperation.

Sincerely yours,

Neil Banks
