BASIC PRINCIPLES
International Conference on Water and Environment, Dublin, 1992
• The water is a finite good and a vulnerable resource, essential to sustain life, development
and environment; effective management of water resources requires a sustainable approach to the
soil, water, groundwaters;
• Development water resources management must be based on a participatory approach that includes the
users, those who develop strategies and manages the water resources and those abilities to take measures
at all levels… awareness, public consultation, users involvement in planning and implementing projects
on water resources;
• Women have a central role in the provision, management and preservation of water resources - this role is
sometimes reflected in the institutional configuration for development and water resources management;
• Water resources have economic value and in all its uses water should be considered as a valuable asset …
vital right of people to have access to drinking water and decent sanitation at an reasonable price.

LEGAL FRAMEWORK
Strategies – involve goals establishment for water use, quality protection and its preservation
Legislation
Funding organizations
INSTITUTIONAL ASPECTS
Organizational framework - forms and functions of institutions
Development of institutional capacity - human resources development
MANAGEMENT INSTRUMENTS
Water resource assessment and correlation with the requirements of use
Planning for IWRM-combining the options for development, the use of resources and human interactions
Management of efficient use
Social change instruments-encouraging a society educated in respect for water
Conflict solving
Adjusting tools-allocation of water resources and water use limits
Economic instruments - use of water value and price to ensure its effective
and equitable
Management and information communication - improving the knowledge for a better management of water
resources
• Extension of water quality protection on all types of water, surface and groundwater;
• Achieving the statute of "good quality" waters for all types of water until a ser date;
• Water management should be done at the level of river basin;
• The combined approach of limit emissions and quality standards;
• Setting correct prices for water, depending on its destination;
• Stronger involvement of citizens;
• More direct legislation.
