RECOMMENDATION:
Resolution 2018-096, Supporting the Submittal of Applications for all CalRecycle Grants for which the City of Carmel-
by-the-Sea is eligible.

BACKGROUND/SUMMARY:

Public Resources Code sections 48000 et seq. authorize the California Department of Resources Recycling and
Recovery (CalRecycle) to administer various grant programs in furtherance of the State’s efforts to reduce, recycle
and reuse solid waste generated in the state. CalRecycle grant application procedures require, among other things,
an applicant’s governing body to declare by resolution authorizations related to the administration of CalRecycle
grants.

On August 7, 2018, the City submitted a grant application for the CalRecycle Beverage Container Grant Program,
requesting $120,364 to expand recycling opportunities by providing up to 50 new dual recycling/trash containers
where trash-only containers are currently located. Areas where dual containers could be installed include: City parks,
libraries, City Hall, Sunset Center, Forest Theatre, Mission Trail Nature Preserve, and coastal access locations. Dual
containers will not only increase the City’s waste diversion rate, which will help us meet the State’s 75% diversion goal
by 2020, but also will increase trash capacity of public waste containers by using larger capacity containers than the
containers currently located in public areas. Adoption of this resolution is part of the grant application process.

FISCAL IMPACT:

If the City is selected as grant recipient by CalRecycle, the grant will supplement the Public Works Department’s
Operating Budget 110-119-40-42105 by up to $120,364 to replace trash-only containers with dual trash-recycling
containers. This grant does not require a match from the City.
PRIOR CITY COUNCIL ACTION:

None. The City has previously used CalRecycle Beverage Container City/County Payment Program funds
($5,000 per year) to purchase and install dual trash-recycling containers around the Del Mar parking lot.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARMEL-BY-THE-SEA AUTHORIZING


SUBMITTAL OF APPLICATION(S) TO CALRECYCLE FOR ALL GRANTS FOR WHICH THE CITY OF
CARMEL-BY-THE-SEA IS ELIGIBLE FOR FIVE YEARS

WHEREAS, Public Resources Code sections 48000 et seq. authorize the Department of Resources
Recycling and Recovery (CalRecycle) to administer various grant programs in furtherance of the State of
California’s efforts to reduce, recycle and reuse solid waste generated in the state thereby preserving landfill
capacity and protecting public health, safety, and the environment; and
WHEREAS, in furtherance of this authority, CalRecycle is required to establish procedures governing
the application, awarding, and management of the grants; and
WHEREAS, CalRecycle grant application procedures require, among other things, an applicant’s
governing body to declare by resolution authorizations related to the administration of CalRecycle grants.

NOW THEREFORE, BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY OF CARMEL-BY-
THE-SEA DOES HEREBY:
Authorize the submittal of application(s) to CalRecycle for all grants for which the City of Carmel-by-the-
Sea is eligible for five (5) years from the date of adoption of this resolution.

BE IT FURTHER RESOLVED THAT THE CITY COUNCIL OF THE CITY OF CARMEL-BY-THE-SEA


DOES HEREBY:

Authorize and empower the City Administrator to execute in the name of the City of Carmel-by-the-Sea
all grant documents, including but not limited to, applications, agreements, amendments, and requests for
payment, necessary to secure grant funds and implement the approved grant project.
