This document outlines the health, safety, and environmental (HSE) requirements for a project. It states that a hazard and operability study (HAZOP) is not required before implementation. A risk assessment will be conducted as part of the permit to work system to identify controls needed to minimize hazards during the lifting and installation work near oil and gas facilities. Regular safety talks and existing guidelines will help ensure the work does not increase risks to oil production operations and has no negative environmental impacts. Attachments include details and locations of concrete covers being installed.

There is no requirement for a HAZOP before this change is implemented.
The specific task hazards associated with this work will be managed by the Permit to Work system. A risk analysis for all associated activity will be conducted prior to operations commencing. This risk assessment process will identify those controls necessary to reduce the hazards exposed during this activity to an acceptable minimum. These will include: Issuance of existing HS&E guidelines. Lifting and installation at proximity to Oil & Gas facilities (a clean out pit for oily water line). Regular Safety talks at the work site. Completion of this work does not result in a material change to the facilities or an increase in the level of risk associated with oil production operations. Site work supervisor will be held responsible for the application of good working practices necessary to prevent any negative impact on the environment. All debris and surplus materials shall be removed upon completion of the work, and to be disposed to the landfill area.
