Note – To treat above quantity of wet cake / pulp, we have proposed 2 nos. of
Bio-digesters ( LESAR).

It is assumed that the Pulp does not contain any inhibitory substance for the biological
process. It is also assumed that all other parameters are within acceptable limits
prescribed by the concerned Pollution Controlling authority.

II. Performance Guarantee:

When the plant is subjected to above mentioned parameters, it shall give following
performance at steady state.

 COD Removal - 90 ± 5 %

As per the attached Process Flow Diagram (PFD) for Biogas plant of Wastewater &

Wetcake (pulp).

IV. Process Description:

a. Biogas Plant for Waste Water


Raw wastewater from process shall be carried to treatment site by pumping up to buffer
tank by local partner PT. Energi Hijau Investama (EHI).

 Buffer Tank (BT):

In buffer tank the complex organics in the wastewater is subjected to hydrolysis.


Chemicals if required shall be dosed in this tank. The hydrolyzed effluent shall be
pumped from the buffer tank for anaerobic treatment in the LESAR.

 Lars Enviro Stirred Anaerobic Reactor (LESAR):

 It is non media, Continuously Stirrer Tank Reactor (CSTR).

 It is mesophillic reactor i.e. it operates best in temp range of 36 – 39 OC.

 The foundation shall be suitably designed based on local soil type. The floating
type / foundation ensuring equal settlement is the most preferred type of
foundation.
 Reactor will be fabricated at site using mild steel plates and structural members
confirming to relevant grades as per internationally accepted codes.
 The inside of the reactor shall be sand blasted and painted using chlorinated
rubber paint as per standard specifications.
 Reactor outside shall be wire brushed, cleaned / commercial sandblasted and
painted by synthetic enamel or aluminum paint as per client’s preference.
 In LESAR reactor the raw waste is introduced from top of the reactor. The
recycled sludge is also introduced from the top of the reactor. This mixed liquor
travels downward through the central shaft. In this central shaft, agitator
provides adequate mixing of raw waste and recycled sludge. From central shaft
liquor enters reactor near bottom of tank.

 The reactor content outside central shaft is kept well mixed with set of agitators
located equidistant along the circumference of the reactor. This constant
agitation helps to maintain active, bacteria in suspension. These bacteria utilize
organic matter present in wastewater and produce biogas.
 The solids are separated from the outlet of reactor in Lamella Clarifier and
returned to the system by recirculation pumps. This recirculation of settled solids
helps to maintain adequate population of active bacteria inside reactor.
 The reactor is provided with following accessories to ensure efficient performance
and safety of the reactor:

 Pressure breaker and Vacuum breaker, in case pressure goes out of operating
range.
 Flare stack to flare the biogas generated in case it is not used.
 Gas flow meter for recording the quantity of gas generated.
 The treated effluent of LESAR reactor is discharged from the top of reactor to
utilize head available.
The biogas produced by anaerobic digestion inside the reactor is collected from reactor
roof. Biogas is then transferred to floating type gas holder (Approx. 884 m3). Gas
holder is fitted with all essential safety equipment such as breather valve, flame
arrestor etc. Biogas is then conveyed to blower for further utilization in boiler or biogas
engines.

b. Biogas Plant for Wet Cake

Cassava pulp shall be taken to hopper with the help of loaders. Screw mix pumps will
be provided to transfer the pulp to feed sump / mixing tank. Slurry from mixing tank
shall be then feed to the digester.

 Collection Tank:

Treated slurry from digester shall be then enters in to this tank for separation of solids
and liquid. The tank is a hopper bottom tank. In this tank solids get settled at the
hopper. Sludge from the hopper is re circulated back to the anaerobic digester while
balanced is sent to the dewatering system.

 Dewatering system:

Slurry shall be then feed to dewatering system for separation of solid and liquid. The
filtrate shall be then collected at the filtrate tank. The filtrate shall be then transferred
to hopper for makeup water.

Detailed specifications of piping, valves, MCC panel, Cable rating, cable routing,
earthing details.
Supply of all piping and valves within Battery Limit.
Supply of Electrical items such as MCC Panel PBS, Cabling etc.
Procurement of steel plates and structural members as per our drawings and
specifications.
Supervision of Fabrication, Erection, Installation, Testing, Seeding &
Commissioning of the Biogas plant for 180 days at free of cost. More than 180
days on chargeable basis as mentioned in this offer.
To & From Air Tickets from India to Indonesia
Lodging & boarding (Food) expenses during commissioning & supervision of works.
Training to client’s staff for 10 days during commissioning.
Providing Laboratory Manual & Operational manual.

purchase contract to the supplier in big quantity rather than contractor who will
purchase in smaller quantity.

Commercial Proposal

I. Budgetary Price:

a. Biogas Plant for Waste Water


Our budgetary price for our scope of work mentioned in this offer for Biogas Plant
(CSTR) on FOB Mumbai Port, India basis shall be USD 1,300,000 (US Dollar One
Million Three Hundred Thousand Only).

b. Biogas Plant for Wet Cake


Our price for our scope of work mentioned in this offer for Biogas Plant (CSTR - 2 Nos.)
on FOB Mumbai Port, India basis shall be USD 880,000 (US Dollar Eight Hundred
Eighty Thousand Only).

The price mentioned above is exclusive of all taxes and duties in Indonesia.

We have considered maximum 180 days supervision of our engineer at free of cost,
above 180 days we shall charge you per diem charges of $ 250 (US Dollar Two
Hundred Fifty Only) per person per day.

The Price quoted above is at prevailing conversion rate :

1 USD = 12599 IDR

II. Estimated Local Cost of Work


( PT. Energi Hijau Investama Scope)

a. Biogas Plant for Waste Water

The estimated cost of work in local partner scope like civil works, Paint supply and
Painting work, Erection, Fabrication , Installation and other local works required for
Biogas Plant shall be approx. USD 1,800,000 (US Dollar One Million Eight
Hundred Thousands Only).

b. Biogas Plant for Wet Cake

The estimated cost of work in local partner scope like civil works, Paint supply and
Painting work, Erection, Fabrication , Installation and other local works required for
Biogas Plant shall be approx. USD 650,000 (US Dollar Six Hundred Fifty
Thousands Only).

The price mentioned above is exclusive of all taxes and duties in Indonesia.

The above prices are indicative figures which refer to Indian Rate and tentative liquid
volumes / area of the civil units in the offer will be confirmed at detail design stage.

III. Manner of Payments:

Client need to pay Lars Enviro for design, know-how, equipment supplies, guidance for
commissioning and training as specified in the contract, the following percentage of the
contract price.
1.1 100 % of the contract value through irrevocable, transferable, divisible and
confirmed letter of credit in four of Lars Enviro Pvt. Ltd by a 1 st class
international bank out which :
1.1.1 30 % of the contract value as an advance is required to be
remitted on submission of proforma Invoice for 30 % Advance to
Lars Enviro Pvt. Ltd.
1.1.2 70 % will be paid by the buyer against submission of shipping
documents. Lars Enviro Banker should be able to negotiate the
L/C on Lars Enviro’s behalf.
It is essential for 2nd party [buyer] to obtain necessary clearance and authorization from
the competent authorities in their country regarding setting up of plant. The buyer has
to ensure that mode of payment of advance and the letter of credit or any other
financial instruments to be established, mutually agreeable by both the bankers located
in the buyer’s and seller’s country for the purpose.

IV. Mode of Payments:


All payments except advance shall be made through an irrevocable, divisible,
transferable and confirmed letter of credit payable at sight in our favour from any
internationally accepted 1st class bank. Other payments shall be through money
transfer.

V. Delivery:
LESAR Digester shall be ready for commissioning within 10 months from date of
techno-commercially cleared purchase order along with advance and handing over the
dully hydro tested civil works.

 Timely release of payments.


 Construction of civil units within 3 months.
 Approval of layout and GA within 4 working days from your side.
 If approved drawings are revised, we shall need minimum 12 days to submit

 Well equipped laboratory is made available from day 1 of pre-commissioning
activities. We recommend to have independent laboratory for ETP and to be use
QA/QC lab for ETP lab analysis
 Operators and helpers are made available round the clock from day 1 of seeding
process
 Analytical staff for routine daily analysis is made available from day 1 of seeding
process
 Raw waste and other utilities / consumables / chemicals required are made
available as per the requirement during seeding, commissioning and stabilization.
Commissioning means: Seeding of the plant and smooth running of all
equipments.

VI. Validity:

The offer is valid for a period of 30 days, from the date of submission.

VII. Warranty:
All mechanical equipments supplied by Lars shall be under warranty for 12 months from
the date of supply.

Annexure - 1

Definition of GENERAL TERM

 ERECTION: When all the equipments, Agitators, interconnecting Piping,


valves, Instruments and its accessories are put in place /civil units and
connected to power / other units.
 COMMISSIONING: It means seeding of the plant & smooth running of all
the equipments.
 HANDING OVER: The trial runs will be conducted on designed organic /
hydraulic load / at ‘available load’ which shall not be exceeding either the
designed organic load or designed hydraulic load in any case. Upon
successful trial runs, plant will be handed over.
 DELIVERY: It describes as completion of erection part and start of
commissioning.
 WARRANTEE: The liability in respect of any direct failure of equipment
supplied and commissioned by LEPL or any loss, injury or damage
attributable thereto, is limited to making good by replacement or repairs,
defects which under proper use appear herein, provided the equipment is
operated and maintained in accordance with our instructions, and arise
totally from months from the date of commissioning of the equipment.
 STATUTORY VARIATIONS: Any changes in Govt. duties, taxes, levies or
policies affecting the PO will be under client scope. Documentary evidence
shall be submitted on request.
 FORCE MAJEURE CLAUSE: This clause is included in contracts to remove
liability for natural and unavoidable catastrophes that interrupt the
expected course of events and restrict participants from fulfilling
obligations.

COMMERCIAL TERMS AND CONDITIONS

1. NATURE OF CONTRACT: Our offer is separated in two different parts


Supply of material & Erection and Commissioning.
2. SCOPE OF SUPPLY: The scope of supply is as per Bill of Materials
finalized at the time of PO.
3. ADDITION TO THE SCOPE OF WORK: All Items other than scope of
work is additionally chargeable on the basis of Item Rate.
4. EFFECTIVE DATE OF ORDER: From the date of cleared Wo/Po along with
advance.
5. DELIVERY: Subjected to following conditions.
a) Advance is received within 7 day of submission of required
documents from our side.
b) Inspection on prorate basis.
c) Payments within 10 days of submission of respective proforma
invoice.
d) The firm purchase order is received within 7 days after LOI.
e) Construction of civil units within agreed time.
f) Approval of layout and GA within 4 working days from your side.
g) If approved drawings are revised, we shall need minimum 12 days
to submit revised drawings.
h) Well equipped laboratory is made available from day 1 (First day) of
pre-commissioning activities. We recommend to have independent
laboratory for ETP and not to be use QA/QC lab for ETP lab analysis
i) Operators and helpers are made available round the clock from day
1 of seeding process
j) Analytical staff for routine daily analysis is made available from day
1 of seeding process.
k) Permission to work round the clock at the site.
l) Raw waste and other utilities / consumables / chemicals required are
made available as per the requirement during seeding,
commissioning and stabilization.
6. PRICE VARIATION: Any variation in prices of the equipments due to
changes in taxes, levies & Govt. duties shall be under client scope.
7. DELAYS IN PAYMENTS: This may hold up the work and other parallel
activities.
8. Consequential Damages: Neither party shall at any time lible to other
for any loss nor profits or any similar indirect damages.

9. ACCEPTANCE OF THE PLANT: Incase the plant is not commissioned


after the supply within a period of 30 days due to the non availability of
Inputs or any other reason whatsoever, attributable to purchaser, the
plant will be deemed to have been successfully commissioned and the
purchaser do hereby expressly agree for the same. All related payments
should be released accordingly.
10. WARRANTY of the equipments shall be 12 months from the date of
delivery or as per the supplier or vendor. Submittal of all technical
performance curves and warranty certificated provided by the vendor or
supplier shall be under LARS scope. The equipment warranty valid against
defective workmanship and/or poor performance of the system only. Our
liability is limited to repair or replace the same and not subjected to any
wear and tear or supply of consumables and spares due to regular
operation of the system.
11. CANCELLATION: The client or purchaser cannot unilaterally cancel
the order at any time in whole or in part. In the event of order being
cancelled by purchaser, all cost incurred/ committed by the seller including
the cost of part of work executed/ under process on date of receipt of such
written notice for cancellation has to be paid by seller.
12. GENERAL: All Conditions or other matters pertaining to this offer
not expressly stipulated will be a matter of mutual discussions and
agreements at the time of accepting the order.
13. OFFER VALIDITY: Our Offer will be valid for a period of 30 days
from the date of this order.
14. TECHNICAL CONFIRMATION: The client and consultant shall give
there technical approval on the items listed in the BOM so as unable us to
start ordering and purchasing of the material.
15. DISPATCH: All ‘C’ forms, road permits, any local document required
for transit of goods shall be under client scope.
16. INSURANCE: Insurance of the material is under client scope, unless
otherwise agreed specifically.

17. OPERATING MANUAL: Submission of plant operating manual is


under LARS scope after handing over the plant.
18. CHANGE IN DESIGN: Any change in designing or inlet/ outlet will
make a change in offer technically & commercially.
19. EXCESS MATERIALS: Since we shall be sending to site some items
in excess for smooth and uninterrupted erection and commissioning such
items which remain unused will be our property and will be removed by us
and the purchaser do hereby expressly agrees not to prevent the same.

STANDARD ELECTRICAL SPECIFICATIONS


ELECTRICAL SPECIFICATIONS

MCC panel shall be fully compartmentalized and free standing floor mounting.
Maximum height of panel shall be 2.1 mtr and depth of compartment 400 mm.
Double front type panel shall be provided if no of feeders are more. Painting
shall be Epoxy based powder coating (RAL 7032). Thickness of panel shall be
16 SWG. Panel to be provided with Neoprene gaskets. Cable entry shall be
from the bottom as a standard feature. Top cable entry may be provided, if
required. Each starter of MCC will consist of :

A) SFU ( Switch Fuse Unit ) or MPCB – Minimum feeder size shall be


350 mm x 300 mm.

Earthing would be done using G.I. pipe rods as per I.S. standards. G.I.
conductor earthing will be done for all electrical equipment and noncurrent
carrying metallic structures / tanks. G.I. conductors will be used for lightning
protection, connected directly to separate earth pit.

C) Push Button Station

Push button station will be provided near the motor wherever required with
lock and key system. Flameproof push button station (as per IS 2148) will be
provided for flameproof section and non-flameproof push button station (as per
IS 2147) will be provided for non-flameproof section.

D) Cable Laying

G I open type cable trays will be provided for indoor application. Cables will be
buried in trenches for outdoor cables.

G) Internal Wire

All internal wires of MCC Panel are copper wires.

 MOC of bus bar shall be Aluminium with heat shrinkable PVC sleeves

Annexure - 3

PERFORMANCE TEST

The trial runs will be considered as successful if the performance standards as


mentioned above are met as per the procedure detailed below:

Performance test shall be conducted at designed organic load at a hydraulic load


not exceeding the design flow. The inlet parameters for the test shall not exceed
the design conditions during test period. The influent condition shall not deviate
more than 5% from the design condition.

The trial runs will be conducted for a continuous period of 72 hours. If designed
organic / hydraulic load is not available upon reaching stabilized state, trial runs
shall be conducted at ‘available load’ which shall not be exceeding either the
designed organic load or designed hydraulic load in any case.

Influent and Waste Water sample values of different parameters will be based
on average of daily values determined from a composite sampling. The
performance test shall be started with a 3 days’ notice to Client after reaching
steady state. Client shall ensure uninterrupted supply of raw Waste Water
conforming to the inlet design conditions and all utilities including power,
chemicals, manpower etc. during stabilization/ commissioning period prior to
test runs and also during trial runs. If trial runs cannot be conducted due to
reasons attributable to client within 6 months from the date of hydraulic testing
or within 3 months from the date of seeding, the plant will be deemed to be
taken over by the client and the related payments, if any shall be released
immediately along with handover certificate.

Upon successful completion of trial runs, client shall formally take over the plant
and issue a performance cum handover certificate.

The commissioning for the purpose this order would mean seeding of the plant
and smooth running of all equipments.
