1 Scope
This Standard establishes requirements for environmental protection and control of
occupational health and safety risks on electrical and electronic waste reverse manufacturing
activities.
This Standard is applicable to organizations that deal with electrical and electronic waste
reverse manufacturing activities.

4 Management system requirements


4.1 General requirements
The organization shall establish, document, implement, maintain and continually improve an
electrical and electronic residues management system in accordance with the requirements of
this Standard and determine how it will fulfill these requirements.
The organization shall define and document the scope of its electrical and electronic residues
management system.
4.2 Environmental and OHS policy
Top management shall define the organization's environmental and OHS policy and ensure
that, within the defined scope of its electrical and electronic waste management system
policy
a) is appropriate to the nature, scale and environmental and ocuppacional health and safety
impacts of its activities, products and services
b) includes a commitment to continual improvement and prevention of pollution, and
occupational health and safety.
c) includes a commitment to comply with applicable legal requirements and with other
requirements to which the organization subscribes which relate to its environmental aspects,
d) provides the framework for setting and reviewing environmental and occupational health and
safety objectives and targets,
e) ensure the commitment to the mass balance of all electric end eletronic waste to their
environmentally sound final disposal;
f) ensure the commitment to management of parts and materials that may contain hazardous
electrical and electronic waste;
g) ensure the commitment to the de-charaterization, as defined in 3.7;
h) is documented, implemented and maintained,
i) is communicated to all persons working for or on behalf of the organization, and
j) is available to the public.
4.3 Planning
4.3.1 Environmental and occupational health and safety aspects
The organization shall establish, implement and maintain a procedure(s)
a) to identify the environmental and occupational health and safety aspects of its activities,
products and services within the defined scope of the environmental management system that
it can control and those that itcan influence taking into account planned or new developments,
or new or modified activities, products and services, and
b) to determine those aspects that have or can have significant impact(s) on the environment
and OHS.
The organization shall document this information and keep it up to date.
The organization shall ensure that the significant environmental and OHS aspects are taken
into account in establishing, implementing and maintaining its electrical and electronic waste
management system.
4.3.2 Legal requirements and other requirements
The organization shall establish, implement and maintain a procedure(s)
a) to identify and have access to the applicable legal requirements and other requirements to
which the organization subscribes related to its environmental and OHS aspects, and
b) to determine how these requirements apply to its environmental and OHS aspects.
The organization shall ensure that these applicable legal requirements and other requirements
to which the organization subscribes are taken into account in establishing, implementing and
maintaining its electrical and electronic waste management system.

4.3.2.1 The organization shall obtain and maintain necessary licenses for operations.

4.3.2.2 When electric and electronic waste is exported, must ensure compliance with the
applicable domestic legal requirements, as well as requirements of countries in transit.

Records of these requirements analisys and relevant documentation must be maintained.

4.3.2.3 De-characterization requirements are applied when required by the customer.


Assessment records of applicable legal requirements and relevant documentation must be
maintained.
4.3.3 Objectives, targets and programme(s)
The organization shall establish, implement and maintain documented environmental and OHS
objectives and targets, at relevant functions and levels within the organization.
The objectives and targets shall be measurable, where practicable, and consistent with the
environmental and OHS policy, including the commitments to prevention of pollution and with
worker safety, to compliance with applicable legal requirements and with other requirements to
which the organization subscribes, and to continual improvement.
When establishing and reviewing its objectives and targets, an organization shall take into
account the legal requirements and other requirements to which the organization subscribes,
and its significant environmental aspects. It shall also consider its technological options, its
financial, operational and business requirements, and the views of interested parties.
The organization shall establish, implement and maintain a programme(s) for achieving its
objectives and targets. Programme(s) shall include:
a) designation of responsibility for achieving objectives and targets at relevant functions and
levels of the organization, and

b) the means and time-frame by which they are to be achieved.

4.4 Implementation and operation

4.4.1 Resources, roles, responsibility and authority


Management shall ensure the availability of resources essential to establish, implement,
maintain and improve eletric and electronic waste management system. Resources include
human resources and specialized skills, organizational infrastructure, technology and financial
resources.
Roles, responsibilities and authorities shall be defined, documented and communicated in order
to facilitate effective management.
The organization's top management shall appoint a specific management representative(s)
who, irrespective of other responsibilities, shall have defined roles, responsibilities and
authority for:
a) ensuring that an electric and electronic waste management system is established,
implemented and maintained in accordance with the requirements of this Standard,
b) reporting to top management on the performance of the environmental management
system for review, including recommendations for improvement

4.4.2 Competence, training and awareness

The organization shall ensure that any person(s) performing tasks for it or on its behalf that
have the potential to cause a significant environmental and OHS impact(s) identified by the
organization is (are) competent on the basis of appropriate education, training or experience,
and shall retain associated records.
The organization shall identify training needs associated with its environmental and OHS
aspects and its electrical and electronic waste management system. It shall provide training
or take other action to meet these needs, and shall retain associated records.

The organization shall establish, implement and maintain a procedure(s) to make persons
working for it or on its behalf aware of
a) the importance of conformity with the environmental and OHS policy and procedures and
with the requirements of the electrical and electronic waste management system,
b) the significant environmental and OHS aspects and related actual or potential impacts
associated with their work, and the environmental benefits of improved personal performance,
c) their roles and responsibilities in achieving conformity with the requirements of the
environmental management system, and

d) the potential consequences of departure from specified procedures.

4.4.3 Comunication

With regard to its environmental aspects and environmental management system the
organization shall establish, implement and maintain a procedure(s) for:
a) internal communication among the various levels and functions of the organization,
b) receiving, documenting and responding to relevant communication from external interested
parties.
The organization shall decide whether to communicate externally about its significant
Environmental and OHS aspects, and shall document its decision. If the decision is to
communicate, the organization shall establish and implement a method(s) for this external
communication.

4.4.4 Documentation
The electrical and electronic waste management system documentation shall include
a) the environmental and OHS policy, objectives and targets,
b) description of the scope of the environmental and OHS management system,
c) description of the main elements of the environmental and OHS management system and
their interaction, and reference to related documents,
d) documents, including records, required by this Standard, and
e) documents, including records, determined by the organization to be necessary to ensure the
effective planning, operation and control of processes that relate to its significant environmental
and OHS aspects.

4.4.5 Control of documents

Documents required by the electricla and electronic management system and by this Standard
shall be controlled.
Records are a special type of document and shall be controlled in accordance with the
requirements given in 4.5.4.
The organization shall establish, implement and maintain a procedure(s) to
a) approve documents for adequacy prior to issue,
b) review and update as necessary and re-approve documents,
c) ensure that changes and the current revision status of documents are identified,
d) ensure that relevant versions of applicable documents are available at points of use,
e) ensure that documents remain legible and readily identifiable,
f) ensure that documents of external origin determined by the organization to be necessary for
the planning and operation of the environmental management system are identified and their
distribution controlled, and
g) prevent the unintended use of obsolete documents and apply suitable identification to them if
they are retained for any purpose.

4.4.6 Operational Control


The organization shall identify and plan those operations that are associated with the identified
significant environmental and OHS aspects consistent with its environmental and OHS policy,
objectives and targets, in order to ensure that they are carried out under specified conditions,
by
a) establishing, implementing and maintaining a documented procedure(s) to control situations
where their absence could lead to deviation from the environmental and OHS policy, objectives
and targets, and
b) stipulating the operating criteria in the procedure(s), and
c) establishing, implementing and maintaining procedures related to the identified significant
environmental and OHS aspects of goods and services used by the organization and
communicating applicable procedures and requirements to suppliers, including contractors
4.4.6.1 Health and Safety in the Workplace

The organization shall establish, implement, and maintain the following plans and procedures,
to reduce or eliminate workplace hazards and exposure to hazardous materials, protect workers
relative to health and safety, commensurate to the types of processing technologies in use. These
requirements are applicable to all workers, including temporary workers. Specifically the
organization shall:
a) implement all legal OHS requirements;
b) Conduct an occupational health and safety inspection evaluating all company operations
according to the legal requirements. This may be accomplished by qualified personnel to asses
worker safety and health.
c) Obtain and maintain available information and documentation to ascertain which hazardous
substances may be present in the electrical and eletronic waste, and in other products or
processes used in operations (such as solvents, cleaners, and solder guns) in order to identify
potential worker exposures that must be controlled;
d) define performance requirements and guidelines to eliminate the adverse effects of exposure
to hazardous electronic waste and physical hazards that may be encountered in the workplace,
based on the specific technologies used, from the results of the inspection and monitoring of
health and safety;
e) maintain records of monitoring and identification of areas at high risk of contamination by
hazardous substances. This monitoring should be redone every time there are changes in
processes or technologies.
Monitoring results should be evaluated by qualified personnel, as 4.4.2, and whenever register
values above those permitted by current legislation should be taken contingency measures and
effective correction, to reduce and maintain worker exposure below occupational limits.
Workers should be informed about the results of the monitoring;
f) when not required by law, create, implement and document a program for prevention of
occupational accidents and diseases arising out of work related activities of reverse
manufacturing operations, regardless of the number of employees in the organization, with
the aim of:
 Establish a health and safety committee at organization, including at least one worker
and one and organization representative with the authority to implement actions for
workplace health and safety. The committee shall establish a schedule of regular meetings
and encourage comunication between parts.
 To establish and maintain a documented procedure and records for investigation and
resolution of complaints about health and safety in the work presented by the workers;
 Establish and maintain documented procedures and records of studies to reduce
possible exposure of workers to hazardous equipment and components, risks arising
from the technology used and establish controls of individual protective equipment
provided to workers;
g) establish a training program for employees. The program must include an orientation for new
employees and additional training when new risks are identified, new processes, products or
documents are implemented and new protection methods are instituted. Records must be kept
of the effectiveness of training conducted;
g) establish and maintain the hygiene of the workplace and cleaning procedures to minimize
exposures (both for workers and for family members) and have the necessary equipment in
place to implement these procedures;
i) establish a plan and documented procedures for responding to emergency situations and to
identify the personal protective and safety devices that are required in the workplace to deal
with these emergencies;
j) Establish and implement a medical control PCMSO program to control occupational health,
according to current legislation;
All biological tests must be performed by a laboratory according to ABNT NBR NM ISO 15189. In
case of lack of accredited laboratories, all monitoring equipment used in the analysis must be
calibrated by a laboratory accredited by INMETRO.

4.4.6.2 De-characterization

The organization must


a) provide services de-characterization in your facility or at outsourced companies under its
control;
b) establish, implement and maintain procedures to ensure that all data storage in the devices
are protected against theft or loss, from the moment that organization take control of electrical
and electronic equipment waste to its destination;
c) keep records of agreements on the de-characterization and evidence of compliance with the
contracted service.
The specific terms of those services should be explicitly defined in the contract, including
retention time of records.

4.4.6.3 Management of hazardous electric and electronic waste

The organization shall ensure the management of hazardous electric and electronic waste in the
workplace with the practices and procedures to ensure the protection of the environment and
safety and health at work. All parts and pieces to be recycled and by-products must be grouped
by type, stored, identified, transported and managed in order to meet the current legislation.
Documented procedures should be determined to be guaranteed at least the following:
 protection from the adverse atmosferic conditions;
 minimizing accidental spills or breakage;
 security against the entry of unauthorized persons.
4.4.6.4 Traceability
The organization is responsible for traceability of electric and electronic waste received in
accordance with this Standard, until its destination or its final final disposal.
The organization shall establish, implement and maintain a documented procedure and
records that allow to retrieve information about electric and electronic waste received and
processed, which should include:
a) conducting incoming inspection of received material in order to identify actual and potential
risks;
b) relevant documents required by clients to prove traceability to the next step of electrical
and electronic waste management, or according to specific requirement;
c) objective evidence establishing contractual and legal compliance regarding final disposal;
d) verification of the intermediate transport of waste in relation to the intended destination;
e) provide information to customers when requested;
f) written notice, as agreed, the organization responsible for the previous step management of
electrical and electronic waste, additions or replacements occur if the organizations that are
responsible for the next steps in the management of electrical and electronic waste;
g) written notice of any violation of the contract requirements;
h) written notice of environmental or OHS penalties that are imposed on the organization or
organizations responsible for the subsequent stages of the management of electric and
electronic waste to final final disposal.
To ensure the compliance with described in a) to h), the organization shall:

a) carry out second part audit in the organizations responsible for the next stage of the
management of electric and electronic waste, at planned intervals, to check whether these
organizations have internal technical capacity and operational capacity to manage waste in
accordance with the requirements of this Standard .
b) require to the organizations responsible for the next stage of the management of electrical
and electronic waste that:
 provide information to their customers and organizations responsible for the next stage of
the management of electrical and electronic waste (if applicable);
 keep records of all shipments of components and materials to the organizations next stage
of electronic waste managemen for at least two years;
 Let conducting scheduled audits at its facilities;
 Ensure that the organizations responsible for the next steps in the management of electrical
and electronic waste, as well as the final disposition meet the requirements of this section.
NOTE For organizations that prove compliance with all the requirements of this Standard or
ISO 14001 and ABNT NBR 18801 or international equivalent, through a third party audit is not
necessary to perform the audit specified in section a).

4.4.6.5 Recycling and final diposal

The organization shall ensure that the electric and electronic waste that is destined for
recycling are processed in facilities licensed or authorized and use technologies that are
environmentally appropriate before final disposal.

4.4.6.6 Site closure plans


Organization shall stabilish organization shall establish, document and maintain a closure
plan.
4.4.7 Emergency preparedness and response
The organization shall establish, implement and maintain a procedure(s) to identify potential
emergency situations and potential accidents that can have an impact(s) on the environment
and OHS and how it will respond to them.
The organization shall respond to actual emergency situations and accidents and prevent or
mitigate associated adverse environmental impacts.
The organization shall periodically review and, where necessary, revise its emergency
preparedness and response procedures, in particular, after the occurrence of accidents or
emergency situations
The organization shall also periodically test such procedures where practicable.
4.5 Checking
4.5.1 Monitoring and measurement
The organization shall establish, implement and maintain a procedure(s) to monitor and
measure,on a regular basis, the key characteristics of its operations that can have a significant
environmental and OHS impact.
The procedure(s) shall include the documenting of information to monitor performance,
applicable operational controls and conformity with the organization's environmental and
OHS objectives and targets
The organization shall ensure that calibrated or verified monitoring and measurement
equipment is used and maintained and shall retain associated records.
The organization shall establish, implement and maintain a documented procedure to control,
weigh and record the entry of the total mass of equipment and components and the output of
the total mass of equipment, components, materials and wastes sent to the next step in the
management of electrical and electronic waste .
The organization shall:
a) carry out the mass balance of all electric and electronic waste inputs and outputs of and
materials in monthly basis.
In all outputs, both the total mass and the percentage of each of following categories electric and
electronic equipment waste, components and materials leaving organization should be
monitored and records kept:
 recyclable materials;
 solid waste Class IIA / IIB;
 solid waste Class I;
 Other (specify).
b) monitor and control the destination of all materials transfers in accordance with this
Standard;
c) create and maintain an updated flowchart of hazardous substances considered critical by the
organization designed the next stage of management of electrical and electronic waste or final
disposal, including organizations of next step of electric electronic waste management
qualified to carry out the treatment of waste.
d) maintain records to provide the following information:
 number of employees, contractors and temporary workers (total number) and have worked
for more than a week in the last year;
 Types of processes performed in the organization, for example, manual dismantling,
shredding, smelting, refining metals, etc..

4.5.2 Evaluation of compliance with legal requirements and others


4.5.2.1 organization shall establish, implement and maintain a procedure(s) for periodically
evaluating compliance with applicable legal requirements, including compliance with local and
national occupational health and safety requirements.
The organization shall keep records of the results of the periodic evaluations.
4.5.2.2 The organization shall evaluate compliance with other requirements to which it
subscribes.
The organization may wish to combine this evaluation with the evaluation of legal compliance
referred to in 4.5.2.1 or to establish a separate procedure(s).
The organization shall keep records of the results of the periodic evaluations.
4.5.3 Nonconformity, corrective action and preventive action
The organization shall establish, implement and maintain a procedure(s) for dealing with
actual and potential non-conformity(ies) and for taking corrective action and preventive
action. The procedure(s) shall define requirements for:
a) identifying and correcting nonconformity(ies) and taking action(s) to mitigate their
environmental and occupational health and safety impacts,
b) investigating nonconformity(ies), determining their cause(s) and taking actions in order to
avoid their recurrence,
c) evaluating the need for action(s) to prevent nonconformity(ies) and implementing
appropriate actions designed to avoid their occurrence,
d) recording the results of corrective action(s) and preventive action(s) taken, and
e) reviewing the effectiveness of corrective action(s) and preventive action(s) taken.
Actions taken shall be appropriate to the magnitude of the problems and the environmental and
health and safety impacts encountered
The organization shall ensure that any necessary changes are made to environmental
4.5.4 Control of records
The organization shall establish and maintain records as necessary to demonstrate conformity
to the requirements of its electrical and electronic management system and of this Standard, and
the results achieved.
The organization shall establish, implement and maintain a procedure(s) for the identification,
storage, protection, retrieval, retention and final disposal of records.
Records shall be and remain legible, identifiable and traceable.

4.5.5 Internal audit


The organization shall ensure that internal audits of the environmental management system
are conducted at planned intervals to
a) determine whether the environmental management system
 conforms to planned arrangements for environmental and OHS management including
the requirements of this International Standard, and
 has been properly implemented and is maintained, and
b) provide information on the results of audits to management
Audit programme(s) shall be planned, established, implemented and maintained by the
organization, taking into consideration the environmental and OHS importance of the
operation(s) concerned and the results of previous audits
Audit procedure(s) shall be established, implemented and maintained that address
 the responsibilities and requirements for planning and conducting audits, reporting
results and retaining associated records,
 the determination of audit criteria, scope, frequency and methods.
Selection of auditors and conduct of audits shall ensure objectivity and the impartiality of the
audit process.
4.6 Management review
Top management shall review the organization's environmental management system, at
plannedintervals, to ensure its continuing suitability, adequacy and effectiveness. Reviews shall
include assessing opportunities for improvement and the need for changes to the
environmental management system, including the environmental and health and safety policy
and environmental and health and safety objectives and targets. Records of the management
reviews shall be retained.
Input to management reviews shall include
a) results of internal audits and evaluations of compliance with legal requirements and with
other requirements to which the organization subscribes,
b) communication(s) from external interested parties, including complaints,
c) the environmental and health and safety performance of the organization,
d) the extent to which objectives and targets have been met,
e) status of corrective and preventive actions,
f) follow-up actions from previous management reviews,
g) changing circumstances, including developments in legal and other requirements
related to its environmental aspects, and
h) recommendations for improvement.
The outputs from management reviews shall include any decisions and actions related to
possible changes to environmental and health and safety policy, objectives, targets and other
elements of the environmental management system, consistent with the commitment to
continual improvement.
