mixed reactions, with major
reactions from MPs falling
along party lines. Major-
ity of the opposition MPs
dismissed it as lackluster,
unsatisfactory and wanting
in substance to satisfy Ke-
nyans.
However, many of the Jubi-
lee MPs defended it saying it
was only “a periodic report
card” of the administration
that is meant to give details
of what the government has
done and is going to do to
Kenyans at large.
Minority leaders of the Na-
tional Assembly and the
Senate criticized the Presi-
dent’s speech, saying it was
his chance to detail what his
administration was doing to
address the challenges fac-
ing the nation, he only gave
mentions to what is already
in public domain,” he said
Senate Minority Leader
Moses Wetang’ula in his
evaluation of the President’s
47-minute speech. “The re-
ports have been submitted
to the Speakers and we are
going to have four days to
debate and tell Kenyans the
Government’s plans,” he
said.
National Assembly Majority
Leader Aden Duale also de-
fended the speech, saying it
was only a summary of the
three critical reports that the
President had forwarded to
Parliament under the consti-
tutional obligations. “That
was a report form and it was
perfect. “We need to give
Kenyans hope in the face
of adversity, which I do not
think the President did,” said
Midiwo.

T With the promulgation
of the constitution 2010,
Kenyans ushered in a
new form of governance where
the central government had to
cede some of its powers to the
47 new units of governance.
The county governments
were created fully functional
with county governors as the
heads. After the 2013 general
election, the counties became
functional with the national
government having ceded most
of its functions from healthcare,
early childhood education,
maintenance of feeder roads,
and collection of local revenue.
At the start, most counties
experienced what was termed
as “teething problems” which
greatly impacted negatively on
service delivery to the citizenry.
Most county governors have
been in collision with their
members of county assemblies
with some counties failing
to pass their budgetary
appropriation bills within the
stipulated time making it hard
for the county governors to
implement the projects that they
had promised their electorates.
However, it is important to note
the successes of devolution.
The major impact has been the
opening up of once marginalized
areas of our country. Most
counties especially in the arid
and semi-arid lands have been
able to open up to the outside
counties. Most counties that had
been deemed harsh to live in are
now able to enjoy the fruits of
devolution. In counties like
Isiolo and Mandera, through
the devolved systems, they
have been able to create airports
that have made it easier for the
movement of goods and people.
Mandera County recently
launched its first tarmacked
road since independence thanks
to devolution!
In health care systems, the
county governments have been
able to transform the once quite
neglected health facilities into
institutions that can deal with
various forms of ailments.

According to news
sources in Kisii and
Nyamira counties it is
alleged that the journalists
have adopted a culture of
tokenism. Meaning there
is no professional ethics
followed by the scribes
when doing their work.
Observers have argued
that in many cases objec-
tivity is rarely observed
since most journalists
have being compromised
by the newsource to tilt
their stories to suit the
“influencer”. Most stories

also been working closely with the

on his face after a group which
he had wooed to support him in
his gubernatorial bid rejected him
completely.
According to reliable sources the
aspirant met a group of teach-
ers in one of big Hotels in Kisii
and spoiled them with expensive
meals and liquor.
After which he dished out hand-
outs in which every teacher who
attended the meeting pocketed
Ksh2000 each.
However the teachers in atten-
dance could not buy to his ‘poll
tricks’ arguing that they are used
with the old version techniques
by politicians to sail into leader-
ship and vowed never to support
him.

use of plastic bags in what is
set to create a dramatic para-
digm shift in commercial and
household goods packing.
Retailers have until September
to phase out polythene bags and
introduce alternative reusable
packaging in a move to save
the environment.
Environment and Natural Re-
sources Cabinet secretary Prof
Judi Wakhungu said the eco-
friendly ban makes Kenya one
of the few countries to prohibit
use of plastic bags.
“It is notified to the public that
the Cabinet secretary for Envi-
ronment and Natural Resources
has with effect from six months
from the date of this notice
banned the use, manufacture
and importation of all plastic
bags used for commercial and
household packaging,” she said
in a Kenya Gazette notice.
But in a rejoinder, Kenya
Association of Manufacturers
chairperson Flora Mutahi said
the move will lead to possible
closure of over 176 plastic-
manufacturing companies.
In a statement to newsrooms,
she warned of job losses since
the firms directly employ 2.89
per cent of all Kenyan work-
ers and indirectly employ over
60,000 people.
“These jobs and livelihoods
will be negatively affected by
this ban. The manufacturing
sector as a whole will also be
negatively impacted as they

likely to engage in a chase with
smugglers of the contraband from
neighbouring countries, with the
biggest headache being Mombasa

be a ‘negotiated democracy’ so
that there will be an inclusive
government whereby all the nine
subcounties will have a fair repre-

tea market prices always
fluctuating down famers
from all quarters have cried
fould over low bonuses
. However one farmer in
Bobasi has found niche in
Mobydickfarming.
The crop has turned out-
tobethenewGold due to its
good returns after harvest-
ing.
Fromdistance the “weed”
looks like a forest that
should be cut and the land
be put to productive use. As
might think but this is quiet
reflection opposite. Since
the plantation cannot be ex-
actly be equitable tomaize,
tea, and How rtocultural
farming that the Gusiipeo-
ple are used to cultivating
for a long time.
Moby dick is an indigenous
flower crop which belongs
to the family Ascelepia-
daceae and is botanically
known as Asclepias fruiti-
cosa/Gomphocarpus fruit-
cosa. It usually growsinto
round “bolls” immediately
after flowering, whose va-
rieties are; big green bolls,
small green bolls and small
purple bolls. The plant is
mainly an export producte-
specially to the European
market.

“I got the news of the plant
from farmers in Nakuru,

one only needs to plant the
flower, take care of it till it
germinates, from there ad-
ditional fertilizer to enable

needs.
He further adds that farmers
should get rid of weeds in
the farm to enable the plant
produce more branches and
bolls, which are the final
product that is sold from the
plant.

In many occasions, many
people take it to be a weed
and hence there is no theft
and loss canbe incurred by

be tempted, to steal it has no
place to sell, or the specifica-
tion on what is to be sold from
the plant. Moby dick does not
need value addition at harvest-
ing levels; one is only required
to cut the sticks (three feet in
size with at least 3bolls) then
pack them safely. The bolls
should be kept safely from col-
lapsingas Matoke explains.
“This plant is gold, ever since
I planted I have made good
money and I am getting , more
land to do more of the same
farming, the issue of small
scale unproductive maize
planting and related farming is
now a past.” Says Mr. Matoke
From this ‘weed’ as people
call it, Matoke has been able
to take care of his family and
pay for other bills without any
trouble.
Moby dick is a new ven-
ture; three feet stick goes for
between 12-30 Kshs depend-
ing on the season. It can be
harvested after three months
after its first maturity, and
this makes it more produc-
tive. From ¼ an acre one can
harvest up to 10, 000 sticks at
a time. And with that the weed
is locally changing lives like
never before.

mary school in Rongo sub

suspended her education for
a year at class five because
of pregnancy has been de-
nied re-admission into the
school.
The 15 year old pupil who
has the zeal to complete
her education said that the
school head teacher rejected
her application to continue
with her education saying
that she will be a bad influ-
ence to other learners.
She said conceiving was
her worst mistake but that
can not deter her from
achieving her dream in edu-
cation accusing the school
of mistreating her.
Her mother Jane Akinyi
who said that she has been
visiting the office of the
school head teacher to seek
readmission to her daughter
unfortunately all has been
in vain.
Akinyi said the school head
teacher did tell her that the
daughter will influence
other learners negatively
being that she is a mother
now and they still have to
consult widely before they
decide on whether to read-
mit her or not.
She added that they have
waiting for response from
the school for the past one
month but all is in vain
and she is worried that the
daughter may not get the
opportunity to complete her
education.
Speaking to press the
school head teacher Mr.
Kennedy Kodongo refuted
the claims that he denied
the girl admission because
of anticipated bad influence
to other learners but they
want the matter be inves-

released on a cash bail of
Sh250,000 and a bond of Sh1
million by a Kajiado Court
after pleading not guilty of
the offence of constructing
an illegal line and uprating a
transformer.
Rashid Kipkoech Ngetich was
arrested on Tuesday at Kajiado
in connection to illegal con-
struction of a three phase line,
uprating a 50kVA transformer
to a 315kVA, obtaining money
by false pretense and connect-
ing a customer directly with-
out a meter.
He was booked at Kitengela

business in Kenya as part of its global
strategy to accelerate growth in vari-
ous markets globally.
OPPO Kenya CEO Mr Andrew says
the company has been accelerating
its global expansion since last year,
extending its business to 26 countries.
He said OPPO has established a
marketing centre in Egypt to sup-
port expansions in Kenya, which he
says is one of its key markets in the
continent.
The OPPO mobile brand entered the
Kenyan market last year and has been
making inroads in the highly com-
petitive market, riding on its highly-
developed camera technology. The
company expects to double its market
share this year.
According to Communications
Authority of Kenya (CA), mobile
subscription has hit 90% mark, with
about 40 million Kenyans connected
to a mobile network.

practices in geothermal and nuclear
