HQS/3/13/3 19 October, 2017 Ret No, ee Regional Coordinators of Education All County Directors Education All Sub-County Directors Oificers All Principals of Public Secondary Schools (GUIDELINES FOR THE IMPLEMENTATION OF FREE DAY SECONDARY EDUCATION Provision of quality basic education has been a priority of the Kenya Gove independence, as stipulated in relevant policy documents, including Kenya Visio the Basic Education Act, 2013. The Kenya Constitution, 2010 and the Basic Education Act, 2013 recognize education as a basic human right and decroe that it be free and compulsory. 1.0 CAPITATION TO SCHOOLS 1.1 Free Day Secondary Education Im the past the government has met part of Free Day Secondary Edueation paying KSh. 12,870.00 per child per year. In order to ensure a 100% transition for all learners and remove the burden from parents, the parent component of KSh 9,874 has been taken up by ‘the government and as such learmers in day schools will not pay any schoo! fees. All learners in public schools will now receive KSh.22,244.00 wes. TToal school fees ‘The first disbursement in December and subsequent dishursements are in April and August « each year or as resources flow from the Treasury, The dishurstient will be in the 50:30:20 Government subsidy is disbursed to public schools under the following conditions: The school must be duly registered and headed by a TSC appointed principal (62) The school must submit accurate and upto date enrolment data ‘The school must submit the relevant bank accounts to MOR i) All bank accounts operated by the school must be registered with MOE at all its level NB: Activity fee caters for schoo! organized co-curricular activities, while subcownty, county, regional and nation! level activities will continue to be eatered for by the Ministry headuuauers, based on an annual budget prepared by the Directors of Quality Assurance and Standards. Under the Operation account, schools may seek authority from the CEBs to vite savings or surplus funds from one item to another when itis absolutely necessary but the same does nol apply for tuition account except for items within the Vote head e., text books and laboratory equipment or chalk, 1.2 BOARDING SCHOOL FEES STRUCTURE ‘earners in boarding schools will each get from the government similar capitation to those in day schools. These funds must be utilized for the procurement of teaching, and learning material (ILMs) only. Operational Account: - This account is to be used for the disbursement of Government suubsidies except the tuition. AA Saving Account: under the Boarding Account Cash Book for holding collections not for immediate use, Boarding Account: - This account will hold funds paid by parents for boarding related expenses. School Infrastructure Account: - for infrastructure grants from GoK 2.1 Operational procedures In addition to the above, the following procedures are required: ) Each account must have a separate cash book b) All schools must acknowledge the receipt of funds by a letler to the Ministry of Education ©) A receipt is issued to every learner for the capitation amount received for every ‘anche. ) Schools must post on their notice boards the amounts received. ©) Schools have the freedom to operate a fourth bank account to cater for development funds, 1) No vitement is authorized from the Tuition Account, =r:
