Alburo, Chief Geologist Al Emil G. Berador, and from the letter of Naga City Mayor Kristine Vanessa T. Chiong, a joint investigation was conducted on September 18, 2018 by the undersigned geologists together with representatives from Barangay Tina-an, LGU-Naga City and Apo Cement Corporation in Sitio Tagaytay, Barangay Tina-an, Naga City, Cebu. The aim of this investigation is to conduct a follow-up of the geological investigation/assessment of possible threats posed by the previously identified cracks/fissures in the limestones observed in within the Apo Land and Quarry Corporation (ALQC) Tenement and in nearby community (composed of 7 residential houses) in Sitio Tagaytay, and to recommend measures and actions to address and mitigate the unfortunate incident in the subject site. FIELD FINDINGS AND OTHER INFORMATION 1. Sitio Tagaytay is situated on the upper slopes of the active Apo Cement Quarry in Barangay Tina-an, Naga City. It is approximately 2.7 aerial kilometers west-southwest of Naga City, Cebu, and about 1.9 aerial kilometers northwest of ALQC Office (Figures 1 - 6) 2, The general topography of the area is undulating to hilly and usually with gentle to moderate sloping terrain and sporadic steep grounds. Vegetal cover is thin, comprising mostly of grasses and shrubs. 3. Based from the published geological map of Pardo Quadrangle, the area is underlain by the Carcar Formation. Comprising this formational rock unit are fossiliferous limestones characterized as rudstones, calcarenites and reefal limestones (MGB, 2010). Exposures onsite are bedded, cream colored and are well indurated rock masses. These bedded rock masses dip eastward towards the flat lying areas of Naga City. Dissolution structures were also noted on quarry wall exposures indicating a process of karstification. 4. The crack/fissure in the NGCP tower at geographic coordinates of 10°12'30.8" North latitude and 123°43'56.3” East longitude in Sitio Tagaytay, had widen to 19 - 19.5 cm. with a noted vertical displacement of 11 to 11.5 cm and had shown lengthening. (Photo 1). 5. The vertical cracks/fissures on limestone in the nearby community (7 residential houses) situated around 80 linear meters west-southwest of the NGCP tower, had widen to 16 - 17cm (from 1-3cm). These cracks/fissures lengthened to approximately 18 - 19 meters long (from 1-1.5 meters long oriented N 10'-20° E (Photo 2 - 3) 6. The three (3) vertical cracks/fissures along the road observed on the adjacent hill north-northeast of the NGCP tower, increased the gap to 14 - 14.5 cm (from 3 to 6 cm wide) with a vertical displacement of 3 - 6 cm. The length of the cracks/fissures increased (Photo 4). 7. Acrack/fissure which was not seen in the first investigation was shown to the MGB-7 Team during the second site survey. This crack/fissure is beside the crack/fissure in the NGCP Tower. This is the longest continuous crack in the site with a length of >50meters, width of 19-19.5cm and vertical displacement of 24-25cm (Photo 5-6) 8. The abovementioned cracks/fissures are all within or inside the ALQC Tenement in Sitio Tagaytay. 9. New vertical fissures/cracks were also noted along the quarry wall benches (Photo 7). 10. ALQC Naga could not provide MGB copies of their structural and geotechnical maps for the mine quarry due to lack of company geologists. CONCLUDING REMARKS AND RECOMMENDATIONS Monitoring of the cracks/fissures by the Company indicated ground movements in all the sites investigated previously. A major crack/fissure beside the NGCP Tower and others from a quarry wall became visible during the second survey. The undersigned geologists recommend the following, to wit 1. Immediate forced evacuation of all residents near the area as discussed with representatives from the ALQC and LGU-Naga during the exit conference. The LGU-Naga to call for the attention of the National Grid Corporation of the Philippines (NGCP) regarding the status of the tower at Sitio Tagaytay. Continue the monitoring of the ground cracks identified by the ALQC. Continue the monitoring of the subject site especially during times of heavy rainfall and longer rain periods Plotting of the cracks/fissures in topographic map should be continued, including the depths. Detailed structural and geotechnical maps of the ALQC tenements should be made and should be made available. Maintain the conduct of IECs or dialogues to the concerned community to present the contingency programs and policies of the company on the aspect of relocation, resettlement, evacuation or related topics to allay the fears and worties of the anxious residents. Always maintain close coordination and open communication with LGU- Naga City. ComRel or company representatives may be assigned to update and feedback, from time to time, the LGU-Naga City, concerning this matter For the LGU-Naga to use the geohazard maps provided by the MGB for their disaster management planning, Prepared by: sera, abe [so M.Sc cand.
