Guidance Note 22

Use and Application of Repeatable Rooms Outside of P21 + NFA

1. Introduction

In May 2011, the Cabinet Office published the Government Construction Strategy (GCS) and challenged
the UK Construction Industry to reduce costs by (up to) 15-20% by the end of this parliament (2015). The
Department of Health (DH), through ProCure21+, has signed up to deliver 14.1% cost savings on an
agreed 2009/10 benchmark.

To achieve these targets the DH and Principal Supply Chain Partners (PSCPs) - being Balfour Beatty, IHP
(Vinci and Sir Robert McAlpine), Interserve, Kier, Miller HPS, and Willmott Dixon - agreed to collaborate
together and with NHS Clients, Stakeholders and Supply Chain Members, to develop a series of
Repeatable Room design arrangements.

Initial work has focused on Adult Acute hospital requirements for Bedroom and Consult/Exam rooms,
leading to release of the following designs (see Appendix B):

 Single Bedroom with In-Board, Out-Board or Nested/Parallel En-suite Shower room


arrangements;
 4 Bed Multi Bed Bay, with En-suite Shower room and En-Suite WC in Diamond,
Traditional and T-Form arrangements;
 En-suite Shower room;
 En-Suite WC;
 Consultation Room;
 Consultation/Exam Room with Couch near entrance or window and with two or three-
sided access arrangements.

By agreement between the Department of Health and the PSCPs, these Repeatable Room arrangements
(as available now and in the future) are being made accessible, at no cost, to the wider healthcare sector,
subject to agreement of a Licence, as Appendix A. This is an acknowledgement of the industry and
stakeholder contributions into the development of the Repeatable Rooms to date also in anticipation of
the continued desire to improve and refine the arrangements over time and development of further rooms.

This Guidance Note therefore describes the process for accessing the Repeatable Room arrangements
by organisations outside of the current ProCure21+ National Framework Agreement (NFA); the Licence
obligations of such third parties (the Licence Holder); and limitations of liability of the ProCure21+ (P21+)
partners.

2. General

Repeatable Rooms offer a significant target cost saving against typical Health Building Note (HBN)
compliant bespoke designs, by reducing design programmes, design fees and consultation requirements,
as well as reducing construction programmes through efficiencies of familiarisation and repetition. The
arrangements are available as BIM models and can be easily used in new build or refurbishment projects.

A consistent development process was applied to each Repeatable Room that included literature reviews,
patient workshops, assessments of previous designs (both within and outside the NHS), expert clinical
and peer reviews and room evaluation testing before being finalised for use.

Some Repeatable Room arrangements identify potential enhancements and local choice that could be
specified beyond HBN compliance, such as the incorporation of hoists. These enhancements/local
choices are optional and are included to assist in Client specification decisions.

3. Repeatable Room Access

Within the P21+ NFA a Royalty Free Licence is applicable to the Repeatable Room arrangements. P21+
NHS Clients need only register a scheme to use these arrangements Royalty Free. Refer to Guidance
Note 20.

Third parties wishing to use the Repeatable Room arrangements must contact the P21+ Helpdesk
(p21helpdesk@dh.gsi.gov.uk) to register interest, for more information and to receive a Licence form.
Application or acceptance for the use of the Repeatable Rooms does not mean access to the P21+ Club
will be granted.

Once a Licence has been agreed, CAD and BIM files of the Repeatable Room arrangements will be
made available.

4. Ownership and Limitations of Liability

The Repeatable Room arrangements are the Intellectual Property of the P21+ NFA, owned by the
Department of Health. P21+ and Third Parties may use the designs Royalty Free, on completion of a
Licence however, Designers must be engaged by the Third Party for each project to take design
responsibility and validate and verify the arrangements as being suitable and sufficient for the Clients
requirements.

P21+, Department of Health nor the current PSCPs take responsibility or liability, either explicitly or
implied, as to the suitability of these Repeatable Room arrangements on any given project. The receiving
Third Party is required under Licence to ensure this responsibility and liability is owned by the projects
Contractor and Designers.

5. Licence Obligations

Third Party use of Repeatable Room arrangements are governed by a Licence and the following terms of
use:

 P21+ is the Intellectual Property owner of these Repeatable Room arrangements: the
Licence Holder (Third Party) must acknowledge such ownership by reference to using
“P21+ Repeatable Rooms” in all communications
 P21+ is committed to continually improving and refining these Repeatable Room
arrangements: the Licence Holder must share Post Project Evaluations, lessons learned,
benefits and cost efficiencies achieved, as built BIM models and other relevant feedback
with P21+ for this purpose
 The Third Party grants a Royalty Free Licence in return to P21+ for use of the as built
BIM model (relating only to the rooms based on information received from P21+) in
developing future versions of Repeatable Rooms
 P21+ do not warrant the Repeatable Room arrangements; the Licence Holder
undertakes to engage competent Designers to verify and validate the arrangements for
each project
 Failure to comply with these Licence terms will lead to withdrawal of the Licence
