Background
After the earthquake of 2015 in Nepal, LUMANTI has been deeply involved in relief and reconstruction
efforts for the poorest and most vulnerable residents in some of the most severely affected districts,
addressing affordable housing shortages, reducing risk and building resilience. As a part of its immediate
disaster response Lumanti supported 14 different communities within Kathmandu Valley1 as well as in
Rasuwa and Dhading districts for damage assessments, financing relief, temporary shelter construction
through its network of already active women’s cooperatives in respective areas. Further moving onto
the phase of reconstruction LUMANTI committed to several post earthquake housing reconstruction
projects at various parts of the country to be implemented in close coordination with the Government
of Nepal.

“Community Managed Post Earthquake Reconstruction in Urban Poor communities in Nepal” is one
such project being implemented at Thecho, Machhegaun, Siddhipur and Chitlang for reconstruction of
150 and repair of 75 damaged houses at each area along with infrastructure development packages.
Each development activities shall be approached within the framework of “integrated settlement
planning” created for that particular area in coordination with communities and line agencies for holistic
and sustainable development.

Justification for selecting Thecho


Thecho is one of the four areas where the project is being implemented. Lumanti has had an almost a
decade long relation with the community of Thecho where it first supported the establishment of
Thecho Mahila Jagara Bachat Tatha and Rin Sahakari Sanstha Limited. Since then Lumanti has
successfully completed several infrastructure projects, heritage mapping and social activities in Thecho
by mobilization of local women associated with the microfinance organization. Some of the projects
are: (a) Pavements at Kutujhol, Chwen Lachhi Laijhol, Pabwo, Kwen Lachhi , Siddhi Binayak
Mandir/Fongapukhu, Nagdaha Mandir, Funeral route (b)Water Tank constructions at Pingal, Malami
Route, Gale (c) Pati repair at Lasakuti , Kutujhol (d) Pati Construction at Gwanani (e) Drain management
at Chwen Lachhi, Laijhol (f) Chautara at Pacho (g)Retaining Wall at Pacho (h)Post earthquake relief
distribution and temporary shelter construction. Within this period of time, partnership of Lumanti and
the women’s cooperative has gained much respect and trust from the local people-this simplifies the
task of reaching out for further developmental activities. Since all the projects are people centric-
community based, community operated and community maintained, the community is more than
willing to contribute time, effort and often financial support . Due to high level of participation, the
projects are sustainable. Therefore the donor agency believes that Lumanti can make positive impact in
Thecho through this project.

Framework for Infrastructure Development
Infrastructure development activities have been selected under the following framework of approaches
in support of Integrated Settlement Planning at Thecho:

 Improved road networks and open spaces


 Waste water management
 Development of social cultural spaces and conservation of heritage
 Disaster risk reduction
 Enhancing economic opportunities

Proposed projects
Proposed infrastructure development activities shall be executed in two phases, first by the mid of the
year 2017 and second by February 2018. A total of 30,00,000 NRs. shall be granted to the projects
through Thecho Mahila Jagaran Savings and Credit Cooperative in two phases. The women’s cooperative
shall be responsible for procurement, timely construction and financial management by mobilizing user
committees in the respective areas, whereas the team of Lumanti Thecho office shall provide necessary
technical support.

All the projects shall be implemented upon tripartite agreement between Bajrabarahi Municpality ,
Lumanti and the Women’s Cooperative.

* Fongapukhu project requires partnership from Bajrabarahi Municipality due to legality of land
ownership along the edge of the pond and for budget support of the retaining wall construction along
the authorized edge of the pond.
