I have alot going on today. I have been dealing with the Banking Cartel in my personal life, and
that is why I only posted one or two entries recently. For example, one of my daughters is now in
the desert in Colorado with this flash flood warning in effect:

fact that her cellphone was hacked:

2007 is to bring the World Bank into compliance on the capital market. The World Bank is a
microcosm, and convenes the stakeholders. US Congress is one of the stakeholders, and they
are requiring elimination of retaliation against whistleblowers as a condition on the US
contribution for the World Bank capital increase. This is after the World Bank stonewalled the
GAO inquiry into corruption requested by Senators Lugar, Leahy, and Bayh and the UK
Parliament published how the SEC stonewalled the Serious Fraud Office's inquiry with the SEC.
My bondholder litigation was settled by the Ministers of Finance, and Dr. Marek Belka, Chair of
the Development Committee, admitted me to the Spring Meetings of the World Bank. Some of
the Governors are now involved -- I have recently spoken with the office of Governor Terry
Branstad, one of the Co-Chairs of the Governors Council. I also asked the counties to help get
the Governors off the dime. Will this occur in time? I asked a television station that interviewed
me to help me, and they contacted Canada's Parliament. In this day and age of the internet, my

money is on the stakeholder analysis that rule of law will prevail. Let us approach the issue from
the other perspective. If you were a member of the "super entity", would you think it possible to
continue the cover-up after all of this has happened? I am getting alot of help -- we shall see if I

Don´t take my direct way of asking questions as hostility. I am always glad to back up a good
case but I cannot do that without any real substance. If I would not ask the questions I am
asking, I would consider myself a lousy analyst and unless the questions can be answered,
there is really not much of a story to tell, other than a story about a heroic woman who is doing

I have increasing credibility with the 50 governors of the United States.

On what do you base this statement ? Your own impression, that it must have helped to be on
RT ? Statements from any of the governors ? Other ?-If so what ?
I have been calling and speaking with a number of Governors' offices, and with their
representatives in Washington, and also their chiefs of staff. This morning, one governor's office
asked me to speak with their Secretary of Finance. One Governor's office assured me that their
Governor was discussing the issues I raised during their weekly meeting on major issues and at
the end of that week, the Governor signed legislation placing the state militia directly under the
Governor's control, although Governors who do that are given national security letters.
The Governors are all required under blue sky securities laws to protect bondholders of the
World Bank's $180 billion in bonds.
I am sure that the governors are aware of that but a) will they ? If yes, what makes you think so
? How would they do that ? How do you know ?
My Governor, Martin O'Malley, had the Secretary of Labor, Licensing and Regulation send me

Here you are again referring to that SH analysis... can you please tell me which section of the

place behind the scenes. As an example, look at the issues now raised by the European
governments about the NSA spying. Why do they raise the issue now, and not earlier, when
they were blackmailed for firing Paul Wolfowitz, using information from the same New York
madam who was used as a reason for firing then New York State Governor Elliot Spitzer? The
stakeholder analysis predicts that if the US does not end the corruption, the transAtlantic alliance
will not last. This is what you are now seeing. The Department of Defense is aware of this
analysis and this risk, and can read the same tea leaves as I can. It took me four times to send
this information to the US Department of Defense and the UK military attache in Washington.
Someone did not want this information to go through. Has the US been so emasculated by the
"super-entity" that it will allow its most important alliance with Europe to be lost? That is the

How does the establishment of the council of governors relate to corruption at the World Bank ?
It gives me a handle to show the Board of Executive Directors that they have a counterpart. I

specify who and what in the institutions you mention is "aware of the ongoing obligation of the
World Bank´s oversight agencies ? And what effect do you presume this "awareness" has in
terms or realpolitics.... Whether or not citizens demand accountability is the driving force. When
the pendulum will swing from secret societies to rule of law is when the people taking cover
behind inaction start worrying whether there will be consequences for their inaction and whether
they will be blamed for their inaction. Do you want me to send you the emails I have sent to the

I am also reminding the mainstream press of its duty to the public and not to its shareholders.
The Guardian banned me from commenting, and I am now warning them of their legal

It is good that you are "reminding them" but I believe that an annual check from the US DoD is
more efficient than your "reminder", don´t you agree ? So what is your intention with reminding

The problem with statistics Karen. The numbers are subject to final interpretation and I did not
see anything so far, that would make me agree with the statement that there is reason for
optimism ? Especially not, lacking answers to the questions above ? What exactly is it that
makes you so optimistic ? Aren´t you afraid that your optimism is counter productive ? Christof, I
have said it before and I will repeat it, my optimism is absolutely irrelevant. Simply report the
struggle as it now presents itself, and the rest will take care of itself.

Would you please send them a postscript? The fusion center has censored this vital disclosure to Congressional appropriations committees
and intelligence committees about the blackmail by the US of other countries' ambassadors that I reported on your television station. This went

I have informed the members of Congressional appropriations Committees authorized to approve disbursement of
the US contribution to the IBRD capital increase and the Governors of the 50 states that the IBRD is out of

In order for the Board of Executive Directors to operate under its full mandate pursuant to the Articles of
Agreement of the World Bank, IBRD should inform the DC Circuit Court of Appeals today that we have settled my
case. I am prepared to accept whatever the Board of Governors and Board of Executive Directors offers me. It
would be fitting before Senator Lugar retires from the US Senate to recognize the Senator's contribution to the rule
of law in the United States and abroad.

the fight in Congress since 2005 against corruption at the World Bank.
Senator Lugar wrote 3 letters to the World Bank in 2007 when I reported corruption at the World
Bank to the Senate Committee on Foreign Relations. After the World
Bank fired me, Senator Lugar called for a GAO

With this impasse among regulators in each of the jurisdictions where the World Bank's 135
billion in bonds are outstanding, including the 50 states, we are on a clear collision course for a
currency war. I already blind copied the associations of 600,000 taxpayers who belong to the

I will again request the Executive Secretary of the Judicial Conference to correct the clerk's
error in the DC Circuit Court of Appeals refusing to accept the World Bank Board of Governors'
settlement of my bondholder litigation. I ultimately left a letter with the Administrative Office of
the US Judiciary after Ms. Minor refused to respond to calls requesting an appointment.
Traci Swanson only got my contact information after I called the Inspector General's office in
Department of Defense to report an impasse between the federal and state governments that
was compromising national security and which if it continued could require the imposition of
martial law.

I am an attorney and economist who is part of a coalition to end the massive corruption that was reported by three
mathematicians at the Federal Institute of Technology in Zurich Switzerland, who discovered from a systems

Finance, and Dr. Marek Belka, Chair of the Development Committee, admitted me to
the Spring Meetings of the World Bank. Some of the Governors are now involved -- I
have recently spoken with the office of Governor Terry Branstad, one of the Co-Chairs
of the Governors Council. I also asked the counties to help get the Governors off the
dime. Will this occur in time? I asked a television station that interviewed me to help
me, and they contacted Canada's Parliament. In this day and age of the internet, my
money is on the stakeholder analysis that rule of law will prevail. Let us approach the
issue from the other perspective. If you were a member of the "super entity", would you

I have informed the members of Congressional appropriations Committees authorized to approve

disbursement of the US contribution to the IBRD capital increase and the Governors of the 50 states that
the IBRD is out of compliance with securities laws. I have also informed the Senate Select Committee on
Intelligence and law enforcement authorities of illegal interference with the functioning of the Board of
Executive Directors of the World Bank.
In order for the Board of Executive Directors to operate under its full mandate pursuant to the Articles of
Agreement of the World Bank, IBRD should inform the DC Circuit Court of Appeals today that we have
settled my case. I am prepared to accept whatever the Board of Governors and Board of Executive
Directors offers me. It would be fitting before Senator Lugar retires from the US Senate to recognize the
Senator's contribution to the rule of law in the United States and abroad.

Senator Lugar wrote 3 letters to the World Bank in 2007 when I reported corruption at

With this impasse among regulators in each of the jurisdictions where the World
Bank's 135 billion in bonds are outstanding, including the 50 states, we are on a clear

Administrative Office of the US Judiciary after Ms. Minor refused to respond to calls
requesting an appointment.
Traci Swanson only got my contact information after I called the Inspector General's
office in Department of Defense to report an impasse between the federal and state
governments that was compromising national security and which if it continued could
require the imposition of martial law.

The World Bank's employees are civil servants and owe their loyalty to the organization. The human resources
policy has been hijacked by this

That is why the World Bank (and the rest of the world)
is corrupt. I am trying to take back the World Bank's management through the enforcement mechanisms in the
securities laws. The World Bank has issued $180 billion
I have discovered that the legal profession and accounting profession are complicit in
the corruption, and many of the world's governments (but not all of them, thank
goodness)
have been corrupted. I am using the local levels of the US government, and the
Department of Defense to take back the United States from this corrupt conglomerate,
(referred to as the
"super entity" by the mathematicians at the Federal Institute of Technology). Other people refer to it as the
"Cabal".

hi fellow whistleblower -- I am trying to make my elected officials aware that the banks in the US
(the Too Big To Fail bunch) have eroded the confidence of the everyday person. Without a sound
currency system, and fear in the market place, with financial fluctuations, unemployment rampant

Presently, I am fighting Wells Fargo bank, my home has been broken into, I have been harassed,
intimidated, threatened, my pets killed and the entire contents of my home stolen. I called the PA
STATE Police and tried to file a breaking and entering and theft and the Trooper was just
disinterested in enforcing the law. However, as soon as I got off my cell phone with my attorney
he became very confrontational and threatened to arrest me . I know what you are doing is hard
very hard -- but keep it up the TRUTH NEEDS TO GET OUT

The above-referenced judgment was affirmed in error after

I notified you on December 20, 2012 that the International
Bank for Reconstruction and Development and I withdrew this
case after it was settled by decision of the IBRD's Board of
Executive Directors and Board of Governors. The Board of
Governors of the IBRD reaffirmed the August 20, 2009
decision of the Board of Executive Directors to reinstate me in
order to bring the IBRD into compliance on the capital

The day before the panel of the Court of Appeals

determined that this case did not warrant a public decision, the
conflicts of IBRD's general counsel preventing Ms. Leroy from
further handling of this case were a matter of public record.

I have informed the members of Congressional appropriations Committees authorized to approve
disbursement of the US contribution to the IBRD capital increase and the Governors of the 50 states
that the IBRD is out of compliance with securities laws. I have also informed the Senate Select
Committee on Intelligence and law enforcement authorities of illegal interference with the functioning

has been heading the fight in Congress since 2005 against corruption at the
World Bank. Senator Lugar wrote 3 letters to the World Bank in 2007 when I reported
corruption at the World Bank to the Senate Committee on Foreign Relations.
After the World Bank fired me, Senator Lugar called for a GAO investigation.

The Board was never informed of the World Bank's failed supervision on the Philippines Banking Sector Reform
Loan. I was fired in retaliation for trying to preserve the authority of the Board under the Articles of Agreement.
HRS has misinformed the US authorities about the terms of my illegal separation from the World Bank. The Board
has never considered INT's or the Office of Ethics and Business Conduct's role in perpetuating the cover-up to the
Board of Executive Directors. EBC is now violating the Bank's whistleblower policy by conducting a review of its own
malfeasance.
The World Bank's conflict resolution system is unable to resolve these corporate governance issues involving the
mandate of the Board of Executive Directors. Staff are too intimidated to report misconduct after I was fired illegally.
I attach relevant documentation and would appreciate your assistance in bringing these issues before COGAM for proper
resolution.

The Board of Executive Directors and the Chair of the Development Committee cleared my 4/21/13 letter to the
Director of the Secret Service, containing the statement that I was reinstated, before I sent it. That documentation
is in an exhibit to my motion to dismiss for lack of jurisdiction.
I spoke to the National Association of Counties; their Board will review my disclosures of corruption. Here is what I
sent to the NACo's legislative director and to the National Association of County Administrators.
