AN ORDINANCE ESTABLISHING THE TOURISTS TRICYCLE TRANSPORT FOR HIRE AND
PRESCRIBING THE GUIDELINES, RULES AND REGULATIONS FOR ITS OPERATIONS,
AND ACCREDITATION PURSUANT TO SECTIONS 36 AND 37 OF CITY ORDINANCE
NUMBER 494, AND PROVIDING PENALTIES FOR VIOLATIONS THEREFOR.
WHEREAS, Puerto Princesa City and Palawan now become one of the finest tourist
destination in the country either by local or foreign tourists;
WHEREAS, there are many tourists who like to avail the services of a tricycle for hire in
going to and from any tourist destination in the City of Puerto Princesa;
WHEREAS, the Local Government Code of 1991 Section 458, par 3, Art. 3
Chapter______ provides that……….(operation of tricycle) x x x x”
WHEREAS, the aforesaid provision of City Ordinance number 494 is aimed to strictly
regulate and closely supervise tricycle operators and drivers catering to the transportation
needs of tourists to prevent abuse and overcharging of fares and such other acts that will place
the City in bad light that may drive tourists away;
SECTION 1. TITLE. This ordinance shall be known as "The Tourism Frontliner Tricycle
for Hire Ordinance of 2017".
SECTION 3. OBJECTIVES. This ordinance aims to strictly regulate and closely monitor
tricycle operators and drivers catering to the transportation needs of tourists visiting the City and
to provide the guidelines and regulations in their operation and accreditation by the City Tourism
Office of the City Government of Puerto Princesa.
It is also the duty of the City Government of Puerto Princesa to implement measures that
will sustain and develop further the robust tourism industry of the City which provides jobs to
many people and an additional source of revenue for the City Government.
SECTION 5. DEFINITION OF TERMS. For the purpose of this Ordinance, the following
terms shall technically and operationally be understood to mean as:
6. Cruise Ship – a large passenger ship docked at the Port of Puerto Princesa
City, usually of foreign origin, used for pleasure trip, and stops at different ports.
2. Must at least have basic knowledge of the English language to be able to communicate
with foreign tourists. Knowledge of other foreign languages is an advantage.
3. Drivers must possess valid driver's license with appropriate restriction code, and his
name is listed in the records of the City Tourism Office (CTO);
a) Wear prescribed uniform and Identification Card issued by the City Tourism
Department while performing their duties and responsibilities to tourist-passengers.
b) Observe proper hygiene and good grooming at all times.
c) Comply with all rules, regulations and guidelines that shall be set forth by the City
Tourism Office.
a) Must have a valid franchise from the City Tricycle Franchising and Regulatory
Board (CTFRB), and a Mayor's Permit or Franchise sticker and City Tourism
accreditation sticker that must be attached on the windshield and;
b) Tricycle unit must be well painted with “BALAYONG inspired design”, sturdy and
not dilapidated, well maintained cleanliness and must be well decorated in
accordance with the standards set by the City Tourism Office;
c) Front sun visor must be attached to the unit with a width of six (6) inches painted
with yellow color and written with "TOURISM FRONTLINERS" in blue color;
e) The tricycle must carry at all times a First Aid Kit and trash box/can.
Thereafter, units that passed the inspection requirements shall be registered in the
registry of Tourism Frontliner tricycle for hire, including the names of the operators and drivers,
by the City Tourism Office and entered to the Data Base of Accredited Tourism Frontliner Units
and Drivers, to include all drivers who comply with the provisions of the preceding Sections
hereof.
Any registered /accredited member of tourism frontliner TODA who have tendered their
resignation or has ceased to be a member shall no longer be re-admitted to join the Tourism
Frontliner TODA.
SECTION 14 -. AUTHORIZED FARE. For the purpose of systematic and quality service,
leading accommodations such as hotels and other tourism related establishments in the City of
Puerto Princesa shall be selected/designated by the City Tourism Department as point of
departure in coordination and approval with the concerned Tourism Related Establishments.
Initially, the following departure points with the following fare guide shall be strictly
observed by the members of Tourism Frontliners. The approved fare guide must be
conspicuously displayed and must be visible to the passengers inside the tricycle.

1. Those tricycles drivers who charged their tourist passengers more than the prescribed
rates provided under this Ordinance.
2. Those who picked up passengers on their way to and from the destinations of their
tourist passengers, however, they shall be allowed to wait and/or fetch their tourist
passengers from their destinations and convey them back to their point of origin.
SECTION 18 - EFFECTIVITY. This Ordinance shall take effect fifteen (15) days
following its publication in a newspaper of general circulation in the City of Puerto Princesa.
