DISTRICT OF UADE REPORT/RECOMMENDATION HOPE TO COUNCIL DATE: October 3, 2018 FILE: 3710-02 SUBMITTED BY: Director of Corporate Services ‘SUBJECT: Non-Medical Cannabis Surve SESULTS PURPOS! “Tho purpose of this report is to provide a detailed summary ofthe results of the Non- Medical Cannabis Survey, that was provided via mail drop, through Canada Post, to citizens and businesses within the municipal boundaries, RECOMMENDATION ‘THAT the results of the Non-Medical Cannabis Survey, be received. BACKGROUND: “The results of the survey are attached fo this report. The results have been tallied in red ink below each question. We have captured comments made on each survey; some were vary hard to read and we have not included personal negative comments fargeted to individual District of Hope employees. ‘The District did receive some negative feedback regarding the wording of the following question: “Should the retail sales of non-medical cannabis be limited to the proximity ofthe following uses?” While the “yes” and “no' did not line upto the appropriate columns, | can say that of the ‘surveys received most peoplo, if they found that it may be unclear as to how they voted, ‘made sure to provide clarity as fo their intended vote, ‘SURVEY RESULTS: Atthe August 27, 2018 Regular Council Meeting, Council directed staff to proceed with the Cannabis survey, mirroring the one produced by Abbotsford, with the adcliion of a {ew questions, ‘The survey was produced, printed by Erica Press, and finalization of the folding completed by District staff and provided to Canada Post on September 10® for distribution 35 October 3, 2018 ‘Non-Medical Cannabis Survey -RESULTS ‘Canada Post had requested 3126 surveys, which also includes Dogwood Valley, There are 882 mail boxes that have requested no flyers, therefore as a result they did not receive the survey. With that said, the District did have some people come in indicating that they did not receive the survey because they do not get flyers, so we provided those people with a survey, on white paper and stamped, so that they could participate; those tesults are provided in a separate document. ‘Tho Diottict provided 3100 ourveye to Canada Post, they returned 117 after their distribution and a total of 647 surveys have been completed and retumed tothe District (of Hope by the deadline. Surveys provided to Canada Post: 3100 ‘Surveys retuned by Canada Post: 17 Sub total 2983 Surveys returned to District: “ean, Difference 2336 (unretumed surveys) Costs associated with the survey are as follows: Printing: $1,148.76 (includes taxes) Canada Post: §.'527.31 (includes taxes) Total $1,673.07 The staff time to complete the folding required for Canada Post and data entry ofthe results are not reflective in the above noted cost, but | can say is extensive.
