A RESOLUTION ADOPTING THE


PHiliPPINE SMAll GRID DISPATCH PROTOCOL

WHEREAS, Section 2(b) of Republic Act No. 9136, also known as


the Electric Power Industry Reform Act of 2001 (EPIRA), provides the
policy objective of the government to ensure the quality, reliability, security
and affordability of electric power supply;

WHEREAS, pursuant to Section 1.2.2.2 of the Philippine Grid Code,


the Energy Regulatory Commission (ERC) shaH issue rules and regulations
applicable to Small Grids not connected to the National Grid;

WHEREAS, on February 25, 2013, the ERC promulgated Resolution


No. 15, Series of 2013, entitled "A Resolution Adopting the Philippine Small
Grid Guidelines" in order to provide a framework for the basic rules,
procedures, requirements and standards governing the operation,
maintenance and development of the Small Grid systems;

WHEREAS, Section 7 of the Philippine Small Grid Guidelines


(PSGG) establishes the rules, procedures and requirements for the
generation scheduling, dispatch and control of active power, including
provisions on ancillary services, if any, which are required to ensure power
quality, reliability and security of the Small Grid;

WHEREAS, Section 7 of the PSGG also mandates the Distribution


Utilities (DUs), as System Operator (SO), to prepare a written dispatch
protocol manual and/or procedure applicable to the Small Grid system and
to submit to the ERC, through the Distribution Management Committee
(DMC), for review and approval, within three (3) months from the effectivity
of the PSGG;

WHEREAS, on January 22, 2014, the DMC conducted an expository


presentation and a public' consultation on the draft dispatch protocol to
enable the stakeholders, particularly, in the off-grid areas to present their
comments;

WHEREAS, the DMC considers the comments and suggestions from


the National Power Corporation - Small Power Utility Group (NPC-SPUG)
and the Association of Isolated Electric Cooperatives, Inc. (AlEC), in
proposing the Philippine Small Grid Dispatch Protocol;

WHEREAS, on May 28, 2014, the DMC submitted the final draft of
the proposed "Philippine Small Grid Dispatch Protocol" to the ERC for its
approval;

WHEREAS, the ERC found the proposed "Philippine Small Grid


Dispatch Protocol" to be in order, consistent with the policy of the State to
ensure quality, reliability, security and affordability of electric power supply;

NOW, THEREFORE, the ERC hereby RESOLVES to APPROVE and


ADOPT the "Philippine Small Grid Dispatch Protocol", attached hereto and
made an integral part hereof as Annex "A".

This Resolution shall take effect immediately upon its publication in a


newspaper of general circulation.

Let copies of this Resolution be posted on the ERC website and


furnished the University of the Philippines Law Center Office of the National
Administrative Register (UPLC-ONAR).

Philippine Small Grid


Dispatch Protocol
1. Introduction

This Protocol consolidates the procedures and associated forms, standards, and
policies that define certain elements relating to the operation of the Small Grid. This
Protocol does not address the commercial aspects of the Small Grid operation.

2. Purpose and Scope

2.1. Purpose

The purposes of this Protocol are to:

a. Implement those sections of the Philippine Small Grid Guidelines (PSGG)


which involve normal and emergency operations of the Small Grid;

b. Establish. relevant information that would be necessary for the System


Operator to prepare Week-Ahead and Day-Ahead Dispatch Schedule;

c. Describe the operational activities such as scheduling and Dispatch


procedures to be adopted in operating the Small Grid;

d. Describe the operational procedures and responsibilities of the Small Grid


Users; and

e. Describe the Small Grid monitoring and communication facilities.

2.2. Scope

2.2.1. This Protocol shall apply to the following entities within the Small Grid:

a. System Operator;

b. Small Grid Owner;

c. Distribution Utilities;

d. Generators;

e. NPC-SPUG; and

f. Any other entities with a user system connected to the Small Grid.

2.2.2. This Protocol shall apply to the following categories, as specified in the
PSGG:

a. Category 1 - Small Grid having more than one Distribution Utility


utilizing a High Voltage line to transmit power generated by more
than one generating company.

generated by only one generating company.

3. General Requirements

3.1. All Generators shall establish communication facilities to allow coordination


between Generators and the System Operator.

3.2. The Small Grid Owner shall establish communication facilities to allow
coordination between the Small Grid Owner and the System Operator.

3.3. If these facilities fail, the System Operator and all affected parties shall
expeditiously try to establish contact via any other feasible medium (fax, cellular
telephone, satellite phone, e-mail, etc.).

3.4. For Category 1:

3.4.1. The Distribution Utility with the highest demand and/or has engaged
contract with the highest generating capability in the Small Grid area
coverage shall establish a Central Dispatch Office and shall act as the
System Operator; and

3.4.2. Other Distribution Utilities (Le. within the same area coverage but not
connected to the Small Grid) with less demand and/or have engaged
contract with less generating capability, may act as the local System
Operator and shall receive instructions from the System Operator to
operate their respective area of coverage, 24 hours a day and seven
days a week.

3.5. For Category 5, the Local Government Unit, Qualified Third Party, or Small Grid
Owner and/or Generators shall agree among themselves on who shall act as
the System Operator and establish the monitoring and control of the Small Grid.

4. Operational Responsibilities

4.1. System Operator

The System Operator shall be responsible for:

4.1.1. Scheduling the Week-Ahead Dispatch Schedule, Day-Ahead Dispatch


Schedule, and Merit-Order Table;

4.1.2. Determining the amount of load to be dropped for each type of


Customers during insufficient supply of capacity;

4.1.3. Implementing the Day-Ahead Dispatch Schedule through the timely


issuance of the hourly Dispatch Instructions;

4.1.4. Monitoring the compliance of Generators with the Day-Ahead Dispatch


Schedule and the hourly Dispatch Instructions;

4.1.5. Ensuring the overall security of the Small Grid during the
implementation of the Day-Ahead Dispatch Schedule;

4.1.6. Preparing and submitting reports in relation to the actual Dispatch of


Generators, as required by the PSGG;

4.1.7. Operating and maintaining power quality in the Small Grid during
normal conditions, in accordance with the provision of Article 6.2.1.1 of
the PSGG, and proposing solutions to power quality problems;

4.1.8. Ensuring that load-generation balance is maintained during normal


and/or emergency conditions, and directing Small Grid recovery efforts
following these emergency conditions;

4.1.9. Controlling Small Grid Voltage Variations during emergency conditions


through a combination of direct control and timely instructions to
Generators;

4.1.10. Preparing, together with the Small Grid Owner, the Small Grid
Operating and Maintenance Program; and

4.1.11. Conducting economic Dispatch of all generating plants connected to


the Small Grid.

4.2. Small Grid Owner

The Small Grid Owner shall be responsible for:

4.2.1. Providing the System Operator with data on the availability and
operating status of Small Grid facilities and equipment to be used in
determining the constraints of the Small Grid for Scheduling and
Dispatch;

4.2.2. Providing and maintaining all Small Grid equipment and facilities,
including those required for maintaining power quality;

4.2.3. Implementing the Dispatch Instructions of the System Operator;

4.2.4. Ensuring that safe and economic Small Grid operating procedures are
always followed;

4.2.5. Preparing, together with the System Operator, the Small Grid Operating
and Maintenance Program; and

4.2.6. Executing the instructions of the System Operator during normal and
emergency conditions.

4.3. Generator

The Generator shall be responsible for:

4.3.1. Submitting the Capability and Availability Declaration, Dispatch


Scheduling and Dispatch Parameters, and other data for its Scheduled
Generating Units to the System Operator;

4.3.2. Maintaining its Generating Units to fully deliver the capabilities declared
in its Connection Agreement or amended Connection Agreement;

4.3.3. The Generator, with a Scheduled Generating Unit, shall be responsible


for ensuring that all Dispatch Instructions from the System Operator are
implemented within the Dispatch tolerances;

4.3.4. Ensuring that its Generating Units can provide the necessary services
when scheduled or instructed by the System Operator to do so;

4.3.5. Providing accurate and timely planning and operations data to the Small
Grid Owner and the System Operator;

4.3.6. Ensuring that its Generating Units will not disconnect from the Small Grid
during disturbances, except when the frequency and/or Voltage Variation
would damage Generator's equipment, or when the System Operator
has agreed for the Generator to do so; and

4.3.7. Executing instructions of the System Operator during normal and/or


emergency conditions.

4.4. Distribution Utilities

The Distribution Utility shall be responsible for:

4.4.1 Submitting all relevant system-related information to the System


Operator, as required under the PSGG;

4.4.2 Submitting the Week-Ahead and Day-Ahead Customer Demand


Forecast data to the System Operator for the preparation in scheduling
and Dispatch for Week-Ahead and Day-Ahead Dispatch Schedules;

4.4.3 Submitting the Week-Ahead and Day-Ahead Small Grid Information


Report that include: (a) any planned outage of the Small Grid
equipment; and (b) any forced outages of the Small Grid equipment;

4.4.4 Informing the System Operator of any event that would result in, or
have resulted to, the non-compliance of a Generator within its
Distribution System with its Day-Ahead Dispatch Schedule generated
by the System Operator;

4.4.5 Coordinating with the System Operator in maintaining the security and
reliability of the Small Grid;

4.4.6 Assisting the System Operator in maintaining power quality in the


Small Grid during normal conditions by correcting any Small Grid user
facility that causes power quality problems;

4.4.7 Ensuring that its power system will not cause the degradation of the
Small Grid. The Distribution Utility shall also be responsible for
undertaking all necessary measures to remedy any degradation of the
Small Grid that its system has caused;

4.4.8 Providing and maintaining voltage-control equipment on its Distribution


System to support the voltage at the Connection Point;

4.4.9 Providing and maintaining Reactive Power supply facilities on its


Distribution System to meet its own Reactive Power demand; and

4.4.10 Coordinating and implementing with the Small Grid Owner all Dispatch
Instructions of the System Operator pertaining to the implementation of
demand control during an emergency situation.

5. Small Grid Operations

5.1. Operating States, Criteria and Operational Reports

5.1.1. Small Grid Operating States

5.1.1.1. The Small Grid shall be considered to be in the normal state


when:

a. The Operating Margin is sufficient;

b. The Small Grid frequency is within the limits as specified in


Section 3.1.1.1 (Frequency Variation) of the PSGG;

c. The voltages at all Connection Points are within the limits of
the nominal value, as specified in Section 3.2.3 (Voltage
Variations) of the PSGG, Chapter 3 of the PDC, and any
amendments thereto;

d. The loading levels of the High Voltage lines and substation


equipment are below 90% of the maximum continuous
ratings of phase conductors and transformers as certified
and submitted by the Small Grid Owner. Deviations may only
be acceptable on conting-encythat depends on the condition
of the facility subject to the monitoring of the ERC, through
the DMC; and

e. The Small Grid configuration is such that any potential fault


current can be interrupted and the faulted equipment can be
isolated from the Small Grid.

5.1.1.2. The Small Grid shall be considered to be in the alert state when
any of the following conditions exists;

a. The Operating Margin is less than the highest synchronized


Generating Unit capacity;

b. There is critical loading or imminent overloading of High


Voltage lines or substation equipment;

c. A weather disturbance has entered the Philippine area of


responsibility, which may affect Small Grid operations; or

d. There are peace and order problems which may pose a


threat to Small Grid operations.

5.1.1.3. The Small Grid shall be considered to be in the emergency state


when a multiple outage contingency has occurred without
resulting in total system blackout, or any of the following
conditions exists:

a. The Operating Margin is zero;

b. There is a generation deficiency;

c. The Small Grid voltages are outside the limits of 0.90 and
1.10; or

d. The loading level of any High Voltage line or substation


equipment is above 110% of its continuous rating.

5.2. Small Grid Operating Criteria

5.2.1. Small Grid Operating Criteria

5.2.1.1. The Grid shall be operated so that it remains in the normal


state.

5.2.1.2. A sufficient Operating Margin shall be satisfied.

The Operating Margin is equal to the available generating


capacity in excess of the sum of the system demand plus losses
within a specified period of time.

5.2.1.3. The Small Grid frequency shall satisfy the normal condition as
specified below:

a. For categories 1 and 2: within the limits of 59.4 Hz and


60.6 Hz; and

b. For categories 3 to 5: within the limits of 59.2 Hz and 60.8


Hz.

However, the System Operator shall intervene when the


frequency limits are breached as specified below;

a. For categories 1 and 2: 59.7 Hz and 60.3 Hz; and

b. For categories 3 to 5: 59.5 Hz and 60.5 Hz.

5.2.1.4. The Small Grid frequency shall be controlled by the Load


Following during normal conditions and by the timely use of
contingency reserve, if available, and demand control during
emergency conditions.

5.2.1.5. The Small Grid Voltage shall be operated at safe level within the
+/-10% of the nominal voltage.

5.2.1.6. Sufficient black start and fast start capacity shall be available to
facilitate the restoration of the Small Grid to the normal state
following a total Small Grid blackout.

5.2.2. Small Grid Normal Dispatch Criteria

5.2.2.1. The System Operator shall prepare the Day-Ahead Dispatch


Schedule.

5.2.2.2. Satisfy the system load forecast at the minimum electricity cost
of Customers subject to the following conditions:

a. Assure the Bilateral Power Supply (BPS) requirements of


Distribution Utilities;

b. Ensure the contracted generation capacity/energy of


Generators and/or NPC-SPUG plants;

c. Satisfy the minimum generation needed to meet system
security, reliability, power quality and other contingency
measures; and

d. Consider fuel constraints, Generator plant / units


characteristics and inflow, spillage and reservoir level
requirements from hydro plants.

5.2.2.3. Planned Activity Notice shall be issued by a Small Grid User to


the Small Grid Owner and the System Operator for any planned
activity such as a planned shutdown or scheduled maintenance
of its equipment at least seven days prior to the actual shutdown
or maintenance. The System Operator shall notify the Small
Grid User of its approval or disapproval of the user's request at
least five days before the actual work commences.

5.2.2.4. Renewable energy resources shall be given priority in dispatch


whenever available to the extent of the capacity the island/area
grid can accommodate without affecting system reliability and
security.

5.2.2.5. Priority Dispatch of conventional plants shall be based on the


least fuel cost per kilowatt-hour

5.2.3. Small Grid Emergency Dispatch Criteria

5.2.3.1. In the event of a system emergency, the System Operator


shall issue emergency directions as it reasonably considers
necessary, which may include, but need not be limited to,
directions to:

a. Switch off, or re-route energy delivery from the Generator;

b. Call equipment into service;

c. Take equipment out of service;

d. Increase or reduce the active or Reactive Power output;

e. Curtail, shutdown or otherwise vary operation or output;

f. Shed or restore load; and

g. Any other act or thing necessary to be done for reasons of


public safety or the security of the Small grid or undue
injury to the environment.

5.2.3.2. The System Operator shall also:

a. Take actions as it considers necessary to preserve or


restore stable operation of the Small Grid;

b. Act to preserve or restore reliable, safe and efficient


service as quickly as reasonably practicable;

c. Where practicable, keep the Small Grid Users within the
Small Grid area informed on the nature and extent of the
system emergency;

d. Dispatch reduction during low system demand situations


shall be based on Merit Order Table. If the dispatch
reduction results to plant/unit loading below their minimum
stable load, the corresponding conventional plants/units
with the most expensive variable costs shall be shut down
until the last plant/unit meets minimum stable load;

e. In case the shutdown of all conventional plants/units is not


enough, shutdown of renewable energy plants/units with
higher production cost shall be implemented to normalize
system frequency;

f. Considering the uniqueness of each island/Small Grid


area, the System Operator shall communicate with the
concerned Distribution Utility to establish dispatching
protocols during emergencies and contingencies to
mitigate widespread power supply shortage and power
restoration protocols to bring back power supply to all
areas after a system blackout;

g. Power restoration protocols may require house-load


operation of generating plants/units, appropriate switching
procedures including safety precautions on the power
system and proper isolation/loading of feeders on the
Distribution Utility's system; and

h. Agreed protocols shall be implemented during occurrence


of an eventual emergency/contingency/system blackout.

5.3. Small Grid Operations Notices and Reports

The following notices shall be issued, without delay, by the System Operator to
notify all Small Grid Users of an existing alert state:

a. The System Operator shall issue a Weather Disturbance Alert Notice to all
Small Grid Users when the weather disturbance has entered the Philippine
Area of Responsibility (PAR);

b. The Weather Disturbance Alert Notice shall be lifted when the weather
disturbance has already made exit from the PAR;

c. Also, a Blue Alert Notice shall be issued by the System Operator when the
weather disturbance shall make landfall within 24 hours;

d. The System Operator shall issue a Red Alert Notice by 1600H for the day
ahead if the supply capacity shortfall is projected;

e. Likewise, the System Operator shall issue a Red Alert Notice at any given
time to all Small Grid Users when it determines that a system emergency
existed. This declaration may include a notice to suspend the Day-Ahead
Dispatch Schedule and initiate full control of the Manual Load Dropping. A

declaration of the Red Alert Notice by the System Operator shall be binding
to all Small Grid Users until the System Operator announces that the
system emergency no longer exists; and

f. The System Operator shall issue a Demand Control Imminent Warning


Notice 30 minutes prior to the implementation of Manual Load Dropping.

6. Dispatch

Dispatch is the process of apportioning the total demand of the Small Grid through
the issuance of Dispatch Instruction to the Scheduled Generating Units and the
Generating Units providing ancillary services in order to achieve the operational
requirements of balancing demand with generation that will ensure the security of
the Small Grid.

6.1. Dispatch Principles

6.1.1. The reliability and security of the Small Grid shall always be observed in
all aspects of scheduling and dispatching consistent with Section 6
(Small Grid Operations) of the PSGG.

6.1.2. Real-time dispatch scheduling shall be undertaken by the System


Operator.

6.1.3. The System Operator shall undertake the implementation of the real-
time Dispatch Schedule through the issuance of Dispatch Instructions to
all Small Grid Users and shall monitor the Small Grid to ensure
compliance.

6.1.4. Small Grid Users injecting to or withdrawing power from the Small Grid
shall strictly comply with the PSGG.

6.2. Dispatch Scheduling

6.2.1. Timetable

The PSGG timetable provides an overall schedule of activities under


different time frames of operation. These activities are presented as
follows:

a. Week-Ahead Schedule, and

b. Day-Ahead Schedule

6.2.2. Week Ahead Schedule (refer to Annex A for the flowchart)

6.2.2.1. All Generators connected to the Small Grid shall submit to the
System Operator the week-ahead plant/unit capacity nomination
(Week-Ahead Plant Nomination or WAPN) on or before 1400H
of Thursday of the current week (see Annex B for the sample
format of WAPN). The WAPN should have taken into
consideration the following:

a. Fuel Stock and Deliveries (Oil/Coal);

b. Water Elevation/Inflow (Hydro);

c. Feedstock Inventory and Deliveries (Biomass);

d. Historical Generation (Others);

e. Approved Maintenance Schedule; and

f. Approved and Issued Outage Requests.

6.2.2.2. The Small Grid Owner shall prepare and submit to the System
Operator the Week-Ahead Forecasted Availability Facilities
(WAFAF) of High Voltage lines and facilities on or before 1400H
of Thursday of the current week (see Annex C for the sample
format of WAFAF) considering the following:

a. Approved Maintenance Schedule; and

b. Approved Outage Request.

6.2.2.3. All Distribution Utilities shall prepare and submit to the System
Operator the Week-Ahead Customers Demand Forecast
(WACDF) on or before 1600H of Thursday of the current week
(see Annex D for the sample format of WACDF).

6.2.2.4. The System Operator shall prepare the Weekly Power Supply-
Demand Outlook (WPSDO) on or before 1200H of Friday of the
current week with due consideration of the following:

a. Dependable generating capacity;

b. Projected hourly demand for each day of the week;

c. Operating Margin or operating reserve;

d. Reserve requirement;

e. Plants/Units on Preventive Maintenance Schedule


(PMS)/outage; and

f. High Voltage lines/substations on PMS/outage including


constraints, if any.

6.2.2.5. The System Operator shall prepare the Weekly Power Supply-
Demand Outlook (WPSDO) on or before 1200H of Friday of the
current week with due consideration of the following.

6.2.2.6. The Week-Ahead Plant Capacity Nomination, the Week-Ahead


Forecasted Availability Facilities, and the Week-Ahead
Customers Demand Forecast shall be the basis of the System
Operator in the preparation of the Week-Ahead Dispatch
Schedule (WADS).

6.2.2.7. The System Operator shall publish, through web or other means
of communication, the Weekly Power Supply-Demand Outlook
(WPSDO) on or before 1600H of Friday of the current week for
the week-ahead.

6.2.2.8. The System Operator shall provide a copy of the Week-Ahead


Dispatch Schedule, on or before 1600H of Friday of the current
week, for each Generator based on their respective Week-
Ahead Dispatch Schedule.

6.2.3. Day-Ahead Schedule (refer to Annex E for the flowchart)

6.2.3.1. All Distribution Utilities shall submit by 0900H of the current day
the Day-Ahead Customer Demand Forecast (DACDF) (see
Annex F for the sample format of DACDF) to the System
Operator. It shall exclude the contributions of any embedded
generation or load curtailment.

6.2.3.2. The Small Grid Owner shall submit by 0900H of the current day
the Day-Ahead Forecasted Outage (DAFO) (see Annex G for
the sample format of DAFO) to the System Operator.

6.2.3.3. Generators shall submit by 1000H of the current day the day-
ahead plant/unit capacity nomination (Day-Ahead Plant
Nomination or DAPN) (see Annex H for the sample format of
DAPN) of all their Generating Units to satisfy the generation
requirement forecast by the System Operator.

6.2.3.4. Likewise, Generators shall submit by 11OOH of the current day


the Generator's Day-Ahead Contract Allocation (DACA) to the
System Operator.

6.2.3.5. The System Operator shall prepare by 1400H of the current day
the Day-Ahead Dispatch Schedule (DADS) (see Annex I for the
sample format of DADS) based on an hourly interval (0001 H-
2400H), using as reference the Day-Ahead Plant Nomination,
the Customer's Demand Forecast, the Generator's contract
allocation and all planned/forced outages of the Small Grid.

6.2.3.6. Likewise, the System Operator shall prepare by 1500H of the


current day the Merit-Order Table for the Day-Ahead Dispatcb
Schedule, ranked from the lowest to the highest order of priority
based on an hourly interval, to be used as reference in the
Dispatch implementation.

6.2.3.7. The System Operator shall produce by 1600H of the current day
a copy of the Day-Ahead Dispatch Schedule with the Merit-
Order Table intended for the hourly Dispatch implementation.

6.2.3.8. Likewise, the System Operator shall transmit by 1600H of the


current day a copy to the Generator their respective Day-Ahead
Dispatch Schedule for each interval of the relevant day.

6.2.3.9. The Day-Ahead Dispatch Schedule and Merit Order Table shall
not be made accessible to Small Grid Users.

6.3. Hourly Dispatch Implementation

6.3.1. During the hourly Dispatch implementation, the System Operator shall
use the Day-Ahead Dispatch Schedule for each interval of the relevant
day.

6.3.2. The System Operator shall issue Dispatch Instructions to all Generators
to ensure timely and accurate hourly Dispatch implementation of the
Day-Ahead Dispatch Schedule. Unless otherwise instructed by the
System Operator, the Generators shall linearly ramp to their target
schedules.

6.3.3. The System Operator may make use of the Merit-Order Table whenever
there is a deviation in the hourly Dispatch implementation of the Day-
Ahead Dispatch Schedule. The System Operator may constrain-on or
constrain-off using the Merit Order Table if the requirement is to increase
or decrease the output of the generation.

6.3.4. The Merit Order Table shall be established based on the following
criteria:

a. Renewable energy plants/units with 24-hour load nominations or


with declared capability shall be prioritized based on cost/kWh
production.

b. Other plant/units shall be prioritized based on variable cost/kWh


production.

6.3.5. Generators and Distribution Utilities connected to the Small Grid shall
acknowledge and comply with the Dispatch Instructions issued by the
System Operator.

6.3.6. The System Operator shall continuously monitor the Small Grid to
ensure compliance with Dispatch Instructions by all Small Grid Users. All
non-compliance with Dispatch Instructions shall be reported by the
System Operator to the ERC, through the DMC.

6.3.7. In such situation where a certain interval of the hourly Day-Ahead


Dispatch Schedule was not feasible to implement for any other reason,
the System Operator shall have the authority to come-up with a Re-
Dispatch Schedule for the next and succeeding intervals. The System
Operator shall notify all Small Grid Users of the actions it will undertake
through system advisories.

6.3.8. The generation from renewable energy shall be accommodated in


Dispatch at any time to displace more expensive generation provided
that there is a two-hour advanced notice to the System Operator of its
hourly capability.

6.4. Dispatch Instructions

6.4.1. Compliance with Dispatch Instructions

6.4.1.1. All Generators, upon receipt of their corresponding Day-Ahead


Dispatch Schedule, shall communicate and seek clearance from
the System Operator for the target loading schedule for each
interval during the hourly Dispatch implementation.

6.4.1.2. All Dispatch Instructions issued by the System Operator to all


Small Grid Users shall be recorded through operator logs or by
any means of recording facilities for purposes of audit and
surveillance.

6.4.1.3. Each Small Grid User shall assure that each of its facilities
complies fully and promptly with valid Dispatch Instructions,
unless in the sole and reasonable judgment of the Small Grid
Users, such compliance would create a threat to safety, risk of
bodily harm or damage to the equipment, or is otherwise not in
compliance with this Protocol and/or any provisions of the
Philippine Distribution Code and the PSGG.

6.4.1.4. All Small Grid Users shall see to it that their facilities operate
within the Dispatch tolerance limits and standards as prescribed
by the System Operator.

6.4.1.5. A Small Grid User that expects its facility to operate in a manner
that, for any reason, differs materially from the System
Operator's Dispatch Instructions shall notify the System
Operator as soon as possible.

6.4.2. Non-Compliance with Dispatch Instructions

6.4.2.1. The Generator/s failed to comply to follow a certain intervalls of


the Day-Ahead Dispatch Schedule as instructed by the System
Operator.

6.4.2.2. The Generator/s failed to comply with the Dispatch Instructions


issued by the System Operator to address threat in the security
and reliability of the Small Grid.

The System Operator shall report immediately in writing to ERC,


through the DMC, citing the adverse material effect as a result of
the non-compliance of the Small Grid Users with the Dispatch
Instructions.

The System Operator shall continuously monitor the Small Grid


to ensure compliance with Dispatch Instructions by Small Grid
Users. All non-compliance to Dispatch Instructions shall be
reported to the ERC, through the DMC.

6.4.2.3. In all cases in which compliance with the Dispatch Instructions


is disputed, both the System Operator and Small Grid Users
shall document their communication, agreements,
disagreements and reasons for their actions, to enable
settlement of the dispute as specified in the Philippine
Distribution Code.

6.4.3. Recording of Dispatch Instructions

6.4.3.1. The System Operator shall maintain records of all electronic


copy, fax and recorded verbal communications related to
Dispatch Instructions.

6.4.3.2. These records, copies and recordings may be used by the ERC;
through the DMC, and/or other government agencies for
purposes of audit or surveillance.

6.4.4. Acknowledgement of Dispatch Instructions

The recipient of a Dispatch Instruction shall confirm the Dispatch


Instruction by reiterating the Dispatch Instruction to the System
Operator. Dispatch Instructions communicated by the System Operator,
either electronically or by fax, shall be confirmed electronically.

7. Other Related Information

7.1. Annual Maintenance Scheduling

7.1.1. The Annual Maintenance Schedule of plants/units for the succeeding


year shall be coordinated and established by the System Operator every
November based on the suggested plant/unit maintenance outage
submitted by the concerned Generator, Small Grid Owner and
Distribution Utilities.

7.1.2. The System Operator shall approve the Annual Maintenance Schedule
and issue the same to all concerned Generator, Small Grid Owner and
Distribution Utilities every December.

7.1.3. Any changes to the Annual Maintenance Schedule resulting from


approved requests for unscheduled plant/unit outage shall be
incorporated in the latest approved Annual Maintenance Schedule on a
quarterly basis.

7.2. Unscheduled Outage Requests

7.2.1. In case it is imperative that a plant/unit will be on shutdown outside of


the approved Annual Maintenance Schedule, an Unscheduled Outage
Request shall be submitted by the Generator, Small Grid Owner and
Distribution Utilities to the System Operator at least seven working days
prior to shutdown/maintenance.

7.2.2. After due assessment of the system condition, the System Operator
shall advise the Generator, Small Grid Owner and Distribution Utilities of
the approval/disapproval of their request for outage at least three
working days prior to the requested date of shutdown.

7.2.3. The System Operator shall not implement any request for unscheduled
shutdown/maintenance without prior approval.

7.2.4. Unscheduled Outage Requests that cannot comply with the above
timetable shall be considered forced outage.

7.3. Communications

PSGG Section 4.5, entitled Communication Equipment Requirements and


Methods, discusses the following:

a. Communication System for Monitoring and Control;

b. Methods of Transmitting Dispatch Instructions;

c. Contents of Dispatch Instructions;

d. Acknowledgement of Dispatch Instructions; and

e. Information Management.

All Small Grid Users and the System Operator shall be compliant with Section
4.5 of the PSGG.

7 .4. Full-Time Communication Facilities Requirement

All Small Grid Users and the System Operator must provide communication
facilities manned 24 hours a day and seven days a week, capable of receiving
Dispatch Instructions issued by the System Operator.

7 .5. Real-Time Information

All Generators shall immediately inform the System Operator of any change or
potential change in the current status of any Generating Units that are under
the Dispatch control of the System Operator.

7.6. Reports

7.6.1. The System Operator shall maintain records of its Daily Operating
Report and shall be available anytime for inquiry by the DOE and/or
ERC through the DMC.

7.6.2. The System Operator shall prepare and submit quarterly the Monthly
Operating Report to the DOE and ERC, through the DMC. The System
Operator shall report to the ERC, through the DMC, all Generators
labeled as non-conforming to Dispatch Instructions for investigation.

7.6.3. All Generators supplying power to the Small Grid shall submit quarterly a
monthly report on its operation to the DOE and ERC through the DMC
for the determination of Small Grid power requirements and inclusion to
the Philippine Development Plan.

8. Glossary of Terms

Connection Agreement. For purposes of this Protocol, it refers to the agreement


between a Small Grid User and Small Grid Owner (or the Distributor), which
specifies the terms and conditions pertaining to the connection of the Small Grid
User system or equipment to a new Connection Point in the Small Grid.

Connection Point. For purposes of this Protocol, it refers to the point of connection
of the user system or equipment to the Small Grid.

Customer. An entity who engages in the activity of purchasing electricity supplied


through a High Voltage or Medium Voltage system. Where the electricity
requirements of such entity are purchased from a Supplier, it is not considered as
Customer.

Dispatch. The process of apportioning the total demand of the Small Grid through
the issuance of Dispatch Instruction to the Scheduled Generating Units and the
Generating Units providing ancillary services in order to achieve the operational
requirements of balancing demand with generation that will ensure the security of
the Small Grid.

Dispatch Instruction. The instruction issued by the System Operator to the


Generators with Scheduled Generating Units and the Generators whose Generating
Units will provide Ancillary Services to implement the final Dispatch Schedule in real
time.

Dispatch Schedule. The target loading levels in MW or kW for each Scheduled


Generating Unit or scheduled loads and for each reserve facility through the use of a
dispatch optimization model.

Distribution System. For the purpose of this Protocol, it refers to the system of
wires and associated facilities belonging to a franchised Distribution Utility,
extending between the delivery points on the High Voltage or Medium Voltage
systems or generating plant connection and the point of connection to the premises
of the end-user.

Distribution Utility. An electric cooperative, private corporation, government-owned


utility or existing local government unit that has an exclusive franchise to operate a
Distribution System.

Generating Unit. A conversion apparatus, including auxiliaries and associated


equipment, functioning as a single unit, which is used to produce electric energy
from some other form of energy.

Generator. Any person or entity authorized by the ERC to operate a facility used in
the generation of electricity.

High Voltage (HV). A voltage level exceeding 34.5 kV up to 230kV.

Load Following. The ability to adjust generation continuously in response to small


frequency changes, so as to cover load fluctuations or minor breakdowns.

Medium Voltage (MV). A voltage level exceeding 1 kV up to 34.5 kV.

Merit Order Table (MOT). The list prepared by the System Operator showing the
capacity of the Scheduled Generating Units arranged in a manner such as the
highest operational cost is on the top of the list.

NPC-SPUG. The functional unit of the National Power Corporation (NPC) created to
pursue the missionary electrification function.

Operating Margin. The available generating capacity in excess of the sum of the
system demand plus losses within a specified period of time.

Qualified Third Party (QTP). The alternative electric service provider authorized to
serve remote and unviable areas pursuant to Section 59 of the EPIRA and Rule 14
of its Implementing Rules and Regulation (IRR).

Reactive Power. The component of electrical power representing the alternating


exchange of stored Energy (inductive or capacitive) between sources and loads or
between two systems, measured in VAR or multiples thereof. For AC circuits or
systems, it is the product of the RMS value of the voltage and the RMS value of the
quadrature component of the alternating current. In a three-phase system, it is the
sum of the Reactive Power of the individual phases.

Scheduled Generating Unit. A Generating Unit offered by the generation company


for Dispatch.

Small Grid. The backbone System of interconnected High Voltage Lines or Medium
Voltage lines, substations and other related facilities not connected to the National
Grid in Luzon, Visayas and Mindanao.
Small Grid Owner. The party that owns the backbone High Voltage Line (for
Categories 1 and 2) or Medium Voltage line (for other Categories) and is responsible
for planning, operating, and maintaining adequate capacity.

Small Grid Users. A person or entity that uses the Small Grid and related facilities
to which this Protocol applies, such as Distribution Utilities, Small Grid Owner,
Generators, NPC-SPUG, and any other entities with a user system connected to the
Small Grid.

System Operator (SO). The party responsible for generation dispatch, or the
implementation of the generation Dispatch Schedule based on the nomination of the
Distribution Utilities from its PSAs with the Generators, the provision of Ancillary
Services and operation to ensure safety, power quality, stability, reliability and
security of the Small Grid.

Voltage Variation. The deviation of the Root-Mean Square value of the voltage from
its normal value, expressed in percent.
