Builder sues over $2 billion

SAN FRANCISCO — The general contrac-
tor that managed San Francisco’s troubled
$2 billion transit terminal is suing the
agency in charge of the project alleging
faulty design and mismanagement.
The joint venture of Webcor Builders and
Obayashi Corp. filed the lawsuit Tuesday in
San Francisco. It alleges design and plan-
ning mistakes sent construction soaring
and led to overruns that cost the company
$150 million.
The Transbay Joint Powers Authority,
which operates the Salesforce Transit
Center, denied the allegations in a state-
ment Wednesday and said it would hold the
contractor responsible for its commitment
to deliver the project.
The contractor said it submitted 12,000
requests for information and 1,603 change
order requests to officials during construc-
tion of the terminal in downtown San
Francisco.
The contractor also alleged that tardy
responses added to the rising costs.
The project has been mired in litigation.
In May, the engineering firm Skanska
USA sued Webcor, saying the contractor’s
alleged shoddy instructions led to cost over-
runs. In addition, the owners of a nearby
high-rise apartment building that is sinking
and tilting sued the agency. The owners of

DES MOINES, Iowa — Despite the terri-
ble odds — one in 302.5 million for those
keeping score at home — someone will
eventually match all six numbers and win
the Mega Millions jackpot, now at $900
million. It could happen as soon as Friday
night, when the next drawing is held, leav-
ing most of us disappointed but some lucky
winner beset by a host of questions.
Here are some answers for someone hold-
ing that prized lottery ticket.
I’ve won. Now what?
Lottery officials recommend winners take
a deep breath, put their winning ticket in a
safe spot and consult with a reputable finan-
cial planner before popping over to the lot-
tery headquarters. Their first decision is
whether to take the cash option, which
would now be $513 million, or an annuity,
with one initial payment and annual install-
ments over 29 years. Nearly all winners opt
for cash, but the annuity has advantages, as
it reduces the tax bill a little and offers a sta-
ble flow of income that climbs by 5 percent
annually.

would need to pay a state tax of 8.8 percent.

additional tax of 3.9 percent.
In general, taxes eat up nearly half of
winnings.

American Institute of Certified Public
Accountants, said winners should realize
that while taxes are initially withheld when
prizes are awarded, more money will likely
be due at tax time as people suddenly are in
up to a 37 percent tax bracket.
“That catches people off guard,” she said.
“You have to be prepared to write another
check to the IRS in April.”

Deal keeps open facility that
detains immigrant families

HOUSTON — The U.S. government has
quietly reached a new agreement to keep
open a 2,400-bed detention facility used to
detain immigrant mothers and children, in
a lucrative arrangement for a private prison
company and the tiny South Texas town
where it’s located.
U. S. Immigration and Customs
Enforcement last month signed a contract
with the city of Dilley, where the South
Texas Family Residential Center opened in
2014. Dilley signed a contract at the same
time with CoreCivic, the private prison
operator that runs the detention center, the
largest facility of its kind in the U.S. The
city released both contracts to the
Associated Press last week in response to
an open records request.
ICE said it was replacing an arrangement
dating to President Barack Obama’s admin-
istration that the Department of Homeland
Security’s inspector general criticized this
year as violating budget guidelines and
wasting money. But the new arrangement
has some of the same features the inspector
general criticized.

ICE modified an existing detention

Tuesday that the agency created the agree-
ment with Dilley in response to the inspec-
tor general’s concerns about Eloy, and that
all other terms of the contract will remain
the same.
ICE will pay Dilley about $13 million a
month for the cost of detaining immigrants
at the facility. Dilley will then send almost
all of that money to CoreCivic, minus
administrative fees that add up to an esti-
mated $438,000 a year.

with a population of about 4,000 people

Man faces life sentence for alleged attempted sexual assault

A 20-year-old man is facing a life prison
sentence on charges of kidnapping for the
purposes of sexual assault, attempted
forcible rape and false imprisonment for
allegedly attempting to sexually assault a
woman as she was walking home from the
San Bruno BART station early Sunday
morning, according to the San Mateo
County District Attorney’s Office.
In custody on $750, 000 bail, Kevin
Ramospuerto appeared in court for the first
time Tuesday and the county’s private
defender program was appointed to his case,
according to prosecutors.

garage, according to prosecutors.
The woman identified Ramospuerto as the
attacker, and he was allegedly booked into
the Maguire Correctional Facility for
charges related to attempted sexual assault,
kidnapping and possession of methamphet-
amine, according to prosecutors.
Even though he only moved the woman
23 feet, Ramospuerto is being charged with
felony kidnapping for the purpose of sexu-
al assault, which carries a life sentence,
because he allegedly moved the victim to a
place of greater danger, explained District
Attorney Steve Wagstaffe.
Ramospuerto will next appear in court
Oct. 31 for the appearance of his designated
attorney, to enter a plea to his charges and
to set a preliminary hearing date, according
to prosecutors.

Police seek driver of car that
crashed onto Terra Nova campus
Pacifica police are trying to find the driv-
er of a vehicle that ended up in flames on the
grounds of Terra Nova High School on
Tuesday night.
Officers responded at about 10:10 p.m. to
a report of a vehicle fire at the school at
1450 Terra Nova Blvd. and arrived to find a
black Nissan engulfed in flames, police said
Wednesday.
Investigators determined the Nissan had
struck an unoccupied parked car on Terra
Nova Boulevard, then went down a hillside
and onto school grounds, where it came to
rest against the high school’s theater,
according to police.
North County Fire Authority crews arrived
shortly afterward and put out the fire. No
one was inside the car at that point and offi-
cers did not find the driver.
A witness reported seeing the vehicle turn
from Fassler Drive onto Terra Nova
Boulevard and said the vehicle was already
on fire as it approached Terra Nova. The wit-
ness could not identify the driver, police
said.

Two arrested for stolen car, property
Two San Mateo residents were arrested for
possessing stolen property, burglary tools
and drugs in a stolen vehicle Tuesday night
near downtown, according to police.
At approximately 9:30 p.m., an officer
was patrolling the area of Ninth Avenue and
South Claremont Street when he saw a silver
2015 Mazda CX-5 pass. The car matched the
description of a reported stolen vehicle
from earlier in the morning. The car was
stopped at Seventh Avenue and South B
Street and the officer received support from
backup and K9 Hero. The driver of the vehi-
cle, identified as 22-year-old Ronil Sharma,
was safely taken into custody and the pas-
senger, identified as 26-year-old Adriana
Melchor, was detained, according to

Authorities and animal rescue workers

kite string in Woodside this week.
Someone spotted the owl Monday and
called the Peninsula Humane Society &

military honor Wednesday to an 80-
year-old retired Marine sergeant major
who five decades ago “fought with
unmatched bravery” at the beginning
of one of the Vietnam War’s longest
and bloodiest battles.
John Canley’s heroism includes
twice scaling a hospital wall in view of
the enemy to help wounded Marines
and carry them to safety.
“I like brave people. You meet them
right here,” Trump said as he opened
the ceremony. “Fifty years ago, an
American Marine fought with
unmatched bravery in one of the
longest and bloodiest battles of the
Vietnam War, the battle of Hue city.”
According to the White House,
Canley, a native of Caledonia,
Arkansas, now living in Oxnard,
California, fought off multiple enemy
attacks over several days in January
and February of 1968 while his compa-
ny of about 150 men carried out a
counter-offensive to retake the city of
Hue from North Vietnamese and Viet
Cong forces, which numbered into the
thousands.
The operation by the North
Vietnamese and Viet Cong forces
became known as the Tet Offensive
because coordinated attacks against tar-
gets in South Vietnam, including Hue,
were launched as the Vietnamese cele-
brated the lunar new year, or Tet holiday.

Nevada’s famous pimp
expected to win election despite death
LAS VEGAS — Nevada’s most famous pimp tried to bring
the state’s legal brothel industry into the mainstream by
mingling with celebrities, showcasing
his business on HBO and staging out-
landish publicity stunts.
Dennis Hof’s fame made him an atten-
tion-grabbing figure in an otherwise
quiet industry. And, despite being found
dead on Tuesday, he’s poised to win an
election to the state Legislature in less
than three weeks.
Hof, who starred in the HBO reality
Dennis Hof series “Cathouse,” marketed himself as a
Donald Trump-style Republican in his
race for a heavily GOP Assembly district that includes wide
stretches of desert where nuclear bombs were once tested.
His body was found at his Love Ranch brothel outside Las
Vegas following a weekend of parties celebrating his 72nd
birthday. Guests included porn actor Ron Jeremy,
“Hollywood Madam” Heidi Fleiss, former Arizona sheriff
Joe Arpaio and a mix of local politicians and friends.
No foul play is suspected, and it could be six weeks before
a cause of death is determined, authorities said.
In the meantime, it’s too late to change the ballots,
which have been printed and mailed. Voting begins
Saturday. Even though officials will post notices at the
polls that Hof died, he seems likely to get elected.
“Just when I thought that there was nothing else in this
race that could possibly shock me, here we are,” Hof’s cam-
paign consultant, Chuck Muth, said Wednesday.
Trump starts leaving postal
union in latest anti-China move
WASHINGTON — President Donald Trump is preparing to
pull the United States out of an international postal treaty that
allows China to ship packages to America at discounted rates.
The move would escalate a trade dispute with China.
The decision to pull out of the Universal Post Union was
described by two administration officials who spoke on the
condition of anonymity because they weren’t authorized to
speak on the record.
Trump argues that the 144-year-old global shipping treaty
benefits China and other countries at the expense of U.S.
businesses — making it cheaper to ship packages from
Beijing to New York than from San Francisco to the U.S. East
coast, which particularly benefits Chinese manufacturers. The
officials say the treaty is used by shippers of the narcotic fen-
tanyl to the U.S. from China.
The U.S. is willing to renegotiate the treaty over the next
year but will leave the union if no agreement can be reached,
the officials said.
The move was welcomed by the U.S National Association
of Manufacturers, which called the exiting postal pact “out-
dated” in the age of e-commerce and at a time of Chinese
manufacturing dominance.

Tornadoes are spinning
up farther east in U.S., study finds
WASHINGTON — Over the past few decades tornadoes
have been shifting — decreasing in Oklahoma, Texas and
Kansas but spinning up more in states along the
Mississippi River and farther east, a new study shows.
Scientists aren’t quite certain why.
Tornado activity is increasing most in Mississippi,
Arkansas, Tennessee, Louisiana, Alabama, Kentucky,
Missouri, Illinois, Indiana, Wisconsin, Iowa and parts of
Ohio and Michigan, according to a study in Wednesday’s
journal Climate and Atmospheric Science. There has been a
slight decrease in the Great Plains, with the biggest drop in
central and eastern Texas. Even with the decline, Texas still
gets the most tornadoes of any state.
The shift could be deadly because the area with increasing
tornado activity is bigger and home to more people, said
study lead author Victor Gensini, a professor of atmospher-
ic sciences at Northern Illinois University. Also more peo-
ple live in vulnerable mobile homes and tornadoes are more
likely to happen at night in those places, he said.
Even though Texas, Kansas and Oklahoma get many more
tornadoes, the four deadliest states for tornadoes are
Alabama, Missouri, Tennessee and Arkansas, according to
the National Oceanic and Atmospheric Administration.
“More folks are generally at risk because of that eastward
shift,” Gensini said.

Mexico Beach residents return

home again — some to no home

MEXICO BEACH, Fla. — With
stunned faces and tears, residents of
hard-hit Mexico Beach returned home
for the first time Wednesday about a
week after Hurricane Michael hit to find
pieces of their lives scattered across the
sand and a community altered.
Nancy Register sobbed uncontrol-
lably after finding no trace of the large
camper where she’d lived with her hus-
band. She was particularly distraught
over the loss of an old, black-and-white
photo of her mother, who died of cancer.
Husband Taylor Register said he found
nothing but a stool that he uses for cut-
ting his hair, a hose and a keepsake rock
that was given to him by a friend 40
years ago.
“That’s my belongings,” he said,
pointing to a small pile beside his red
pickup truck. Choking up, he said: “I
appreciate God humbling me.
Everybody needs it.”
Just up the road, tears ran down Lanie
Eden’s face as she and husband Ron Eden
sifted through sand in search of items
they left before evacuating from the
small beach house they’ve rented each
October for years. They didn’t find much
- just a large pack of toilet paper that
somehow stayed dry and a son’s camp
chair.
The Edens, who are from Fort Knox,
Kentucky, and are temporarily staying
in Alabama, were stunned to see moun-
tains of debris and countless destroyed
buildings as they drove into town for
the first time. In a state of condominium
towers, Mexico Beach was one of the
few remaining places with small houses
and a 1950s feel.
“Basically, we lost ‘old Florida.’ It’s
all gone,” said Lanie Eden.
Residents among the community of
about 1,200 people who rode out the
storm at home have been in Mexico
Beach since Michael hit. But officials
used the city’s Facebook page to tell
others to stay away for a week after the
Category 4 storm ravaged the beach
town with 155 mph (250 kph) winds
and a strong storm surge.
State emergency management offi-
cials said some 124,500 customers
across the Panhandle were still without
power Wednesday morning and 1,157
remained in shelters.
In Bay County, home to Mexico
Beach and Panama City, more than half
of the households and businesses
remained without electricity. Inland, in
Calhoun County, 98 percent of the cus-
tomers didn’t have power Wednesday
morning, according to the emergency
management website. And in Jackson
County, which borders Alabama and
Georgia, about 83 percent were without
power.
In the meantime, in many areas devas-
tated by the hurricane, law enforcement
officials are battling looting of homes
and businesses.

Stanford said deputies have arrested
about 10 looters each night since the
storm hit. In some parts of the county,
residents have spray-painted signs

ISTANBUL — Turkish crime-
scene investigators searched the
home of the Saudi consul general
in Istanbul on Wednesday in the
disappearance of Saudi writer
Jamal Khashoggi, and a pro-gov-
ernment newspaper published a
gruesome account of the journal-
ist’s alleged slaying.
As Saudi Arabia’s green national
flag flapped overhead, forensics
teams entered the residence, only
2 kilometers (1.2 miles) from the
consulate where Khashoggi van-
ished Oct. 2 while trying to pick
up paperwork to get married. It
was the second-such extraordinary
search of a site considered under
international law to be sovereign
Saudi territory after investigators
spent hours in the consulate earli-
er this week.
The account published in the
Yeni Safak newspaper alleged that
Saudi officials cut off Khashoggi’s
fingers and then decapitated him at
the consulate as his fiancee waited
outside.
Hours later, The Washington
Post published a column by
Khashoggi it said it received after
he was reported missing, in which
he pointed to the muted interna-
tional response to ongoing abus-
es against journalists by govern-
ments in the Middle East.
“As a result, Arab governments
have been given free rein to con-
tinue silencing the media at an
increasing rate, ” Khashoggi
wrote. He added: “The Arab world
is facing its own version of an
Iron Curtain, imposed not by
external actors but through
domestic forces vying for power.”
The searches and the leaks in
Turkish media have ensured the
world’s attention remains focused
on what happened to Khashoggi,
who went into a self-imposed
exile in the U.S. over the rise of

strains on the relationship
between the kingdom, the world’s
largest oil exporter, and its main

any such recording, as reported
by Turkish media, and he’s con-
tinuing to urge patience while
Saudi Arabia says it’s investigat-
ing.

described by the Turkish newspa-
per Yeni Safak, Trump said,
“We’ve asked for it, if it exists.”
At another point, he said, “I’m
not sure yet that it exists.”
Trump, who threatened punish-
ment for Saudi Arabia when
Khashoggi’s disappearance first
answers are needed.
“Sooner’s better than later for
everyone,” Pompeo said.

The report by the newspaper
Yeni Safak cited what it described
as an audio recording of
Khashoggi’s slaying. It described
the recording as offering evidence
that a Saudi team immediately
accosted the 60-year-old journal-
ist after he entered the consulate.
Al-Otaibi could be heard on the
tape, telling those allegedly tor-
turing Khashoggi: “Do this out-
side; you’re going to get me in
trouble,” the newspaper reported.
One of the Saudis reportedly
replied: “Shut up if you want to
live when you return to (Saudi)
Arabia.”
Security services in Turkey have
used pro-government media to
leak details of Khashoggi’s case,
adding to the pressure on the king-
dom. President Donald Trump,
who initially came out hard on the
Saudis over the disappearance but
since has backed off, said
Wednesday that the U.S. wanted
Turkey to turn over any audio or
video recording it had of
Khashoggi’s alleged killing “if it
exists.”
Saudi officials have not
responded to repeated requests for
comment from the AP in recent
days, including Wednesday. Al-
Otaibi left Turkey on Tuesday,

Stocks erase most of early losses

NEW YORK — After an early
slide, U.S. stocks clawed back
much of the ground they lost and
ended slightly lower Wednesday.
Banks climbed but retailers,
homebuilders and smaller compa-
nies fell.
Stocks slumped in morning trad-
ing as homebuilders and retailers
took sharp losses after the
Commerce Department said con-
struction of new homes dropped in
September. Technology compa-
nies fell as IBM suffered its
biggest loss in five and a half
years after it reported weak sales.
Stocks were coming off their
biggest gain in more than six
months.
Bond prices fell, sending yields
higher, after the Federal Reserve
said some of its policymakers
argued in their latest meeting that
the central bank should raise rates
to a level that slows economic
growth slightly. After years of
record low rates following the
financial crisis, the fact that some
policymakers are talking about
eventually using them to slow the
economy is a big change.
Jeremy Zirin, head of invest-
ment strategy for UBS’ global
wealth management business, said
the Fed won’t raise rates to those
levels unless there is clear evi-
dence inflation has increased. But
he said it makes sense for
investors to be wary.
“Overly restrictive monetary
policy is a risk to the bull mar-
ket,” he said. “It would be a mis-
take for (the Fed) to raise rates in
the absence of inflation beyond
their target, and it’s exceedingly
unlikely to do so.”
The S&P 500 index fell 0.71
points to 2, 809. 21. The Dow
Jones Industrial Average slumped
91.74 points, or 0.4 percent, to
25,706.68. It lost as much as 319
points Wednesday morning before
briefly turning higher.

Twitter airs election meddling data

NEW YORK — Twitter is releas-
ing all known accounts and posts
related to “information opera-
tions” dating back to 2016, when
it was first learned that foreign
operators were using social media
to meddle in U.S. elections.
Twitter has already disclosed the
account numbers, but is now
releasing the actual tweets,
images, video and other informa-
tion so that outside researchers
can study them. The company said
Wednesday that the data comprises
more than 4, 600 accounts and
over 10 million tweets, most affil-
iated with the Russia-linked
Internet Research Agency and
potentially linked to Iran. Twitter
says the earliest activity it found
on its service from these accounts
dates back to 2009.
The Internet Research Agency,
essentially a Russian troll farm,

for its actions during the U. S.
presidential election.
Facebook and other social media
companies are attempting to halt
election meddling and misinfor-
mation campaigns on their plat-
forms. But the organized cam-
paigns continue to evolve. They
are no longer focused solely on
elections.
Operators linked to Russia,
Iran and likely other nations
have posted images, videos and
other content that is intended to
intensify political discord by
promoting extreme views from
multiple political angles.
“It is clear that information
operations and coordinated inau-
thentic behavior will not cease,”
Twitter said in a blog post
Wednesday. “These types of tac-
tics have been around for far
longer than Twitter has existed —
they will adapt and change as the
geopolitical terrain evolves
worldwide and as new technolo-
gies emerge.”
The datasets are available for
download on Twitter’s “elections
integrity” page . Twitter said it is
releasing the data in the hopes
that independent researchers will
help dissect such information
operations campaigns. The tweets
and other content are no longer
available on Twitter itself since
Twitter has deleted the fake and
malicious accounts it had found.
Examples of tweets include
those from the account (at)TEN—
GOP, which parroted pretended
Tennessee’s Republican party, and
posted a photo of FBI Director
James Comey with the words
“resign now.”

Even tech execs fret about their kids’ smartphone addictions

SAN FRANCISCO — Like a lot
of parents, Mike Herrick occa-
sionally sees his 13-year-old
daughter getting lost in her smart-
phone and wonders: Is technology
messing with children’s brains,
even as it enlightens and empow-
ers them in ways that weren’t pos-
sible when his generation grew
up?
What sets Herrick apart is his
job. He is a product and engi-
neering executive at Urban
Airship, a company in Portland,
Oregon, that makes online tools
that send the kind of relentless
notifications that can make peo-
ple act like bears near a honey
pot.
The tensions between the pride
Herrick takes in his profession
and his parental qualms about
technology tug particularly hard
when he sees his daughter, Lauren,
and her friends texting each other
instead of talking — when they’re
sitting 5 feet apart. Or when he
hears a friend jokingly describe
him as a “mobile arms dealer.”
At times like those, Herrick
worries that technology may be
having a corrosive effect on soci-
ety, even though he feels no
regrets about his job because he
unequivocally believes that Urban
Airship’s tools are a net benefit to
people.
“You can’t help but feel the jux-
taposition, ” says Herrick, 44.
“The power of this age we live in
is that it has given everyone
access to all this information and
the ability to stay connected to
people, but how do we manage it
better?”
It’s a question besetting other
technology executives, too.
Many say they’re trying to recon-
cile their fulfillment from work-
ing in a financially rewarding
industry that they say has made
life more efficient, enjoyable and
affordable for people with their
misgivings as parents about the
addictiveness of devices and
social media that now define much
of daily life.
Technology “can be like open-
ing your refrigerator door when
you are hungry and just staring
into the abyss, ” says Keith
Messick, chief marketing officer
for Dialpad, a specialist in phone
systems that incorporate voice
controls and other artificial intel-
ligence. “That’s when I recoil just
a little bit.”

Smith, Carlos set fear aside as they raised fists

Tommie Smith and John Carlos
insist fear was not a factor in their
thinking when they reached the
medals stand at the Mexico City
Olympics.
The sprinters, discussing their
black-gloved protest at the 1968
Games, said the threats they had
received in the lead-up to the
Olympics, to say nothing of what
they’d experienced growing up in
segregated America, left them numb
to the possibility of something else
happening when they raised their
fists after finishing first and third in
the 200 meters on Oct. 16, 1968.
“My thoughts were, once you
make the statement, whether you
live or die, they can never take the
statement away,” Carlos said.
Smith and Carlos were part of a
panel discussion Wednesday at their
alma mater, San Jose State, to com-
memorate the 50th anniversary of
their iconic protest at the Mexico
City Games.
“When they got on the victory
stand, we were wondering, what are
they going to do?” said panelist
Wyomia Tyus, the two-time
women’s 100-meter Olympic cham-
pion, who dedicated her 1968 relay
gold medal to Smith and Carlos.
“When the national anthem started
and they did this, the stadium got
completely quiet. It was eerie. No
one was saying anything. You could
hear people talking, hear people
booing, hear people whistling, hear
people cheering.
“I thought, I hope nothing hap-
pens to them.”’
While there was no violence,
Smith and Carlos were sent home by
the U.S. Olympic Committee the
next day, not to be fully welcomed
back into the fold until only a few

With a simple wave, Hillsdale boys’ water

polo head coach Dan Hibson turned the
Knights’ Senior Day into one neither team
— nor anyone in the stands — will forget.
Ben Nordell and the Nordell family will
certainly always remember. With just over a
minute to play and Hillsdale trailing Menlo-
Atherton 13-9, Hibson gave his M-A coun-
terpart, Tim Kates, the agreed upon signal
and Hibson sent Nordell into the game. A
senior with Down syndrome, Nordell got
his first taste of actual game play and with
Kates and the M-A players aware of what was
happening — Kates had informed his team
at halftime that there was a chance — Ben
Nordell swam into the 2-meter position,
took a pass from twin brother Connor
Nordell and fired a shot into the back of the
net for his first career goal.
The only other player more nervous than
Ben Nordell might have been M-A freshman
goaltender Owen Taylor who, with his twin
brother Jake, have shared time in the cage
for the Bears this season.
“I was told not to block it,” Owen Taylor
said. “I was worried I might accidentally
block it. I tried to make it look like I was
trying to save it. I hope I did OK.”
The way Ben Nordell reacted, you would
have thought he had just beaten an Olympic
team goalie as he thrust his fist in the air in
celebration.
“I was so happy,” Connor Nordell said,
who serves as the Knights’ team captain.
“We’ve always been together. It was only
right to go out together our senior year.”
Ben Nordell followed Connor Nordell to
the pool as freshmen and it was last season
the team noticed that Ben had changed into
a Speedo and started warming up with the
team. The tradition continued this season
and Wednesday was his chance to shine.
Even though it was his first varsity expe-
rience, Ben Nordell always knew he would
play Wednesday — he believes he’ll play in
every game.

he romanticized version of playoff
baseball is that the game is drip-
ping in drama, that something
rides on every pitch, that there is nothing
better than a tight, extra-inning game.
Tuesday’s night between the Milwaukee
Brewers and Los Angeles Dodgers in Game
4 of National League Championship
Series, on paper, appeared to be exactly
that.
They say strong pitching beats strong
hitting and the numbers appear to bear that
out as the teams combined for 15 hits
Tuesday night. The fact it was decided in
the 13th inning
should have made
every die-hard base-
ball fan swoon.
The reality is,
Game 4 was a far cry
from that. In fact, it
showed, in the spot-
light, what is wrong
with Major League
Baseball right now.
With so much focus
on launch angle and the trite “Three true
outcomes” — a new-age way to say that
the best outcomes in any at-bat are a home
run, strikeout or walk — it’s taken away
from the strategy of the game. Rarely did
you see during Tuesday night’s game any
batter for either team try to do anything
other than park the ball over the fence.
Very little in-bat adjustments. No trying to
punch the ball the opposite way. Nothing
other than every swing from the heels dur-
ing every at-bat. Time and again, batters
rolled grounders to shortstop or second
base in easy innings for the parade of
pitchers.
Add no action on the bases, a revolving
door on the pitcher’s mound, a combined
32 strikeouts, 13 innings and a five-and-a-
half hour game, and it equals the most bor-
ing baseball game I think I have ever
watched.

49ers offense making strides under Beathard

SANTA CLARA — C.J. Beathard went toe-to-
toe with Aaron Rodgers in Green Bay for nearly
60 minutes before the San Francisco 49ers fell
just short at the end of another tough loss.
Despite playing with a backup quarterback
with starter Jimmy Garoppolo sidelined for the
season, the 49ers offense has shown signs of
being productive of late even if it hasn’t led to
wins.

in part to eight turnovers
and a few other crucial mis-

“I thought C.J. did some
real good things. C.J., he was one of the rea-
sons that I thought we had a chance to win that
game,” coach Kyle Shanahan said. “He made
some big plays throughout the game, kept the
chains moving a number of times for us. There’s
a couple of plays at the end that I know he’d like
to have back where he had a couple of opportu-
nities that he missed. But, he also had a few
opportunities early in the game that he made,
which was one of the reasons we were in the
position that we were. By no means was it per-
fect, but I was happy with how he played.”
Beathard has completed 64 percent of his
passes for 892 yards, six touchdowns and five
interceptions in three games since Garoppolo
got injured. Those are all big improvements
over his performance in five starts last year
before Garoppolo took over.
His best play might have come in the first
three-plus quarters in Green Bay in a perform-
ance the Niners hope they can build on this
week when they host the Los Angeles Rams (6-
0).
The Niners scored on six of their first eight
drives against the Packers, with just one punt
and one fumble by Kyle Juszczyk being the

Stanford is looking to
get back to winning
against Arizona State

TEMPE, Ariz. — Stanford
climbed to No. 7 in the AP Top 25
after a thrilling comeback victory
over Oregon. The Cardinal were in
control of the Pac-12 North, in
contention for a College Football
Playoff spot.
Consecutive losses have
knocked Stanford out of playoff
contention and dropped the
Cardinal a half-game back in the
North.
Stanford (4-2, 2-1 Pac-12) has a
chance to turn its season around
beginning Thursday night in the
desert against Arizona State,
another team trying to climb out
of a recent rut.
“The most bothersome thing to
me is not only have we not reached
our potential, we haven’t
approached it, ” Stanford coach
David Shaw said. “We haven’t put a
complete game together, let alone
a three- or four-game span where
we’re playing at our best.”
The Cardinal looked like the
dominant team in the Pac-12
North after rolling over San Diego
State, Southern California and UC
Davis before the 38-31 rally
against Oregon.
Stanford was knocked back in a
38-17 loss to No. 4 Notre Dame
and struggled in a 40-21 loss to
Utah on Oct. 6 without running
back Bryce Love.
Arizona State also got off to a
strong start in its first season
under Herm Edwards, opening with
two victories, including one over
then-ranked Michigan State.
The Sun Devils (3-3, 1-2) have
hit a bit of a lull over the past
month, losing three of four head-
ing into Thursday’s game.
The culprit: An inability to
close out tight games. All three of
Arizona State’s losses have been
by a touchdown and on the road.
Back home, the Sun Devils are
hoping they found the right fixes
during their bye week to get the
season going back in the right
direction.
“Anytime you take on some-
thing like this, there is always a
learning period between both par-
ties, for me as well — learn the
conference, learn the players,
learn my coaches,” Edwards said.
“I think we have done some things
that we have liked and we have to
continue to improve on some
things that we have not done a
good job of and they are very evi-
dent.”

Well, it didn’t take long for the Oakland
Raiders to turn into a flaming heap. Instead
of riding in on a white horse to save Raider
Nation, it appears Jon Gruden slowly rode
into town, hat pulled down low so the
townsfolk couldn’t see what his intentions
truly were.
Because in less than a year, Gruden is
showing what he learned during his last go-
around in the NFL.
The common refrain for Gruden’s first NFL
tenure was that, yes, he won a Super Bowl
after literally being traded to Tampa Bay to
replace the fired Tony Dungy. But that state-
ment is always quickly followed by, “But he
did it with Dungy’s guys and he played his
former team for the title.”
This time around, Gruden is determined to
make the Raiders “his team,” for better or for
worse. So he ships out Khalil Mack. Sure, he
may be a once-in-a-generation talent, but
Gruden didn’t draft him, so out he goes.
Receiver Amari Cooper is rumored to be on
the trading block, along with disappointing
safety Karl Joseph. Cornerback Gareon
Conley barely sees the field and appears
headed to a new address that is not in
Nevada.
Gruden purged the roster of nearly every
high draft pick since Reggie McKenzie took
over as general manager, who is almost
assuredly out at the end of this season, and is
looking to move more. He brought in a
bunch of aging, past-their-prime free agents
— running back Doug Martin, who has
shown nothing so far; linebacker Derrick

When Gruden was hired, all the talk was he
wanted to give Oakland one last hurrah
before the team heads for Las Vegas. Instead,
he has started the process of demolishing
the team down to the studs and being a year
or two into a rebuild once the team does get
to the desert.

some life left in them after all.
The general consensus was they were
going to get drubbed by the Green Bay
Packers Monday night. Instead, they forced
Packers quarterback Aaron Rodgers to play
like the Hall of Famer he is as he guided
Green Bay to a last-second win.
Is this the true 49ers team, or was this just
a one-off and they are instead the team that
lost to the Arizona Cardinals? The truth lies
somewhere in the middle. A team that is
using its back-up quarterback and has a run-
ning back unit that is thin because of injury
is going to be up and down, there’s no way
to get around that.
This season is basically a mulligan any-
way, once presumed starting running back
Jerrick McKinnon and Jimmy Garoppolo
went down for the year with knee injuries. To
make matters worse, it essentially delays the
growth of the team for at least a year.
Suddenly those six-year contracts for coach
Kyle Shanahan and general manager John
Lynch become a year shorter.

Kates did not hesitated in agreeing.
“I’m just happy to be able to help,” Kates
said. “It was a real feel-good moment … for
a kid who clearly loves the sport. … I’m
glad it worked out.”
Outside of his team captain, Hibson kept
his plans under wraps from the rest of the
team. His first obligation was to win the
match. Only if Hillsdale faced an insur-
mountable lead in the fourth quarter would
he put Ben Nordell into the game.
“There was no guarantee (he would get
in),” Hibson said.
Those concerns were beginning to be
realized as the Knights put forth their best
effort of the season. The Knights actually
held a 2-1 lead midway through the first
period and trailed just 3-2 after the opening

At that point, Hibson started to wonder if
he could get Ben Nordell into the game.
“Three goals (down), with two minutes
left, I was sweating,” Hibson said.
But when M-A’s Cooper Gran scored on a
power play with just over a minute left,
Hibson sent Ben Nordell in, much to the
surprise of the rest of the team.
“Some of their jaws dropped a little,”
Hibson said.
But in the end, it was all hugs and high-
fives for Ben Nordell and his team.
M-A was led by Zach de Haaff, who scored
four times and assisted on a fifth. Gran added
a hat trick and a pair of helpers, Elias Nasr
scored twice, while Jake Blohm and Ben

It seems only appropriate that Connor

Fragile trees and shrubs need some
help getting through winter months

Winterizing fragile trees and
shrubs is a simple and prudent
exercise in landscape manage-
ment. Mulching and watering
before the ground freezes up can
save you a bundle of time and
money.
“As long as the soil drains well,
water the trees through autumn at
least once a week unless there is a
lot of rainfall . a lot of rainfall,”
said Gary Johnson, an Extension
professor with the Department of
Forest Resources at the University
of Minnesota. “Soil moisture
should be to a depth of 8 to 12
inches for the roots to take up
water.”
Apply insulating mulch but
don’t overdo it. Piling mulch vol-
cano-style against a tree trunk is
the same as burying a tree too
deep, Johnson said.
Most tree and shrub damage in
winter is not cold-related, he said.
“Animal damage is the most
common,” he said, recommending
protective fencing around trees if
deer are a problem, “or at least
stem protectors like hardware

rabbits and voles. Tree guards and
chicken wire generally are used to

“If they are planted well before
the soil freezes, they should have
time to put out new roots, which
will get them through the winter
and a jump start on spring,” Ferree
said.
Planting in the right location is
also important for wintertime tree
protection, Minnesota’s Johnson
said.
“For evergreens, southern and
southwestern exposures are tough,
especially if the plants are backed
by a light-colored building,” he
said. “The sun warms them up in
the winter, the needles lose mois-
ture that is difficult to replace, and
the plants are scorched and
browned by spring.”
Marginally cold-hardy plants
can survive if placed in spots pro-
tected from wind and cold-pocket
frost damage.
“Focus on protecting plants
from the winter winds and low-
angle winter sun,” Johnson said.

That is the backdrop for the City Council
race, which features seven candidates com-
peting for three open seats.
The candidates are Jason Galisatus,
activist and member of the Complete Streets
Advisory Committee; Planning
Commissioner Giselle Hale, longtime
Councilwoman Diane Howard; Rick Hunter,
accountant and former planning commis-
sioner; activist Diana Reddy, Planning
Commissioner Ernie Schmidt and local
businesswoman Christina Umhofer.
Each candidate supports the half-cent
sales tax measure on the November ballot,
but with varying degrees of enthusiasm.
Galisatus, Reddy and Hale support the
cannabis tax, also on the ballot, for bring-
ing in a modest increase in revenue, and
they also look forward to seeing those num-
bers grow with the legalization of retail
commercial cannabis in the future.
“Cannabis is here to stay, we may as well
benefit from it,” Reddy said.
Umhofer said cannabis research and devel-
opment brings in more money than retail
and is suggestively interested in seeing that
industry have a greater presence in the city.
Schmidt and Howard, on the other hand,
aren’t ready to greenlight dispensaries in
Redwood City, at least for now. To boost
revenue, both emphasized the need to retain
and attract large car dealerships, one of the
city’s biggest sales tax generators.
Reddy has suggested a head tax or square
footage tax on the city’s large businesses.

rently exploring one and appears to have
the support of the Chamber of Commerce.
Hunter also appeared open to the afore-
mentioned taxes and suggested renting out
city facilities to increase revenue. Umhofer
wants to build micro grids and then sell the
power back to residents.
As for cutting costs, Hale favors adminis-
trative cuts and a greater reliance on tech-
nology to maximize the efficiency of gov-
ernment operations. She suggested the use
of chatbots to answer residents’ questions
rather than staff. She’s also interested, as is
Hunter, in further pursuing shared services
with other jurisdictions.
Hunter said no cuts should be made to pro-
grams that serve the underprivileged and if
any cuts have to be made, there needs to be
extensive community outreach first.
“I want to avoid making cuts for those
who are least able to afford them,” he said.
Galisatus mentioned development as a
path to boosting revenue.
“If we develop further that will add to our
property tax base, but the question is how
do we do it and where do we do it and we need
to make sure we get thorough community
input to make sure it’s done the right way,”
he said. “I don’t support adding the housing
we need at all costs. ... I don’t support fill-
ing in the Bay to accommodate our housing
needs. We have plenty of space near transit
corridors for housing.
“I disagree with the sentiment that hous-
ing is the problem, that market rate housing
is the problem,” he continued. “Because
they need somewhere to live and if they’re
not living in the market rate units they’re
going to be competing for more affordable
units, driving those rents up and displacing
those residents.”
Hunter said growth is inevitable and
wants to see a slowdown of office develop-
ment to close the jobs-to-housing imbal-
ance, which he believes is the single
biggest cause of the housing crisis.
But Hale said Redwood City’s jobs-to-
housing ratio is relatively low.
“It’s that we’ve been impacted by our
neighbors,” she said.
Hale described the redevelopment agency
as the city’s “most successful tool we had in
the toolbox” for affordable housing devel-
opment.
“We need to bring back [redevelopment
agencies] and when Gov. Brown took it
away, everything since then has been an
attempt to replace that,” she said, adding
she is interested in working with state leg-
islators who would have to make it happen.
Schmidt stressed the importance of com-
munication when it comes to past and pres-
ent development.
“It takes community leaders to continual-
ly find ways to remind our community about
what occurred and how we got here,” he said.
“What I’m looking forward to doing is tak-
ing more time to involve the community
more and if that means that if a project
comes before us and we find that it’s a hot
topic then instead of one study session you
have two and you do that with all the other
commissions and committees.”
Asked about her vision for the area east of
Highway 101, Howard sees a “low-density
lifestyle with recreational opportunities,”
as the zoning permits, and not a “densely
populated office space.” She also believes
biotech companies would love to relocate
opened a new campus along the waterfront,
will help make ferry service at the Port of
Redwood City a reality.
“I still want to get that ferry service going
in Redwood City so on the south side of
Woodside Road I’d say let’s work with
Google and others so we can build up their
campus, make it a solid campus where they
will invest in future ferry service and help us
move forward creating a water transit in
Redwood City.”
Hunter is worried about the loss of light
industrial areas being rezoned for offices,
and celebrated the city for buying waterfront
property from building materials company
CEMEX.
“I think we can have our own waterfront
destination, like a river walk, and combined
with a new park, which would be a trail on
both sides of Redwood Creek from down-
town to that area,” he said. “I think we could
have a destination area of restaurants and
recreational opportunities and entertain-
ment all along our waterfront. That would be
very exciting.”
Schmidt suggested development should-
n’t take place in that part of the city, at least
not until the Woodside Road/Highway 101
interchange is complete.
“Can you even imagine the impact that
the community of Redwood City is going to
have if a large development is out there and
we’re nowhere close to raising the funds for
that interchange,” he said. “In the interim, I
do agree as we continue to grow in Redwood
City and hear concerns about rapid develop-
ment, I think we owe it to the community to
preserve open spaces.”
Reddy said she’s completely against
offices and any large developments on the
east side of Highway 101 in part because of
concerns about sea level rise. She’d rather
see light industrial uses there. Umhofer
agreed that the area should remain zoned as
is.
“Where I take my harder line is you
already bought into an industrial restricted
zone, build within those zonings,” she said,
referencing the Harbor View proposal. “It’s
very black and white for me as far as that
zoning goes. ... You bought where you
bought.”
The November ballot will also include
half-cent sales tax increase, a cannabis
business tax and a charter amendment,
which would eliminate a residency require-
ment for the city manager and establish
term limits for city boards.

the average of the San Mateo County

or $567.33, Councilman Ron Collins
noted councilmembers typically spend

Canada now world’s largest legal marijuana marketplace

first to buy legal recreational marijuana in
Canada but he has no plans to smoke it. He
plans to frame it.
