Son who ate mother's entrails charged with parricide – Negros police

Philippines – Police authorities filed a parricide case against a suspected drug-crazed son who may have raped and
stabbed to death his widowed mother, then ate her entrails raw and gouged out her eye on Monday, August 28.

It is a crime that has sent shockwaves among the people of Negros Island and triggered a tsunami of online debates over
a state-sponsored war on drugs.

Senior Inspector Nelson Bindaño Lamoco, chief of police of Sibulan town in Negros Oriental, told Rappler on Tuesday,
August 29, that Roger Barrera Manaban, 52, who slaughtered his own mother, 86-year-old Josefina Barrera Manaban,
using a 12-inch long improvised knife, will be subjected to drug testing at the crime laboratory of Negros Oriental Police
Provincial Office on Wednesday.

In a phone interview, Lamoco disclosed that both the police and the siblings of Josefina suspect Roger, who left Negros
years ago and had returned to the province only last year, was "possibly high on illegal drugs", based on the suspect's
unusual behavior and gestures a day before the killing happened.

According to Lamoco, quoting testimonies by Roger's close relatives, the suspect had been living a nomad's life after he
returned to Negros Oriental from Davao City, where his wife and his two kids live.

According to the suspect’s sibling, Manaban underwent treatment in a mental institution the previous year.

On Saturday afternoon, August 27, Roger arrived at his mother's house in Barangay Bolocboloc, Sibulan. The next day,
the unthinkable happened, which in the words of Lamoco was "unheard of" in all his years of police work.

In a text message to Rappler, village chief Dennis Omoso said they could not confirm whether the suspect was a drug
user since it was only last Saturday when barangay officials of Bolocboloc saw Roger for the first time.

"We received an alarm call in our station at around 7 am and we went to the place of concern where we learned that the
crime had been committed possibly at around 6 am. We immediately collared the suspect, who was drenched in blood at
that time," recounted Lamoco in Bisaya language.

The suspect, after killing his mother, tried to flee and even tried to snatch a 2-year-old child as his hostage, but the
attempt was foiled due to the quick intervention by responding neighbors. Police said residents were alarmed seeing
Roger's body and face soaked in blood.

Upon checking Josefina's house, police found a lifeless woman, her body lying on the wooden floor with her clothes
removed, her innards splattered on the floor, and one of her eyes already gouged out, witnesses said.

An extrajudicial confession of the suspect, Lamoco said, revealed he had attempted to rape his own mother, then killed
her by stabbing and slicing her body and face multiple times.

"Murag ni siya nasudlon ug demonyo. Nagsalimuang kong moestorya. Dili consistent. Siga ug pula ang iyang mga mata
ug sige pangagot ang baba," said Lamoco of the suspect. (He seemed to have been possessed by a demon. He was
hallucinating when he talked. His statements were inconsistent. His eyes were bloody red, and he was acting as if he was
perpetually chewing something.)

Police said Josefina was laid to rest at the town's public cemetery Tuesday, as the people of Sibulan and neighboring
towns are still reeling from shock and disbelief.

Lomoco told Rappler that though Roger's kin had expressed wishes of seeing the suspect killed last Monday without
necessarily apprehending him, the police chief said they still have to abide by what the law says on arresting a crime

MANILA, Philippines – Three people died from stab wounds when a man attacked them inside a condominium
in Pasay City on Tuesay, August 29.

According to an ABS-CBN report, National Capital Region Police Office (NCRPO) Chief Director Oscar
Albayalde said a man killed his girlfriend in the Central Park condominium in Pasay City.

According to Albayalde, the suspect had a heated argument with his girlfriend, who was a massage attendant.
The attacks began on the 16th floor.

"At lahat ng dinaanan pagkatapos mag-away nilang mag-girlfriend ay pinagsasaksak niya," according to
Albayalde (And he stabbed everyone he came across after their argument.)

The unnamed suspect attacked two men along the way. The woman and the two men were declared dead on
arrival at the hospital.

The Department of Education strongly condemns the shooting of Kian Loyd Delos Santos, a Grade 11 student of Our
Lady of Lourdes Senior High School in Valenzuela, by elements of the Caloocan police.

The Department denounces all forms of violence against our students, teachers, and personnel.

DepEd supports the call for an impartial investigation of the incident. We also support President Duterte's directive
to uphold the rule of law, and to put to jail those who will be found responsible for the student's death.

While we acknowledge that law enforcement is an important aspect in the government's comprehensive efforts to
battle illegal drugs, ensuring accuracy of information and upholding the rule of law should not be compromised.

Making quality education accessible anytime, anywhere:
DepEd continues to expedite expansion of ALS

PASIG CITY, August 25, 2017–To provide caliber education to vulnerable groups and those not reached by formal
education that will help realize greater equity in human development outcomes, the Department of Education
(DepEd) is working expeditiously to continuously expand the coverage of the Alternative Learning System (ALS).

As a significant indicator of the Department’s push to intensify the program, DepEd has offered ALS programs to
8,703 drug surrenderees, 541 children in conflict with the law, 837 rebel returnees, and 16,572 laborers.

The Department has also rolled out the revised and enhanced ALS curriculum to ensure that knowledge and
competencies of ALS learners are aligned with K to 12, relevant, and up-to-date. The new curriculum is
demonstrated in content standards, performance standards, and learning competencies. It also describes the
minimum competency standards for learners as a substitute pathway of learning and certification similar to the
formal school system.

To ensure that the new curriculum will be executed accordingly, there will be massive capacity building activities for
teachers and ALS implementers.

ALS Program has also been established in countries where children of Filipino migrants have no access to formal
education. There are 100 volunteer teachers in Sabah who have been trained to facilitate the sessions with learners.

In addition, ALS enrollment in 2016 increased to 691,461, as compared with the 586,693 total enrollment in 2015.

Bangon Marawi
As part of its mandate, DepEd intends to bring ALS to displaced residents of Marawi to ensure education will
continue regardless of their circumstances.

The Department will offer ALS to out-of-school youth and adults from Marawi who are in evacuation centers or
resettlement areas. The intervention will include psychological first aid and peace education, on top of the regular
literacy program.

ALS, as defined in the Republic Act 9155, is a parallel learning system that provides a practical option to the existing
formal instruction. The program encompasses both non-formal and informal sources of knowledge and skills, in
compliance to the Duterte Administration’s thrust of accelerating human capital development through the execution
of inequality-reducing transformation (Pagbabago).
