2 Overview

2.1 Feature Introduction

2.1.1 ZWF21-04-045 Dynamic Adjustment of FACH Power

When RRC Connection Setup and Cell Update Confirm messages are transmitted on the
FACH, increasing the FACH power can improve the RRC connection establishment
success rate and the cell update success rate. However, increasing the FACH power
also increases the cell load, and it is unnecessary to increase the FACH power in some

scenarios. Therefore, Transmit Power Level in the FACH DATA FRAME can be used to
achieve different FACH power configurations for different scenarios.

This feature is controlled by a license. Authorization must be granted through the OMCR
before this feature is enabled.

3 Technical Description

3.1 ZWF21-04-045 Dynamic Adjustment of FACH Power

The power for transmitting PDUs (including the signaling RB and traffic RB) on the
FACH is determined by the following formula:

fachPduPower = MAX_FACH_Power + Transmit_Power_Level (3.3-1)

Where,

 MAX_FACH_Power refers to the MAX FACH Power configured in the COMMON


TRANSPORT CHANNEL SETUP REQUEST message. It is obtained from the
USccpch.maxFachPwr parameter.

 Transmit_Power_Level refers to the Transmit Power Level in the FACH DATA


FRAME, and it is the negative power offset relative to MAX_FACH_Power.

In order to improve the RRC connection establishment success rate and cell update
success rate in the area where the radio quality is poor, you can take the following
measures. When the cell load is normal, if the radio quality is poor during the
retransmission of RRC connection setup messages and cell update confirm
messages, the maximum FACH power is used to transmit the messages. In other cases,
the small FACH power can be used to transmit the messages. This principle considers
both system capacity and the RRC connection establishment success rate and cell
update success rate. In formula 3.3-1, the FACH power difference is reflected in the
Transmit Power Level configuration.

The configuration principle of the Transmit_Power_Level for different scenarios is as


follows:

When the URncFunction.fachPwrUpdSwi switch is off, the Transmit Power Level in


FACH DATA FRAME is 0.

And when the URncFunction.fachPwrUpdSwi switch is on, the Transmit Power Level in
FACH DATA FRAME is configured in accordance with the scenarios.. In this way,

different FACH power is used in different scenarios. Thereby, the FACH power is
different for different use cases. The details are described in the following table.

6 Engineering Guide

6.1 Application Scenario

1. The goal of the dynamic adjustment of the FACH power function is to increase the
RRC connection establishment success rate and the cell update success rate, so
USccpch.maxFachPwr (the maximum FACH power) needs to be changed to a large
value. However, this may increase the FACH power in some scenarios and
increase the downlink load of the cell. Therefore, this function is not applicable to
the cell with a high downlink load.

6.2 Feature Activation Procedure

This procedure describes how to locate the parameters related to this feature in the GUI.
The parameter values on the screenshots in the procedure are for reference only. Refer
to Chapter 4 for the recommended values of the related parameters.

In the configuration resource tree, open the Modify Area > Managed Element > UMTS
Logical Function Configuration interface and set the parameter “FACH Power
Adaptive Configuration Switch”, as shown in Figure 6-1.

In the configuration resource tree, open the Modify Area > Managed Element > UMTS
Logical Function Configuration interface and set the parameter “FACH Power
Adaptive Configuration Switch”, as shown in Figure 6-2.

In the configuration resource tree, open the Modify Area > Managed Element > UMTS
Logical Function Configuration > Channel Configuration >SCCPCH Configuration
interface and set the parameter “Maximum FACH Power”, “Power Offset Relative to
the Maximum FACH Power for Signalling” and “Power Offset Relative to the
Maximum FACH Power for Traffic”, as shown in Figure 6-3.

6.3 Feature Validation Procedure

2. Check "Transmit Power Level" in IUB FACH FP frame using RNLU
analysis tool.

6.5 Impact on the Network

i. The goal of the dynamic adjustment of the FACH power function is to increase
the RRC connection establishment success rate and the cell update success
rate, so USccpch.maxFachPwr (the maximum FACH power of the cell) is
changed to a large value. This may increase the FACH power in some
scenarios, and may cause the downlink load of the cell to increase.
