Background: In recent years, the world has witnessed new waves of violent extremism that have
taken the lives of many innocent people. Whether based on religious, ethnic or political grounds,
these extremist ideologies glorify the supremacy of a particular group, and oppose a more
tolerant and inclusive society. This points to two distinct but related challenges for
contemporary societies: the rise of violent extremism and its spread across national borders and
the governance of diverse and multi– cultural societies.
Research to date has highlighted a complex combination of drivers that can move individuals or
groups from a state of grievance to mobilization, often shaped closely by local and
contextualized dynamics that create a permissive environment for extremist groups. However,
these drivers are still poorly understood, with a vast array of explanations generally provided that
include: underemployment, marginalization, perceptions of injustice, human rights violations,
social– political exclusion, corruption and sustained mistreatment of certain groups.
International stakeholders in the field of preventing and countering violent extremism (P/CVE)
have indicated that there is an urgent need to develop a better evidence– base to inform
strategies, programs and policies for P/CVE which has been identified as a priority:
• As an Action Agenda item at the White House CVE Summit in February 2015
• In the UN Secretary– General 2015 Plan of Action to Prevent Violent Extremism
• Through UNDP’s Oslo Governance Centre’s (OGC) 2016 global meeting on “Preventing
Violent Extremism by Promoting Inclusive Development, Tolerance and Respect for
Diversity”
Conference: Hedayah and the United Nations Development Programme (UNDP) will host the
“Annual International Countering Violent Extremism Research Conference, 2016” in Mandarin
Oriental Hotel, Jakarta, Indonesia, from 6– 8 December 2016.

The first two CVE Research Conferences 2014 1 and 2015 2 were held in Abu Dhabi, United Arab
Emirates and the third one will be held in Indonesia, South East Asia.
Objectives: As the third annual event, the International CVE Research Conference 2016 aims to:
• Enhance a deeper understanding of P/CVE through the regional and thematic sessions
with a priority to be given to drivers of radicalization – factors that contribute to – and
protect against violent extremism, P/CVE initiatives, and lessons for policy and practice.
• Provide a platform for P/CVE researchers and network members of the Annual Research
Conference to meet and share the most current, up– to– date research and analysis of
P/CVE on an international scale
• Identify good practices, insights, and effective local solutions to VE
• Look for ways to turn research outcomes into practical policy and programme
recommendations for practitioners and policy makers building on a number of events
already hosted by Hedayah and UNDP.
Additional Partner Organizations: The Conference is organized and sponsored in part the
Australian Government, Coventry University, Edith Cowan University (ECU), Royal United Services
Institute (RUSI), Swansea University, UN Women, and Wahid Foundation.
Speakers: The conference will feature international researchers conducting current and
cutting– edge research related to violent extremism and countering violent extremism, to
include research on the drivers of radicalization and targeted responses to these drivers, factors
that protect against the influence of drivers of radicalization, and methods to build these
protective factors.

Deliverables: The conference will produce:
• An edited volume of essays from the speakers based on their presentations and
research 4.
• A brief of all policy, research and programming recommendations coming out of the
conference, demarcated by region and theme.
• A P/CVE research agenda, 2017– 2018 to identify and bridge existing knowledge and
research gaps to include methodological issues and potential specific research projects.
Chatham House Rule: The Conference will be conducted under Chatham House Rule: "When a
