1. PURPOSE
This Emergency Response Plan is developed and issued to manage unplanned events and
emergencies in an appropriate manner so as to ensure potential impact due to any emergency
that may arise during Construction phase of the PHADILI GAS PROGRAM (FGP) PROJECT
is reduced to as low as reasonably practicable level. The purpose is therefore to outline the
responsibilities and appropriate actions aiming to protect the people, asset and environment,
to limit the consequences of and recover from an emergency should it occur.
This document is issued following the all applicable statutory laws and regulations, COMPANY
Corporate and Project requirements and CONTRACTOR requirements. The present
Emergency Response Plan must be understood as part of the global Construction
Environmental Plan.
NOTE. This revision shall be updated and completed when activities start and the specific
CONTRACTOR team and necessary resources are assigned to the site so as to include
names, phone numbers, plot plan muster points established, etc. as per 10040-00-091-PD-
0009-att01
2. SCOPE
This document covers all possible emergency situations due to CONTRACTOR and its
SUBCONTRACTORS activities that may occur in the FADHILI GAS PROGRAM (FGP)
PROJECT Construction Site, laydown areas, warehouse and temporary facilities where
CONTRACTOR’s scope of work activities are to be performed. It applies to all workers,
management personnel, third parties or visitors entering the site.
It also takes into consideration the possible emergency situations arisen because of the
neighbor construction activities on other contractors at FGP and the emergency situations
which the FGP construction site may cause to them.

3.1. DEFINITIONS

EMERGENCY CONTROL The location where the Incident Manager and Support
CENTER Staff assemble in response to an emergency or disaster.
It is the central location for monitoring incident site
response.

4. DEVELOPMENT
This Emergency Response Plan shall be reviewed, updated and distributed to all concerned
parties on a periodic basis and whenever any change, modification, new instructions or new
requirements occur (such as changes of muster points, emergency response team members,
etc).
This Plan will be performed in coordination with SAPO. SAPO will review this Construction
Emergency Response Plan prior to the start of work.
The main objective of this Plan is to ensure an emergency is dealt with in an efficient and
effective manner by means of:
Ensuring that everyone is able to respond should any emergency situation take
place.
Minimizing the risk posed to personnel, environment and equipment.
Mitigation of environmental impacts of an emergency.
Restoring the site and its activities to a normal state as soon as possible after the
emergency.
Monitoring and rehabilitation of affected environments.

He shall be designated in writing as Incident Manager. His main responsibilities regarding this
Emergency Response Plan shall be:
• Support and ensure correct implementation and follow up of the procedure at FGP
PROJECT site area.
• Ensure the site organization is always prepared to handle an emergency.
• Ensure all necessary means and resources for emergency communications are
provided, available and in good working condition.
• Reviews the situation with the assistance of Incident Commander regarding the
implementation of this Plan.
• As part of Incident Management, together with CONTRACTOR Incident
Commander and SUBCONTRACTORS representatives will designate the
Emergency Response Action Team.
• Act as Incident Manager.
He will be appointed as Deputy Incident Manager and his main responsibilities regarding this
Emergency Response Plan shall be:
• As part of Incident Management, to be in charge of the communication with
COMPANY as required. Construction Manager shall be informed exclusively by
field personnel belonging to CONTRACTOR organization, in order to avoid
crossed information especially in the early stages of the emergency.
• To assist Site Manager to all possible actions in order to ensure effective
coordination between all involved parties.
• To facilitate all drill performance as required.

• Lead and coordinate the site Emergency Response Team and Firefighting Team
regarding its area and its workers; organize training and collaborate in any
emergency drill mock activities.
4.2.5. Employees
In the event of emergency, the ERT shall take the position to:
• Identify the emergency

Emergency Response Team will immediately respond to all emergencies and assist in dealing
with the situation without putting their own lives at risk as described above.
The Emergency Response Team will also receive training in emergency situations pertaining
to the project status and the proper handling thereof.
The Emergency Monitoring Room shall be represented by Incident Manager, Deputy Incident
Manager and Incident Commander.
They will designate, assign and properly train to ensure any emergency will be dealt with in
the most effective manner.
Incident Management shall be responsible to review the situation and accordingly issuing the
instructions to:
• To evaluate the level and nature of the emergency situation.
• Control the damage to life, property & environment.
• Deployment of emergency medical support.
• Deciding upon the deployment of external agencies and resources.
• Coordination with legal agencies and media and SAPO.

For taking action during the emergency situation personnel from SUBCONTRACTOR shall be
allocated as member of Emergency Response Action Team. Depending upon the
requirements to provide coverage and active support area wise teams shall be built to provide
coverage and support during day as well as night shift.
Such team shall rush to the accident location upon receiving information or after emergency
evacuation alarm and work under the Emergency. A chart representing such incident
management organization is provided in the 10040-00-091-PD-0009-att02.
This Plan addresses how to proceed and how CONTRACTOR shall deal with any of the
following unplanned events in case they take place:
Fire and/or explosion on site
Accident on site (medical evacuation)
Chemical spills and/or unplanned releases

The severity of the above specified emergencies shall be identified as per the following
guidelines:
• Tier 3 (Minor Emergency) shall require action from the location or area Emergency Response
Action Team.
• Tier 2 (Major Emergency) shall require action from complete emergency response
organization to mobilize along with incident management to take the command as specified in
section 5.5 of this document. Some support like emergency rescue and firefighting from SAPO
might be required in this type of emergency.
• Tier 1 (Catastrophic Emergency) shall require action and resources from SAPO,
CONTRACTOR and SUBCONTRACTORS as well as outside agencies like Fire Brigade &
rescue, Police & Army and support from local/ Regional/ National level authorities.
In the event that an onsite emergency might affect other construction sites inside the FGP
PROJECT, CONTRACTOR will promptly notify this situation to SAPO in order to have them
coordinate communication between involved parts and to be able to activate the COMPANY
Emergency Response Plan. CONTRACTOR and its personnel shall then be available and
collaborate in anything as required.
GENERAL ACTIONS
Upon receiving notification of the emergency, CONTRACTOR HSE Manager, as the designed
Incident Commander shall:
• Constitute the Emergency Response Team.
• Establish no radio communications shall be used except for emergency response
purposes.
In order to ensure the appropriate actions are taken and the emergency dealt with in the best
possible way, ERT shall try to find out, as soon as possible just after the emergency has been
called out, the following information:
• Potential effects that may happen due to the incident.

Ensure that any risk to the public and surrounding environment is as low as reasonably
practicable and complies with acceptable standards.
If an emergency event occurs:
• Contain emissions that may lead to environmental or public harm during an
emergency.
• Mitigate the environmental or public health impacts of an emergency.
• Monitor and rehabilitate affected environments subsequent to an emergency
event.
All workers shall be properly trained and, therefore, in case of emergency they will be expected
to be able to do the following:
- If you are the first person to identify and emergency situation, raise the alarm by
reporting the emergency.
- Do not panic. Keep calm.
- Deal with the emergency if it is safe to do so.
- Remember your safety comes first.
- Proceed to evacuate the area following the Incident Manager instructions when
necessary.
- Where the assembly areas are located and when to use which.
- Who are the designed workers that compose the ERT.
- Never ignore an emergency alarm.

CONTRACTOR will coordinate with outside emergency support groups (off-site Saudi Aramco
organizations, government agencies, etc.) to ensure proper levels of support are available
when needed.
a. Tier 3: Fire contained to CONTRACTOR site or facilities and not spreading to adjacent sites
or facilities. Such fire shall be controlled by the CONTRACTOR Emergency Response Action
Team.
c. Tier 1: Fire out the limits of local and spreading easily to other sites and facilities. Shall be
considered as to be of high level and will require support from outside emergency agencies
like Fire Brigade, such fires shall be handled by SAPO. A full evacuation shall be required.
Whenever a fire is seen by a worker, management team, visitor or any other people, the
following shall be done:
• The witness shall report to his immediate Supervisor who will activate this
Emergency Response Plan.
• COMPANY shall be notified by CONTRACTOR Incident Manager of such event.
• Supervisor shall immediately notify CONTRACTOR Incident Manager and Incident
Commander who will raise the local “stop work alarm” with manual megaphone or
any other available mean on the zone and onsite fire team shall mobilize to the
location so as to fight the fire using the equipment available at the scene.
• All work permits in that area are cancelled and become invalid.
• Inform/evacuate everybody working in the nearest vicinity to safe area if
necessary.
• First witness may try to deal with the fire by fighting and containing it if properly
trained and it’s safe to do so using immediate resources (using the fire extinguisher
present on the area). Do not attempt to extinguish gas fires. ALWAYS REMEMBER
YOUR OWN SAFETY COMES FIRST.
• Evacuation of the zone and use of additional emergency response resources will
be evaluated and used as deemed necessary (equipment and personnel).

• Monitor the affected area looking for residual potential fires prior to ensuring all fire
threats have disappeared.
• Complete suffocation of the fire.
• Depending on the Emergency Marshal assessment, if the fire rises or seems to
potentially become uncontrollable, we will communicate SAPO.
• Once the fire has been completely extinguished and the all clear signal has been
given, all personnel at the muster points may return to the site to work safely.
Smoke and particle emissions to the atmosphere due to the fire are not likely to be controlled
but environmental management of this kind of emergency situation shall involve:
• Containing the fire to a limited area.
• Prompt suffocation of the fire so as to minimize air emissions and air quality
contamination. 4
• Adequate disposal of the waste generated during the fire.
• Monitoring of the impact to avoid further negative effects.
• Remediate and/or rehabilitate the affected area.
• Ensure the decontamination of the area.
Once the work and activities have been restored, CONTRACTOR shall issue a report as per
section 5.8 and disseminate information for avoiding re-occurrence.
On seeing an accident happen or a person unconscious or lying on the ground injured, assess
the situation and proceed according with the following steps:
• Raise the alarm immediately by informing your supervisor to activate this
Emergency Response Plan.
• CONTRACTOR shall be notified just after the medical services so that they can
secure the area in order to avoid evidence from being modified or destroyed.
• Do not approach or touch the injured person without considering the presence of
toxic gases or harmful chemical or electrical power cables nearby.
• Do not attempt to move injured person unless they are exposed to increased
danger by keeping them in the affected area (possible neck or back injury).
• Remove the injured person from any immediate danger whilst maintaining your
own safety.

• Make every effort to make the injured person safe and comfortable until medical
help arrives at the scene.
• In case, personnel require rescue from heights, crane and man basket might be
required to be mobilized
• Administer first aid if you are trained and certified to do so, otherwise wait to
Emergency Response Action Team.
• After assessing the situation, medical personnel will evaluate the severity and
decide if the patient requires to be evacuated to Hospital or not. An ambulance
with driver is foreseen for this transportation.
• In the event of multiple injuries, COMPANY shall be immediately informed and
emergency shall be executed under the direction of the senior medical personnel
present.
Once the event is under control and/or finished, report the emergency as per section 5.10 of
this ERP.
If the situation is while working at heights, heavy/lifting equipment will be placed and available
to provide support to the emergency response and rescue.
In the event of an medical emergency that may require transport by air, a call should be made
by the Incident Commander / Manager to the Area Medical Service Organization Health care
provider using the “110” line. Contact COMPANY for any additional support and follow the
procedure for this case (GI 13.21.015).
Any spill or release, both of hazardous and/or non-hazardous material shall be immediately
reported and controlled by following these steps in order to minimize environmental impact:
• The witness shall report the spill or release to his CONTRACTOR Supervisor who
shall activate this Emergency Response Plan.
• Isolate the source as soon as possible and contain affected area immediately.
Remember the chemical should be dealt with appropriately as recommended in
MSDS.
• Inform/evacuate everybody working in the nearest vicinity to safe area if required.
• Stop all hot work and cancel all work permits in that area.
• Proceed to the nearest muster points as directed by the Incident Manager and wait
for further instructions.
• In dealing with the spill or release use proper PPE as required.
• Use only non-sparking tools and equipment for dealing with the emergency if it is
flammable environment.

• Dig trench down bottom of spill to intercept polluting into ground water. Place
absorbent material in trench.
• Dispose of contaminated material in heavy duty labelled plastic bags (sacks) and
arrange for disposal to suitable licensed site.
• Report incident following standard incident notification procedure.
• Compile an incident report.
• Fill the open trench and compact the surface gradually with proper soil.

section 5.8 and disseminate information for avoiding re-occurrence.

• Issue a report as per section 5.8 and disseminate information for avoiding re-
occurrence and enforcing traffic safety awareness.
Any Incident or Emergency involving Cranes the following reporting system and means shall
be take into account:
• Witness or involved driver shall inform its Supervisor.
• If there is an injured person, proceed as per section 5.3.2 of this ERP.
• Impact shall be promptly assessed for further action.
• Security and Fire Commander shall be informed in order to proceed with the proper
traffic management and post the signs needed.
• The area shall remain closed and any person inside the area shall be immediately
evacuated.
• Monitor for additional impacts or effect prior to considering the emergency finished.
• Remediate and rehabilitate the affected area by cleaning all residual bits or
products.
• Investigate the incident for root causes and report issuance.
• Issue a report as per section 5.8 and disseminate information for avoiding re-
occurrence and enforcing traffic safety awareness.
If an emergency arises from the neighboring construction sites and that might affect the
CONTRACTOR’s site area or facilities, COMPANY shall command this emergency situation
and CONTRACTOR and its SUBCONTRACTORS’ personnel will follow all instructions given
at every moment, providing any kind of help as required.
In case an evacuation is needed, section 5.7 of this Emergency Evacuation Plan shall be
followed unless otherwise indicated.
Once the work and activities have been restored after the “all-clear” signal CONTRACTOR
shall issue a report as per section 5.8 and disseminate information to avoid re-occurrence.

KSA is frequently exposed to strong wind and sand storms that cannot be prevented but
because they are expected mitigation measures can be applied.
One the adverse weather condition is announced, the following shall be done:
Stop the work, especially those in elevation and lifting
Make sure your workplace is left tidy and secure.
Disconnect any electrical tool.
Do not leave loose tools or materials, especially at height.
Proceed to TF and a secure place. Ensure that the windows and doors are
properly closed / locked.
Avoid the opening of windows.
Follow instructions announced.
Do not leave TF until you are told it is safe to do so.
In case of strong wind and/or sand storm occurs, the Incident Commander shall ensure that
all announcements made are followed by all persons in the area.

Watch out for related weather dangers: Ideal dust storm conditions are also perfect
conditions for thunderstorms. Lightning and heavy rains often accompany a dust
storm. Watch for flash floods and take precautions as you would in any
thunderstorm.
Anyone who identifies witnesses or is the first person to see an emergency scenario shall
proceed to immediately report it to its supervisor by using the established means (radio channel
or mobile phone numbers).
In reporting the emergency event, be as precise as possible and make sure you provide, at
least, the following information in a clear and understandable way:
Caller’s name, badge number and location
Contact details: Telephone number you are calling from, if available
Exact location of the emergency scenario (e.g. plant, building or house number).
Nature of the emergency (e.g., fire, explosion or gas release).
Type of service required.
Whether or not there are people injured or affected.
Number of people injured or affected.
Repeat the message if asked to do so.
The responsible person for receiving the message shall acknowledge receipt and confirm
understanding of the emergency message before hanging up the phone or finishing radio
communication. If possible, post a lookout to direct the ambulance, fire truck, helicopter or
other response vehicle to the right location.
REMEMBER:
Only attempt to deal with the emergency if you are properly trained to do so.

Emergency Response Team and, in particular, Incident Commander shall ensure that, during
the emergency, instructions are clearly understood and are complied with so as not to pose
additional risks during the course of the emergency situation management.
Keep your communications simple.
One message at a time, simply and directly stated, is more likely to be heard and
understood.
Use specific language to explain what you mean so that you leave no room for
misinterpretation.
Promote face-to-face communication wherever feasible to ensure receiver of
information clearly understands message and no additional risks appear.

Emergency Assembly Areas (muster points) may be different depending on the kind of
emergency or the weather conditions.
The location of the assembly areas will be known by all workers and plot plans identifying them
shall be posted where visible throughout the site.
In addition to this, some Muster Points will be placed for construction site, laydown areas,
warehouse and TF, this muster point will be establish and reorganized according to the
evolution of the construction phase.
All assembly areas and muster points shall be kept clear and visible at all times. Changes to
the location of assembly areas will be made as necessary in line with findings from drill
practices or changing construction activities’ requirements.
All personnel shall stay in the Emergency Assembly Area and must observe the following:
1. Smoking is prohibited in the Emergency Assembly Area.
2. Follow instructions or advice from the Incident Commander.
3. Stay alert and pay attention to the instructions from the Incident Commander.
4. Wear PPEs at all times (including evacuation masks as requested).
5. Observe silence at all times.
6. Stay calm.
To guarantee that every person is evacuated during the emergency situation, the Management
must ensure that all personnel registered as being in the area are accounted for, which
includes visitors, delivery personnel, vendors, etc. (not only workers or supervisors).
The Muster Point Coordinator is the designed personnel responsible for the proper head count
of all staff.
SUBCONTRACTORS will be responsible for the accounting of all their personnel and that of
their Vendors and Suppliers. Their report has to be collected by a Muster Point Coordinator to
be nominated for each SUBCONTRACTOR and who will pass all input figures to the
SUBCONTRACTOR HSE Manager for revision against security system data.

In the event that a missing person is identified through the head count process at the muster
points, the concerned supervisor shall undertake the following steps:
• Identify the missing person.
• Identify the missing person work group team leader.
• Ascertain the activity of the missing person.
• Determine the location of the missing person immediately prior to the emergency
evacuation requirement.
• Notify Incident Manager who shall inform COMPANY when clear determination of
the location and condition of the missing person is made.
Once the ERT has made sure the emergency is completely over and there is no risk, the
Emergency Marshal shall state the end of the situation and the “all clear” sound or signal shall
be given.
When the “all clear” signal is given the emergency will be considered controlled and therefore
the site area safe to resume interrupted activities. Only then workers will be allowed to go back
to the work areas or the offices and to continue with the work that was being performed at the
moment when the alarm sound.
In order to ensure normal activity starts in safe working conditions, the following issues must
be observed:
1. Walk calmly back to the work areas or offices.
2. Inspect any equipment or work area that may have been altered prior to re-commencing
works.
3. Take into account new work permits will be required to be issued.
4. Pay attention and stay alert: new instructions might be given.

investigation or while working at the occurrence site during a recovery operation and shall take
necessary precautions to stay safe every moment.

The success of emergency response action relies upon having available all necessary human
and material resources. Human resources are those described in section 5.2 Organization:
Roles and Responsibilities. Material necessary resources will be therefore put in place and
provided by CONTRACTOR and its SUBCONTRACTORS, as well as maintained and
inspected as required.
CONTRACTOR will install a proper emergency notification system and alarm(s), which shall
include prompt activation of emergency response personnel. CONTRACTOR will periodically
conduct emergency response drills as specifies in chapter 4.11 “Drills” of this document.
During construction activities, temporary firefighting system will be running supplied from water
tanks and so temporary resources shall be available by placing fire extinguishers wherever a
potential fire may start, such as: hot works, equipment and tools ran by engines, fuel storing
areas, painting storing areas, all SUBCONTRACTORS containers and warehouses, TF and,
in general, fire extinguishers shall be spread all around the site construction area, temporary
facilities and camp area.
These extinguishers shall be located, maintained and inspected as per applicable Saudi
Aramco standards, statutory regulations and according to the equipment inspection program
described in CSSP
Posters and signs warning of fire potential risk, hot works areas and fuel storing areas shall be
posted and installed wherever required. Additionally, awareness campaigns will be promoted
and carried out on a continuous basis.
CONTRACTOR and its SUBCONTRACTOR shall provide fully equipped medical facilities with
and approved doctor and male nurse. In both Site and Camp, these facilities shall be available
at during the work shifts at site. Also ambulance will be provided.
Trained/certified first aider shall be as part of the site workforce on a ratio of 1 every 25
employee. In order to cover any emergency meanwhile ambulance and doctor arrive to the
area.
In case of any incident occurs while working at heights, any of the cranes that are near the
working area will be mobilized to be use as part of the rescue equipment in order to proceed
to evacuate the injured person. Heavy equipment could be used for emergency response, but
always taking all necessary safety measures to perform the rescue.

Chemical spills will be dealt with by appropriate personnel using the specific spill kits located
in different stations at site areas as deemed necessary. Specific chemicals storing areas and
vehicles transporting hazardous chemicals shall be provided with spill kits as defined. All these
areas and kits shall be properly identified and signalized and will be maintained and inspected
on a regular basis to ensure effectiveness of the kit at any time.
The above described resources together with a well-trained and organized ERT and
appropriate basic training to all workers shall be the key to achieve emergency response
success. This training shall include first aid, firefighting and spill management as a minimum
CONTRACTOR shall have the following equipment and materials to deal with the spillage of
polluting material:
a) Absorbent pats
b) Absorbent material
c) Sand Bags
d) Large heavy duty plastic bags
e) Several empty drums (210 litres)
d) Appropriate Personal Protective Equipment (the PPE should be the one mentioned in the
MSDS) and tools.
Rapid and accurate communications are essential for effective emergency response. Factors
affecting clear communications include:
• Communications system and equipment will be available for site personnel and
support operations during an emergency.
4.10. Training
All workers and management involved in the PROJECT will be made aware of this Plan by
means of appropriate training sessions organized and promoted by CONTRACTOR Incident
Commander as part of the site HSE Training Program. Visitors, Vendors and Suppliers shall
also be made aware of the basics of this Emergency Response Plan so that they are able to
react properly should an emergency happen while they are in the site.
CONTRACTOR shall ensure that appropriate emergency planning and training is carried out
for all phases of the project. The main steps to be followed in case an emergency arises shall
be included in the HSE Induction training session for new employees, specific courses and
refreshing sessions as deemed necessary.

ERT members including fire-fighters and first aiders will undertake an additional specific
training course and specialized sessions. Periodic drills shall be conducted to determine the
effectiveness of the training and alertness of the employees on site.
CONTRACTOR shall also acquaint all employees with any relevant local existing
arrangements for dealing with any emergency situations. A copy of main emergency response
instructions shall be posted in different locations across the site where they shall be clearly
visible (i.e. site offices, canteen facilities, first aid station, changing rooms).
4.11. Drills
Regular drills shall be conducted to verify the effectiveness of the Emergency Response Plan,
the alertness of ERT and workers and to train personnel to execute emergency procedures.
At least 6 drills per year will be performed.
These scheduled drills may be global or partial, related to any of the different scenarios (local
fire, accident, spill, partial evacuation, etc.) so that potential emergencies are mocked in order
to identify possible breaches. A detailed analysis of drill results and findings will lead to
identifying preventive and corrective measures to avoid real emergency situations’ effects.
There shall be written reports of these drills carried out by CONTRACTOR’s site rescue teams
and findings will be discussed and solved during HSE Meetings.
Any incident leading to an emergency response action of any kind shall be reported and
summarized in a formal Emergency Incident Report which shall provide as much information
as necessary to ensure full understanding of what happened. This report is the result of an
investigation carried out to find and identify the root causes of the emergency so as to
implement preventive and corrective measures and to solve existing deviations or breaches to
avoid reoccurrence.

This report shall be disseminated amongst the workforce and all management levels so as to
ensure lessons learned and measures to prevent reoccurrence are known and implemented
by all involved personnel.
This report will be provided to COMPANY for information and if required will be send to local
Government depending on the case and upon request.
