CALL FOR PROPOSALS

2018

Rationale

The Agricultural Training Institute, as the overall orchestrator of the National Extension
System for Agriculture and Fisheries (NESAF), recognizes the crucial role of extension
pillars (LGUs, NGAs and the Private Sector) in the development of the agriculture and
fisheries sector in the countryside. Faced with limited resources, these extension pillars
need the support of the Department of Agriculture to effectively and efficiently deliver the
extension interventions desired by the clients. With this program, the ATI shall expand its
services and provide catalytic finance or grants for the proposed extension
programs/projects/activities for priority areas in the provinces and municipalities.

As one of the key support system in the agriculture and fisheries sector, the adequate
provision of extension services will enable multitudes of clients (extension workers,
farmers, fisher folks, value chain actors and the marginalized sector) to be capacitated in
various subject matters (adoption of technologies and practices that promote productivity,
climate change and disaster risk & management, entrepreneurial and marketing schemes,
among others). As a result, this will empower clients to be competent and productive in
their communities.

Goals

The program supports the present administration thrust of expanding economic

opportunities in the AFE sector and increasing access to economic opportunities by small
farmers and fisher folk.

Scope

The program shall cover grants that would directly benefit farmers and fisher folk,
specifically interventions that will increase production and productivity. The skills and
competencies of primary clientele shall be geared towards increasing productivity through
the use of high-yielding seeds, better crop and postharvest handling, diversification and
value-adding.
