A RESOLUTION
approving Resolution No. 2 of Santa Rosa City Disaster Risk Reduction and Management council
(SRCDRRMC) - A Resolution recommending the approval of the realignment, release and utilization
of the unexpected balances of the Local Disaster Risk Reduction and Management Fund
(LDRRMF)''and authority to disburse expense sourced from the reprogrammed/re-aligned project
activities from maintenance and other operating expense and capital outlays of the 2013 Annual
Investment Plan ( LDRRMF of SRCDRRMC) in the amount of FORTY-ONE MILLION THREE
HUNDRED TWENTY-SEVEN THOUSAND EIGHT HUNDRED SIXTY-FIVE & 36/100 (P41,327,865.36)
for the projects and activities listed in the SRCDRRMC Resolution, herein attached as ANNEX "N".

A RESOLUTION RECOMMENDING THE APPROVAL OF THE REALIGNMENT,

RELEASE AND UTILIZATION OF THE UNEXPENDED BALANCES OF THE LOCAL
DISASTER RISK REDUCTION AND MANAGEMENT FUND (LDRRMF)

WHEREAS, there are an unexpended balances in the amount of

Php36,889,866.32 from the Local Disaster Risk Reduction and Management Fund
(LDRRMF) of the City of Santa Rosa for the fiscal year 2011 and 2012 covering some
projects and activities that are no longer necessary for purposes of supporting the
disaster risk reduction and management programs and activities of the Santa Rosa City
Disaster Risk Reduction and Management Council (SRCDRRMC);

WHEREAS, after the occurrence of successive calamities that hit and devastated
the City, some projects and activities in the amount of Php4,500,000.00 under the 2013
Annual Investment Plan should be reprogrammed and realigned to fully achieve the
disaster risk reduction and management programs and activities of the SRCDRRMC,
such as:

WHEREAS, Republic Act No. 10121 (Philippine Disaster Risk Reduction and
Management Act of 2010) provides that the unexpended LDRRMF shall accrue to a
special trust fund solely for the purpose of supporting disaster risk reduction and
management activities of the LDRRMC within the next five (5) years;

WHEREAS, the Joint Memorandum Circular No. 201 3-1 dated March 25, 2013 of
the National Disaster Risk Reduction and Management Council (NDRRMC),
Department of Budget and Management (DBM), and Department of Interior and Local
Government (DILG) provides that the unexpended balances of the LDRRMF may be
released and utilized for new expenditure items upon submission of a revised Annual
Investment Plan (AIP) as approved by the local sanggunian and Local Chief Executive ,j

(LCE) upon recommendation of the LDRRMC in accordance with the approved Local
( Disaster Risk Reduction and Management Plan (LDRRMP)

~ WHEREFORE, be it RESOLVED as it is hereby RESOLVED that the above-cited

unexpended balances in the total amount of Php36,889,866.32 of the LDRRMF fqr the
fiscal year 2011 and 2012 shall be recommended for realignment for the fo}k,wing

(Php41,327,865.36) from the Local Disaster Risk Reduction and Management Fund
(LDRRMF) of the City of Santa Rosa for the fiscal year 2011, 2012 and 2013 be
recommended for release and utilization as hereto proposed in accordance with the
approved Local Disaster Risk Reduction and Management Plan (LDRRMP) of the Ci
of Santa Rosa in order to carry out all the projects and activities hereto stated.

RESOLVED, FINALLY, that this Resolution will take effect immediately upon
passage. The provisions of this Resolution shall be severable, and if any portion is
declared by a court of competent jurisdiction to be contrary to the laws and the
Constitutions of the Republic of the Philippines, the validity of the remainder of this
Resolution shall not be affected thereby.
