Dear Friends,

The warm breezes, white sandy beaches and incredible blue waters of
one of the world’s most famous resort, is beckoning all of the Kata Judo
athletes of the world to celebrate the “Festival de Judo 2018” in no other
than Cancun, Mexico.

Cancun is located in the Yucatán Peninsula in the Mexican state of
IJF President
Quintana Roo, with waters of the Caribbean washing its shores. This part
@MariusVizer of Mexico is known throughout the world as the “Riviera Maya”. In pre-
Colombian times this region was the capital of the ancient Maya culture.

Also located in this region of Cancun is the Great Mayan Barrier Reef,
which is the second largest coral reef in the world after the Australian’s
Great Barrier Reef.

Cancun is home to three of the largest underwater cave systems in the


world, and they are all in the Riviera Maya area. All of these once in a
life time experience plus a great Judo competition is waiting for you this
October.

On behalf of the Mexican Judo Federation, and the Panamerican Judo


Confederation, we welcome you to the Kata and the 10th Edition of the
Veterans World Championships, Cancun 2018.

For the Mexican Judo Federation it is critical that our Continent and our
country host high performance events.

Manuel I thank the International Judo Federation for the trust to host these two events
Larrañaga in Mexico and the Americas.

5. ACCOMMODATION
The organizers of the IJF Kata World Judo Championships have secured rooms in one of the most
iconic hotels on the beaches of Cancun. The Iberostar is a are 5 Star hotel that offers all of the
participating Judokas the unique experience of walking from their hotel room to the competition venue,
while placing just a few meters from the world class beaches of Cancun, and exotic pools in an All-
Inclusive hotel setting.

Just imagine; once you check in, all that you eat, or drink (be it alcoholic or non-alcoholic beverage) is
free as part of the All-Inclusive rate – you will be able to eat in different restaurants featuring world cuisine
within the hotel complex at no extra cost! It is all included in the price of the hotel– no hidden cost and
you know upfront all of your room and meals cost during your stay! It is also important to note that even
the mini-bar refreshments, found inside your hotel room is included in the concept of “All Inclusive” rate.

Hotel reservations price after September 14, 2018, will be subject to hotels rates (not the group rates).

** For early morning arrivals, it is suggested that you book one night before the arrival date for the room
to be available upon arrival; otherwise you may only check in at 15:00 hour.

Up to two children 0–2 years old on complimentary basis sharing a room with their parents. For 13 year
old and over, the adult rate will apply. All children under 12 must share a room with two adults to receive
the children rate, $80.00 USD per night.

Illness, injuries or visa problems are not valid reasons for the cancelation of rooms.

Any room damages or extra charges (laundry, room service fee) are the guest responsibility.

Reservations will not be accepted by the hotel directly. You must reserve your rooms through the event
organizers to guarantee availability and rates as quoted.

Please make your reservation. Rooms at the hotel are limited so make your reservations early.
Reservations will be confirmed on a first-come-first served basis.

Rooms cancelations cannot be made at check-in. All reservations are non-refundable.

HOTEL IBEROSTAR
This will be the Championships headquarter hotel where registration and the competition venue is
located. This hotel is an All Inclusive 5 star hotel and is located just 14.9 kilometers from the airport
(approx. 17 minute drive).

ACCOMMODATION PAYMENT
Accommodation payment of 50% must be paid as soon as the reservation is confirmed. The balance of
50% must be paid no later than September 14, 2018.
Use Form 1(attached) to reserve rooms.
All wire transfer payments must be received and acknowledged by the organizers before September 14,
2018. Otherwise, the payment should be in cash upon arrival.
Warning: NO service will be provided by the organizers for delegations/participants
who do not book through the organizers and stay at the official hotel property. Delegations/participants
who do not stay at the official hotel must provide a contact telephone number for transmitting all
important information.

6. INSURANCE
Each National Federation is responsible for its competitors (the control of non-pregnancy as
well as the gender control are placed under the responsibility of the National Federations)
and must assume all responsibility for accident and health insurance as well as the civil
liabilities for their competitors and officials, during the World Kata Championship.

The organizer of the competition and the IJF will not be responsible for any insurance
related to the above mentioned matters. Nevertheless the National Judo Federation
staging the World Kata Championship shall take all necessary actions to provide
insurance coverage against civil liability for the entire duration.

The organizer of the competition and the IJF has no liability for any claims of injury, illness
or death arising out of the participation and traveling in connection with these events.

7. PARTICIPATION
The competitors must be of the same nationality as the country, which enters them. Competitors
who have double nationality can only represent 1 participating Nation. When a competitor
changes nationality, they must wait 3 years before they can represent the new country, unless the
two countries concerned (the old country and the new country) agree to authorize their entry for
the new nationality and this is accepted by the IJF (According to the Olympic charter Art. 42).

Each Federation may enter in the competition a maximum of 10 teams and a maximum
of 3 teams in a Kata per age category. The competitors can only participate in one Kata.
Participants are to be minimum 16 years of age during 2018 (born in 2002 or before). They
shall have a minimum of 1st Dan. Teams may be formed of either 2 males, 2 females, or a
male and a female. Each Kata will be divided in 2 age categories according to the age of
Tori. The age of Uke has no restrictions (min 16 years).

For each Kata, there will be a two World Championships; one for 35 years of age and under
(from 16 years of age, born in 2002, to 35 years of age included, born in 1983) and one for
over 35 years of age (born before 1983).

NOTE: Replacements for coaches or officials who are registered will be allowed. Competitors
will only be allowed a replacement if there is an injury.

9. ACCREDITATION
THE NEW IJF REGISTRATION SYSTEM “JUDOBASE” WILL BE USED TO GENERATE
THE LIST OF INSCRIBED COMPETITORS.

The control of entries and issuing of accreditation cards will take place at Hotel Iberostar
October 13th and 14th, 2018.

At least one team official must attend to confirm the entries of all athletes and officials with
his/her signature.

A delayed appearance or no-show at control of entries may result in the exclusion of all
participants from the draw and the event.

In case of unforeseen delay of arrival, the Federation/participant must immediately contact


the organizer.

An accreditation card will be issued to competitors, officials, judges and media. This
accreditation card should be carried at all times. Passports or photocopy of passports from
all competitors must be available on request.

a) 1 – 3 Pairs: 5 officials
b) 4 – 7 Pairs: 10 officials

10. PARTICIPATION FEE


$135.00 USD per athlete

Final Entry (entry by names): registration must be provided to the Organizer no later than
September 14th, 2018. Please use Form 5 for registration.

All entry fees are non-refundable.

Delegations/participants/coaches/officials missing the registration deadline will not be allowed to


participate. No exceptions will be made.

12. COMPETITION RULES


The official Kata competition recognized for these championships, will be
• Nage-no-Kata; • Katame-no-Kata; • Ju-no-Kata
• Kime-no-Kata; • Kodokan-Goshin Jutsu;

The IJF Kata Competition Rules will be used to judge the Kata with reference also to the official
Kodokan Kata video.

Competition Formula:
There will be two World Championship held:
1) Category 1 for ages 35 years old and under (based on tori’s age)
2) Category 2 for ages over 35 years old (based on tori’s age)

Each Kata will be divided in two groups per category (as above): the top three couples with the
maximum points from each group (that is 6 pairs for each Kata) will compete in the finals.
Three or four mats will be used for the preliminary round and three mats for the final.

If the number of pairs is less than 10, there will be only one group: the top 6 couples of the group
will compete in the final. For each Kata the couple with the maximum points will be awarded the
gold medal, the couple with the second maximum points will be awarded the silver medal; and
the third, the bronze medal. The other finalists will be awarded with a certificate.

Point System
There will be five judges who will award points on the official IJF scoring sheet. For each
technique the total score of three judges will be totaled to produce the final score: the maximum
score and the minimum score for each technique will be cancelled. The total score of the whole
Kata will be the sum of the score totaled by the five judges.

The evaluation of every technique of Kata has to consider the principle and the opportunity of
execution: the evaluation (included the open and close ceremony) has to be comprehensive.

Definition of mistakes:
• Forgotten technique
An omitted technique will score zero and in addition the total final score of the Kata couple will be
halved. If more than one technique is forgotten the score for that technique will also be zero but
the total final score for the couple will not be halved again. Finally, if the halved total final score is
not a whole number then the score will be rounded up.

• Big mistake
When the execution of the principle is incorrect (5 points are deducted and the maximum number
of crosses is 1).

• Medium Mistake
When one or more elements of the principle are not applied in the correct way (3 points are
deducted and the maximum number of crosses is 1).

• Small mistake
Imperfection in the application of the technique (1 point is deducted and the maximum number of
crosses is 2).

The total score for each technique can be increased or decreased by 0,5 point adding in the
column of the “correction value” a “ + ” or a “ - “.

For every technique without a big mistake the minimum score has to be 4, 5.

In the Nage no Kata, right and left techniques will be evaluated comprehensively (only one
score).

The couple enters and leaves the competition area at the opposite side of shomen: the start
and end of Kata (opening and closing ceremony) is at 8 m or 10 m distance depending on the
dimensions of the mat (bow to the mat). Any behavior of Tori or Uke inside the competition area
that is contrary to the spirit of Kata will reduce the score of the ceremony.

In case of an equal score between pairs, the following criteria will be applied considering the
scoring sheets of five Judges:

• Total value of big mistakes - wins who makes less mistakes;


• If still equal, total value of medium mistakes will be considered. - wins the pair who makes less
mistakes;

• If still equal, total value of small mistakes will be considered – wins the pair who makes less
mistakes;
• If still equal, the average score (evaluated until the second decimal place) of the whole Kata
will decide. Wins the pair who has a better score.

If two pairs, both placing 3rd in the eliminatory (or 6th place in case of only 1group) are still
equal after all the above mentioned criteria, both pairs will qualify for the final. If two pairs
placing 1st, 2nd or 3rd during the final are still equal after the above mentioned criteria, the Kata
will be repeated so that the medal can be assigned.

System of Judging:
Each Kata shall be evaluated by five judges under the supervision of the IJF Kata Commission.

The five judges will be positioned on the Shomen side and they will sit about 1m distance apart.

The rule of neutrality will be applied: cannot judge a pair of his nation.

The position of the five judges will be the same for all the competition. If one judge is temporary
replaced, he will take place in the same original position when he re-enters the competition.

A judge cannot be a competitor.

The judges shall always be in their position before the arrival of the couple in the competition
area.

The couple enters and leaves the competition area at the opposite side of shomen:
The judge in the center at shomen side gets up and, with tense arms and palms of the hands
turned upward, invites the couple to enter the competition area.

Competition Area:
The Competition area dimension is 8 x 8 meters and shall be covered by Tatami or similar
acceptable material.

The Competition area must be fixed to a resilient floor. When more adjoining competition areas
are used, a common safety area of minimum 2 meters is necessary.

A strip of visible color adhesive tape, approximately 5 cm. wide and 50 cm. long, shall be fixed
on the center of the competition area 6 m. apart, to indicate the starting position of Tori and Uke.
The center of the Competition area shall be indicated with a strip adhesive tape of the same
color.

13. JUDGES
The contests will be judged by IJF qualified Kata Judges. Kata rules to be followed are as
published by the IJF.

The number of judges per federation is limited to:


• Participating countries may enter 4 Judges.
• Non participating countries may enter 2 Judges.

The IJF KATA COMMISSION may decide on the number of Judges according to the number of
entries.

Each participating Federation having IJF Judges must enter at least one judge.

Only judges entered by their Federation can judge.


Participation in a meeting organized on Sunday 14th of October 2018 from 10.00 am to 05:00 will
be a mandatory to confirm the participation as judges in these championships.
Only judges are to attend this seminar.
The costs for travelling, board and lodging of the judges are at the costs of the member
Federation.
Inscriptions of the Judges must be sent to the Organizer no later than 26th of August 2018. An
inscription form is enclosed as Form 2.

14. DRAW
The draw to establish the groups and the sort of each group will be done the day before the
Competition at the Hotel Iberostar. The pairs medalist of the World Championship 2017 will be
considered head of series and will be shared in the two groups. The draw for sort of the final will
be done in the Sport Hall after the eliminatory.

15. JUDOGI CONTROL


All competitors must wear white judogi and black belt.

Approved judogi: Competitors should wear an IJF approved judogi with blue or red label supplied
by one of the following manufacturers:
GreenHill, SFJAM NORIS, DANRHO, MIZUNO, Double D Adidas, HAYAKAWA, Fighting Film,
Budo Sport AG, ESSIMO, MATSURU B.V, Kappa, Daedo, Toyo Martial Arts, Yawara, IpponShop,
Taishan.

Judogi must have an IJF Official Label “APPROVED JUDOGI” with an optical code which cannot
be falsified. The label will be controlled with an optical lamp.

Each of the competition clothing articles (jacket, trousers and belt) must have an IJF official label.

The jacket and the trousers must have the same label color: the belt can have a different color
from that used for jacket and trousers.

Back number: Each competitor is obliged to have sewn on the back of his judogi a back number
bearing his surname and his National Olympic Committee abbreviation.

The back numbers must be fixed horizontally and centered on the back of the judogi. They must
be placed at a distance of 3cm from the bottom of the collar.

The delivery can take up to 4 weeks.

Advertising: Competitors should carry on the back of their jacket the IJF and organizer dedicated
sponsors of the event. Advertising on the judogi must be in compliance with the IJF regulations.
Refer to Guidance of Judogi Control Document.

National Emblem: Athletes can have their national emblem on the left front part of the jacket
within a space of 100cm².

The Judogi Control will be done at the Registration of the Participants.

It is the responsibility of the judoka to comply with the IJF regulation rules.

16. EVENT BACK PATCHES


Event specific back patch are NOT mandatory and as an option can be ordered with your
registration. Event back patches must be pre-ordered using Form #5 attached and be received
by the organizing committee by September 14, 2018. Event backpatches are $25.00 and can be
picked up during the registration process. Sewing of patches to your gi will be available during
the registration/check in process. Fee for sewing is $7.00 USD.
Please use Form 5 to order patches.
The event specific back patch cannot be worn on the competitors’ judogis during the
competition.

17. PARTICULAR RULES FOR WOMEN


Female contestants shall wear under the jacket either, a plain white or off-white tee-shirt, with
short sleeves, rather strong, long enough to be worn inside the trousers, or a plain white or off-
white leotard with short sleeves. All other regulations must be adhered to.

18. COACHING
No coaching permitted.

19. ANTI-DOPING CONTROL


There is no anti-doping control for this competition.

20. VISA
Those athletes and companions who will require entry VISA to México may use the attached
letter found in this entry packet to submit to their respective embassy with your application.
If you feel that you will need further support other than this letter to secure a VISA approval, we
are happy to approach the Mexican Committee office to assist you further. You must send us an
email giving us your full name, date of birth and passport number for all those traveling in your
party and we will further support your request at our end.

corresponding embassy regardless of whether or not you ask us for assistance

For nations, who need a VISA to enter Mexico, please send the Organizer as soon as possible
(latest august 14th, 2018) a list of participants according to VISA application form with full names,
passport numbers, date of birth, and positions (MUST send together with scanned Passport
Copies according to the relevant updated requirements of Mexican Government).

21. TRANSPORT
It is recommended to travel to International Airport Cancun (CUN) as your point of arrival.
International Airport Cancun is 17 minutes from hotel and Venue. Transportation for
competitors, coach, family members, from/to airport is not offered by organizer.

22. FUNDAMENTAL PRINCIPLE


All National Federations, officials, coaches and athletes participating in the World Kata
Championships have to respect and accept the authority of the IJF officials, the Statutes, the
Sports and Organization Rules, the Refereeing Rules of the International Judo Federation,
according to the IJF Rules and SOR Provisions (point 23.8), individuals deemed to have acted
against the IJF, its principles or purposes shall be subject to suspension or expulsion from the
event and/or cancellation of their accreditation cards.

23. ATTENTION VERY IMPORTANT


The competitors wearing their white judogi (no shoes) will stand behind the podium according to
the following order 2,1,3. Every competitor having won a medal has to attend the ceremony and
receive his medal in person. If a competitor is absent during the awarding ceremony for no valid
reasons he will lose the right for the medal. It is strictly forbidden for competitors on the podium to
bring national flags or the similar identification other than the one represented in the regular
manner on their equipment. Any demonstration of religious, political, personal or commercial sign
is prohibited and so is wearing a cap or any other head cover.

24. IJF KATA JUDGES EXAMINATION


The examination will be held on October 13th.
The candidature is opened for new IJF Kata Judges or to extend the number of Kata licenses for
the Judges that have not license for all Kata.
Each National Federation can enter up maximum 3 candidates having Continental License for
the Kata they ask to do the examination.
Minimum Age = 30 years old - Minimum grade = 4th dan
Each candidate can be examined by the IJF Kata Commission for the Kata recognized in the IJF
competitions for a maximum of 5 Kata.
The examination will be written and oral and it will be based on the knowledge of the principles of
kata and IJF competition rules.

• Minimum grade = 1st Dan


• Participation fee*:
• $100 USD for participants not competing in the World Championships
• $50 USD for athletes registered in the World Kata Championships
• Only inscriptions through National Federations will be accepted. There is no limit
to the number of participants that each National Federation can enter. The inscription Form is
attached.

*Fee is for the training camp only. Does not include hotel, meals or transportation. For
hotel details, transports, and Bank details please refer to the outline of the IJF World Kata
Championships 2018.

• No spectators are allowed during the camp.
• No video or photos are allowed during the Course (except for the IJF official
photographer).
