1.0 INTRODUCTION
1.1 This 4X4 Track Racing Championship will be run in compliance with the provisions of the National
Competition Rules and these Supplementary Regulations.
Modifications, amendments and/or changes to these Supplementary Regulations will be announced only
by numbered and dated Bulletins (issued by the Organisers or the Stewards)
1.2 The Road surface shall be gravel and the route will consist of six obstacles for four-wheel drive
vehicles.
All 4X4 vehicles shall compete in an open class for the overall classification.
2.3 Organizers
The event will be organized by Enduro Uganda Club on behalf of the Federation of Motor Sports Clubs
of Uganda (FMU-UG)

4.0 Entries
4.1 Entry Procedure
Opening Date of Entries: Thursday 01st March, 2018
4.2.1 Anybody wishing to take part in this 4X4 Track Race must send a fully filled entry form, which is endorsed
by their Club together with the entry fee to the Event Secretariat before the closing of entries on Sunday
15th April, 2018.
If the application is sent by fax or email, the original must reach the Organizer before the closing of
entries.
4.2.2 For Foreign Competitors/Entries, documentary proof of authorization from their parent ASN must
accompany their entry form as per Article -70 of the FIA Sporting Code.
4.2.3 No amendments may be made to the entry form, except in the cases provided for in the present
prescriptions. Should it turn out, at the time of scrutineering, that a car does not correspond in its
presentation to the group and / or class in which it was entered, this car may, upon the proposal of the
Scrutineers, be transferred to the appropriate Group and or Class upon the decision of the Stewards.

4.2.4 By the very fact of signing the entry form, the competitor / entrant and all the crew members submit
themselves to the sporting jurisdictions specified in the Sporting Code and its Appendices, the current
Prescriptions, the FMU National Competition Rules and these Supplementary Regulations.
5.0 Insurance
5.1 Competitors’ attention is drawn to the fact that Uganda Law requires all vehicles driven on a public
road to be insured against Third party Risks. It is the Competitors’ responsibility to ensure that they are
properly covered.
Note: The entry fees include the insurance premium that will cover the competitor for “Limited” third
party civil liability during the rally. This insurance is as follows
This policy does not cover personal accidents to competitors or damage to their racing vehicles.

5.2 Competitors and / or drivers take part entirely at their own risk. The Organizer declines liability in any
accident caused by or to competitors and their vehicles during the running of the event.
Competitors shall be entirely responsible for any accident or breach of laws in which they may be involved
and will declare in writing to the Organizer particulars of any incident from which liability may arise and
shall indemnify the Organizer in regard to any liability to any person whatsoever.
5.3 A competitor and / or Driver shall have no claim against the Organizer or the owners of private property
arising out of any act or default of or by them, their servants or officials, before, during or after the Rally.
5.4 The Organizer strongly recommends that every crew member of a competing vehicle be insured for
personal accident.
5.5 Any accident, which may give rise to a claim under any insurance cover relating to the event, must be
reported to the Organizer in writing as soon as possible.
5.6 Under no circumstances will any entrant, driver, service crew, or official admit any liability or sign any
form of paper, which may admit or imply liability in any accident or incident, which may arise.
5.7 The organizers’ insurance cover will come into effect from the Official start of the rally and will cease at
the end of the rally or at the moment of retirement or exclusion.
5.8 The service vehicles, even those bearing special plates issued by the Organizer, are not official
participants in the rally. They are therefore not covered by the insurance policy of the rally and will
remain the sole responsibility of their owners.
6.0 Identification
6.1.1 N/A
7.0 Tyres
The use of slick or studded tyres is prohibited. The inside of the tyre must be filled only with air. Any
device or material used to maintain the tyre inflation is prohibited.
8.0 Fuel
The maximum lead content permitted in Uganda is 0.85 grams/litre.
The use of AVGAS and other competition fuels is permitted.
9.0 Reconnaissance
Reconnaissance is not practice. The Traffic Act of Uganda must be strictly adhered to and safety and
rights of other road users respected. During reconnaissance, any speeding offence whether recorded by
police or officials on a track of the Super Special Stage or on a road section, will result in a penalty being
levied by the relevant authorities or the Stewards.

9.1 Specific and /or national restrictions
Competitors are only legally exempt from Uganda’s speed limits during the Buggy sprint in live
competitive sections.
11.0 Scrutineering
11.1.1 Any crew reporting after scheduled time will not be allowed to start except in cases of force majeure
duly recognized as such by the Stewards
11.1.2 N/A
11.1.4 It is not necessary for the crews to be present during scrutineering before the start; however, their
representative must be duly designated in writing.
12.1 DISCIPLINE
Drivers and Co-Drivers must remain civil to all Officials during the running of the event. No usage of
bad or abusive language or bad manners will be entertained. Please note that the crew is solely
responsible for actions of their service crew, family members, and team mates. Infringement of this
rule will entail disciplinary action by the Stewards.
In particular, any member of a participating crew seen or tested positive for alcohol or drug abuse on
Saturday 21st April, 2018 during the event shall be disqualified.
12.2 ANTI-DOPING CONTROLS will be set up any time during the event. Failure of the Doping
Test or failure to present yourself to the Anti-Doping Control when asked will result in
Exclusion from the event by the Stewards and further sanctions may be levied by FMU.

12.3 DRIVING CONDUCT
This type of competition is not a speed event. The Clerk of the Course may exclude any competitor
who, in his opinion, is driving too fast or recklessly in an obstacle or transport section. No passengers
other than the crew of the vehicle or officials will be allowed on any competing vehicle during the time
of the event.
12.5.1 All competing vehicles shall be in the start Parc Fermé 30 minutes before the official start. Failure shall
incur a penalty of UGX 1,000 per minute late. Any crew failing to report after 15 Minutes shall not be
allowed to start.
12.5.4.2 The start will be signaled by the marshal in accordance with Article 19.5 of the General Prescriptions.
12.6.1 The Stewards may amend exclusion times, assign times or nullify any road or competitive section if
conditions make this necessary.
12.6.2 CREWS
12.6.2.1 The driver and co-driver are deemed to be the crew and no other persons other than the crew and
Officials of the event will be permitted in or on the vehicle during the event.
12.6.2.2 Competitors will only score points toward the category entered, namely driver or co-driver as shown
on the entry form.
12.6.2.3 Although the co-driver may not qualify to be in control of the vehicle during the event, he/she must
be capable of taking control and recover the vehicle if necessary.
12.6.4 A designated re-fuel zone shall be set up adjacent to the Time Control out of Service Parks.

12.7 ROUTE
12.7.1 Different classes may be required to complete different obstacles or sections of obstacles.
12.7.2 The route will consist of six (6) obstacles of which at least two (2) will be progressive obstacles and
two (2) penalty obstacles. One (1) may be a timed trial, should the terrain warrant it to be safe.
12.7.3 Obstacles shall be clearly marked by gates and competitors may not deviate from the route.
12.7.4 The exit to each obstacle must be extended and marked with banner tape of a different colour, clearly
indicating where the obstacle has ended.
12.7.5 The gates shall consist of two (2) gateposts clearly marked with banner tape at least 3 m apart.
12.7.6 The top of the gateposts shall be not lower than one (1) meter and not higher than 1.5 m above
ground level.
12.7.7 Where a normal gatepost cannot be used or in areas where the normal peg-type gateposts are deemed
to be unsafe for the drivers, plastic cones may be placed as a gatepost and the whole cone including
the base will be regarded as part of the gatepost.
12.7.8 The Organisers reserve the right to alter the route or cancel any obstacle as deemed necessary.
12.7.9 No obstacle will be cancelled after one competitor has attempted and/or successfully completed it. If it
is deemed necessary to alter an obstacle, after an attempt by a competitor, the competitor will be
granted a second chance.
12.7.10 Water and mud obstacles shall not be deeper than 150 mm.
12.7.11 The front wheel hubs may not pass through the designated starting gate when taking a roll back.
14.0 Prizes
15.0 Protests
All protests must be lodged in accordance with the stipulations of the International Sporting Code (Articles
171et seq.).

15.2.2 If the protest requires the dismantling and the re-assembly of different parts of the vehicle, the
claimant must pay an additional deposit:
15.2.3 For a protest involving a clearly defined part of the vehicle (engine, transmission, steering, braking
system, electrical installation, bodywork, etc)
