WORKSHOP ON “ENABLING TRANSIT ORIENTED DEVELOPMENT IN CHENNAI” ‘A workshop on ‘Enabling Transit Oriented Development in Chennai’ was organised by Tamil Nadu Infrastructure Development Board (TNIB) and Tamil Nadu State Planning Commission in collaboration with the Chennai City Connect Foundation and the Institute for Transportation and Development Policy on 27-05-2013 in State Planning Commission, Chennai in order to explore ways to encourage transit-oriented development (TOD) in the Chennai Metropolitan Area by the Tamil Nadu. Experts from World Bank, practitioners trom other cities and local Stakeholders who were involved in the Transit-Orented Development (TOD) planning process in Chennai patticipated in this workshop. Mr.M.Balaji, |AS, Member Secretary, State Planning Commission, GoTN welcomed the participants. The opening remarks were given by Mr.S.Krishnan, IAS, Principal Secretary (Expenditure), Finance Department, GoTN. The keynote address was given by Mrs.Santha Sheela Nair, IAS (Retd), Vice Chairperson, State Planning Commission, GoTN. ‘The workshop consisted of the following sessions with the presentation made by the experts with panel discussion after the presentations. Panel 1. Global experience in TOD planning chaired by Mr.K.Rajaraman, IAS, Prinicipal Secretary to Government, Special Initiatives, Chennai 600 009. The presentations were as follows: + Transforming Cities with Transit: Understanding transport and land use integration ‘through international case studics by Hiroaki Suzuki, World Bank * Incorporating TOD in the Ahmedabad Development Plan by D. Thara, IAS, CEO, Ahmedabad Urban Development Authority Panel 2. Opportunities for TOD in Chennai chaired by Dr.Jessica Seddon, Founder, Okapi Research. The presentations were as follows: ‘TOD through detailed development plan (DDP): Case study of Thousand Lights area by Mr.Chris Kost, ITDP ‘© Opportunities for joint development on Chennai metro rail lands by N Kumar, OSD, Chennai Metro Rail Ltd (CMRL) Panel 3: Creating efficient infrastructure systems through TOD and Funding TOD projects chaired by Dr.Jessica Seddon, Founder, Okapi Research. The presentations were as follows: ‘¢ Theory and application of land value capture, including case studies of Hong Kong and Japanese cities by the World Bank team © Creating sustainable energy systems by Vatsal Bhatt, World Bank ‘Planning public space and green networks TOD by Akash Hingorani, Oasis Designs, Dethi © Vision Tamil Nadu 2023: A holistic plan for infrastructure development and financing by Mr.Anand Madhavan, IMACS
