    TO WHOM IT MAY CONCERN:

    THIS IS TO CERTIFY that as per record of this office, JOSE V. FEDERIS is an incumbent
    Barangay Secretary of barangay DEL CARMEN, San Jose, Camarines Sur having been appointed to
    the position last November 30, 2010.

    This certification is being issued upon request of the above-named person in connection
    with his/her intention to avail of the free tuition and matriculation fees for his/her son/daughter
    MARIA MILAGROS P. FEDERIS while enrolled in public tertiary schools, including state colleges
    and universities under section 393 of the Local Government Code of 1991.
