Baguio City has been transformed physically, as indicated by an almost 3-fold increase in its built-up area

at the expense of its forest cover, cropland and brushland areas. The LUC change patterns show that in
recent years there has been increasing pressure on the remaining valuable urban green spaces to be
converted into built-up. This is an alarming trend as the remaining forest cover is the main source of
valuable ecosystem services in the city. [1]

There is compelling evidence from this to conclude that the guiding principles laid by Burnham for the
sustainable development of Baguio City have been neglected, and that this great hill station is now in a
critical status.

It is important that the City government re-assess the carrying capacity of Baguio so that the City’s
remaining natural resources would not be taxed beyond their limits. To avoid further jeopardizing
valuable ecosystem services, future landscape conservation and urban development planning activities
of the City Government should take into consideration the study’s findings with regard to LUC change
and ecosystem services. They should also adopt modern geospatial technologies as tools for exploratory
analyses of the potential environmental impact of any proposed LUC change or physical development.

For Baguio to become a sustainable city, it must achieve a balance among environmental protection,
economic development, and social well-being.

I have worked as a nurse before taking up Law School and I am glad that the medical supplies are really
overflowing and there is an easy acces to health. Our government had provided generous amount of
medicines, wheel chairs, hospital beds, and other miscellaneous. The only thing is that, some of the
equipments in the hospital are already old and needs upgrading such as facilities in the operating room,
I.V stand, stethoscope, ECG machines and hopefully, I am praying that the government hospital would
adopt Electronic Health or Medical Record and our government would finance for the equipment and
training of their staff.

An Electronic Health Record (EHR) is an electronic version of a patients medical history, that is
maintained by the provider over time, and may include all of the key administrative clinical data relevant
to that persons care under a particular provider, including demographics, progress notes, problems,
medications, vital signs, past medical history, immunizations, laboratory data and radiology reports.[1]
The EHR has the ability to generate a complete record of a clinical patient encounter - as well as
supporting other care-related activities directly or indirectly via interface - including evidence-based
decision support, quality management, and outcomes reporting. [2]

EHRs and the ability to exchange health information electronically can help you provide higher quality
and safer care for patients while creating tangible enhancements for your organization. EHRs help
providers better manage care for patients and provide better health care by:

• Providing accurate, up-to-date, and complete information about patients at the point of
care

• Enabling quick access to patient records for more coordinated, efficient care

• Securely sharing electronic information with patients and other clinicians

• Helping providers more effectively diagnose patients, reduce medical errors, and
provide safer care

• Improving patient and provider interaction and communication, as well as health care
convenience

• Enabling safer, more reliable prescribing

• Helping promote legible, complete documentation and accurate, streamlined coding


and billing

• Enhancing privacy and security of patient data

• Helping providers improve productivity and work-life balance

• Enabling providers to improve efficiency and meet their business goals

• Reducing costs through decreased paperwork, improved safety, reduced duplication of


testing, and improved health. [3]

Also, although there is already and easy access to health, some if the residents are still unable to go to
the hospital or clinics for a regular check-up. What I could suggest is to bring healthcare to their
footsteps through medical missions. Health teachings must also be conducted regularly in schools and
every barangay which are facilitated by the government. Nutrition programs must also be implemented

Although in the reports, crime rate has declined in Baguio City and “The decline in crimes in this city is
attributed to intensified police operations and community support,” mayor Domogan said. [1] The
Baguio City Police Office (BCPO) as well reported that there is a decrease of crime volume in the Central
Business District (CBD) in 2016 mainly because of effective programs of the current administration like
the "Oplan Tokhang".[2] But even with these good reports, we cannot still be assured of our safety
because there are still many cases of crimes against our security that are happening whether it be
recorded or not. Note that as we joyously celebrate occasions around the city, the evil-driven takes
advantage of this, they lurk around looking for an unsuspecting victim and when they see an opening,
executes mischief. The question now is, how can we prevent this? How can we help our people?

In the passing of time and in the advances in technology, humans had invented devices that may help
the government in overseeing its territory. A good example of which is the Closed Circuit Television
(CCTV).

There are undoubtedly huge advantages to the deployment of CCTV camera systems, but that does not
mean that it has bo disadvantage at all.

Their use in deterring crime is hard to prove, but is thought to be extremely effective. Customers
entering a shop who know they are being filmed are significantly less likely to steal. Members of the
public who know that CCTV is continuously monitoring a hospital waiting room are less likely to assault
staff. CCTV makes all our lives safer, since it can spot accidents as they happen – for example on the
motorway – and send help immediately. It undoubtedly saves lives. Missing people are found, criminals
are traced and accidents prevented with the use of CCTV. [3] Although the use of CCTV is not a foolproof
crime prevention and some notable disadvantages of cctv are it could only monitor a limited angle [4]
and criminals may vandalize it by painting or putting anything to obstruct the view, they may even
change the angle of some types of CCTV [5] There is clearly a balance that needs to be struck between
our right to privacy and our right to be safe. There is certainly anecdotal proof that CCTV cameras deter
crime, and we know that CCTV footage is often used in the prosecution of crime. The high specification
HD CCTV footage that can be presented in court can conclusively prove the identity of suspects and save
courts time and money, and deliver justice swiftly. Current legislation governing the use of CCTV
cameras is stringent, and provides safeguards for the public. [3]

It is duly noted an ordinance had been passed which requires all establishment to have their own CCTV
which is the Ordinance No. 11 series of 2017. [6]
Many establishments have not yet installed this CCTV cameras, there should be a more strict
implementation because, I have noticed that there are still fastfood chains, dormitories, and other
establishments that has not yet installed CCTV cameras, or if they have, those cameras are not
functioning or recording and are only there for display and for the sake of complying.

Baguio's attractions like the Burnham Park, Wright Park, Grotto, and many others and even in public
parking lots should also be fully equiped with functioning and high definition cameras because these are
the places where tourists commonly flock during their vacation. Places where these cameras are
installed should also be supported with well-lighting because it would defeat its purpose when the
operators will not be able to clearly see what they are supposed to be guarding.
