TO: Councilmember Jack Evans, Ward 2

RE: Proposed Designation of “Jamal Khashoggi Way” at the Embassy of Saudi

Arabia in the United States of America

WHEREAS, Washington Post contributor and Virginia resident Jamal Khashoggi was
murdered by agents of the Government of Saudi Arabia on October 2, 2018 in the Saudi
Consulate in Istanbul, Turkey;

WHEREAS, intelligence indicates his murder was the result of pre-planned, deliberate
action, authorized and directed by the most senior leadership of the Saudi government;

WHEREAS, the murder of any journalist is a direct affront to all others’ right to report
the news without fear of reprisals and threats;

WHEREAS, the Kingdom of Saudi Arabia should never be allowed to forget the actions
they took to murder a man who called for free expression in the Arab world; and

NOTING WITH DEEP CONCERN, the threat of de-legitimacy and “fake news”
journalists face from our own government are disturbing and represent a clear danger to
our democratic society.

THEREFORE, BE IT RESOLVED that ANC 2A hereby initiates a proposal for a

symbolic designation of the unit block of New Hampshire Avenue, N.W., between F
Street, N.W., and Virginia Avenue, N.W., in Ward 2, as “Jamal Khashoggi Way”; and

BE IT FURTHER RESOLVED that ANC 2A requests that the D.C. Council adopt
legislation to advance this proposal.

Commissioner William Kennedy (2A04@anc.dc.gov) and Commissioner James Harnett

(2A08@anc.dc.gov) are authorized to be the Commission’s representatives in this matter, and to
give testimony before the D.C. Council.
