It is submitted that DMD (Finance) vide para 479/N suggested to have a framework contract for

maintenance of all the gensets of Punjab Education Foundation through open competition.

However some facts in this regard are as follow:

Admin Department vide F/A pondered upon the same proposal in year 2016 to ensure austerity in
its operations. In pursuance, a tender was floated regarding major overhauling of 22 KVA & 65
KVA generators and advertisement was uploaded on PPRA website on March 31st, 2016.

In response of tender notice vide F/B these five (05) firms submitted their proposals till last date
for submission:

1. Pak Generators Engineering & Services 2. Indus Tech Marketing Services


3. Technologist 4. Nawaz Auto Store
5. VPL
From these firms only M/s. VPL qualified on technical grounds. Procurement Committee, keeping
in view the dire need for overhauling of generators, recommended to open the financial proposal
of M/s. VPL Limited.

Financial Proposal vide F/C of single technically qualified bidder was opened on May 31st, 2016
after the approval of Competent Authority, however, exaggerated prices of Rs. 1,628,284/- and
Rs. 1,074,141/- for 60 KVA & 22 KVA gensets respectively were quoted by M/s. VPL making an
cumulative amount of Rs. 2,702,426/-.

It was, however, expected that both generators would be repaired/overhauled under 1.0 to 1.5
million rupees based on the quotations obtained earlier from M/s. Allied Engineering vide F/D.
The said contractor quoted Rs. 1,073,884/- for 65 KVA and Rs. 673, 629/- for 22 KVA gensets
making an aggregate amount of Rs. 1,747,513/-.

Hence, to ensure austerity measures and in the best interest of PEF, Procurement Committee vide
F/E recommended:

1. Cancelling of bidding process for major overhauling of 65 KVA & 22 KVA gensets.
2. Repairing of gensets through direct contracting from M/s. Allied Engineering.
