Trade Equivalency Assessment (TEA)

Guide and Application


For experienced workers who have not completed an Ontario apprenticeship,
however want to obtain a Certificate of Qualification and/or College membership,
including:

 Canadian and International workers with qualifications or experience


equivalent to an Ontario Apprenticeship; and
 Out-of-province Certificate of Qualification or Red Seal holders.

The TEA Process Overview

READ CAREFULLY BEFORE ATTEMPTING TO FILL OUT YOUR APPLICATION

Step 1: Obtain the TEA and Membership Application form


The Trade Equivalency Assessment and Membership Application form is available at the end of this guide or on
our website. This guide must be followed as reference for the completing your TEA application and any
questions not answered within should be directed to the College via the contact information found at the end of
the document.

Step 2: Review the Training Standard for your trade


In order for your TEA application to be approved, you MUST provide adequate proof that you have the
experience and skills in your trade that is equal to or exceeds the standard of training that an Ontario apprentice
receives in completion of an apprenticeship. This is defined by the on-the-job Training Standard for each trade.1

Step 3: Prepare your TEA application and supporting documentation


You must ensure that your application is complete and includes all the required documentation in your
submission to avoid having your application denied. To be complete, your submission must include:
1. Application form (completed, signed and dated)

2. Assessment fee (different fee depending on applicant; see ‘Assessment fees’)

3. Identification (government-issued photo identification, a list of acceptable documentation is included with the
attached application form)

4. Evidence of experience and skills (evidence varies depending on applicant; see


‘Submission Requirements’ to ensure you are providing the proper documentation)
5. Review Trades with Additional Application Requirements section to verify you have met any manditory
requirements for you trade.

Organizations that may assist in preparing your TEA Application


The Ontario College of Trades recognizes the following organizations as having experience in
assisting individuals in TEA application preparation. Use of these organizations for assistance in your
application in no way guarantees approval of your application but may reduce delays due to errors or
omissions in your application.

Step 4: Submit your TEA application to the College


Submit your completed application with all the required documentation to the College by mail, courier, fax,
in-person, or by email using the information at the end of this guide.
Note: Electronic copies MUST be sent only to: TEA-APP@collegeoftrades.ca. Do NOT submit your application
to multiple email addresses as this will only delay your assessment.

Step 5: The College may require an interview with you as part of the assessment
During the assessment process the College may conduct in person or telephone interview(s) with you, the applicant,
regarding your application. There will be attempts to make scheduling accommodations, however failure to make
yourself available for these interviews may result in the denial of your application. Interviews by proxy are strictly
prohibited; anyone found to be impersonating an applicant will result in the denial of the application.

Step 6: The College will perform Employment Verification


During the assessment process the College or a partner organisation may conduct in telephone interviews with your
employment references regarding your application. Three attempts will be made to contact employers, failure to make
contact may result in these references not being included in your assessment. Any concerns or questions about the
employment background checks should be directed to the College only.

Step 7: Wait for the College to conduct its assessment


Once you have submitted your application, payment, and required documentation, the College will begin its assessment
and will notify you of the assessment decision in approximately 8 to 10 weeks. Note that some applications may take
longer as the College cannot control the time it takes to contact your references to verify your qualifications, experience
and skills. Once the College has completed its assessment, you will be informed of the assessment decision:

 Approved
If your application contains all of the required documents and the College determines that your experience and
qualifications are equivalent to an Ontario apprenticeship, your application will be approved, and you will be notified
by mail. Once you receive notification of approval, contact the College to finalize your application for membership,
and if applicable, pay your Certificate of Qualification (C of Q) examination fee. Exams can be scheduled at any of
the Ministry of Training Colleges and Universities testing centres, https://

 Not Approved
If your application is missing pertinent information or necessary documents or if the College determines that your
experience and qualifications are not equivalent to an Ontario apprenticeship, your application will not be
approved, and you will be sent a Denied notification by email or postal mail (at our deiscretion) providing the
reason your application was not approved.

 Under no circumstances will refunds be granted after assessment decisions have been made

dApplication Requirements
It is critical for your TEA submission to be complete with all required documentation. To be considered
complete, your submission must include:

1. Application Form
The application form must be complete, signed and dated. Information must be printed clearly in ink, using
block letters, or completed online and downloaded. Note that incomplete or unreadable applications will be
denied. The Application Form includes a checklist to ensure your submission is complete.

2. Assessment Fee
The TEA fee varies depending on the type of assessment being conducted; you must pay only one assessment fee
per trade and ensure you are paying the correct fee for your situation:
 For applicants who have a C of Q or Interprovincial Red Seal issued by another Canadian province or
territory in a trade recognized in Ontario, a credential verification fee of $50 (plus HST) applies;

 For all other applicants, the assessment requires a more complex verification of qualifications
and experience, and an assessment fee of $235 (plus HST) applies.

 Holders a Certificate of Military Achievement with a QL5 rating in one of the matched trades fall under our Military
Fee Exemption policy (See http://www.collegeoftrades.ca/veterans for details)

3. Identification
Clear and legible copies of government-issued photo identification must be submitted to verify your identity.
A list of acceptable documentation is included with the attached application form. All TEA applications and
supporting Government issued Photo ID must be notarized by an Ontario Notary Public prior to submission

Note: For applicants not present in Ontario contact your country's Consulate General in Ontario for
identification validation services

4. Address Verification
Copies of at least three different utilities bills or government mailings must be included that match the
address provided on your application and ID.

5. Evidence of Experience and Skills


The evidence you submit must prove that you have been a skilled worker in your trade long enough to
meet the industry-approved minimum time requirements and that you have demonstrated the
competencies as indicated in the Training Standard for your trade. Insufficient evidence will result in
your application being denied.
Note: Documents submitted will NOT be returned to you so it is recommended that you keep a copy of all
documents. Copies of certificates may be submitted, but only original letters of evidence are acceptable; if
you email your application to the College you must be able to produce original letters of evidence upon
request.

6. Language Requirements

Language of Your Documents

All documents you include must be in either English or French. If your documents are in any other
language, you must have them translated into one of these two languages and include both the translated
document and the original document with your TEA submission. Translations must be performed by a
professional certified and verifiable translator from the Association of Translators and Interpreters in
Ontario.

Language Proficiency

At this time the Ontario College of Trades does not have a language proficiency requirement however
recommends that the applicants meet the minimum requirement as set out by Federal Skills Trades
Program.

•CLB 5 (English) or NCLC 5 (French) for speaking and listening, and


•CLB 4 (English) or NCLC 4 (French) for reading and writing.

7. Evidence of Certification and Education


Depending on your situation, the evidence of qualifications and experience you must submit varies:
 For applicants who have a C of Q or an Interprovincial Red Seal issued by another Canadian
province or territory in a trade recognized in Ontario2, the only evidence required is a copy of your
out-of-province C of Q; once submitted, the College will verify the validity of your certification with
the issuing jurisdiction and issue an Ontario C of Q for the same trade.

 For applicants submitting foreign certificates related to their trade they must be submitted and
validated through World Education Services (WES). WES does not evaluate certificates unless
issued by a recognized academic institution. Please follow the steps at https://www.wes.org/ca/
partners/credential-evaluation-requirements-ontario-college-of-trades/ on how to have your
credentials validated through WES. Once validation is complete WES will provide the Ontario
College of Trades with the results of your credential evaluation.

 Trades admission in Ontario requires Grade 12 high school education unless otherwise stated in
Ontario Regulation 421/12. Foreign education documents proving equivalency to these
requirements must be submitted through World Education Services (WES). Please follow the steps

trades/ on how to have your credentials validated through WES. See Appendix H: Trade Academic
Requirements

NOTE: Ontario Applicants Trades admission in Ontario requires evidence Grade 12 high
school education or equivalency unless otherwise stated in Ontario Regulation 421/12.

8. Department of National Defence


For applicants who have a Department of National Defense Certificate of Military Achievement with a QL5
rating and rank of corporal in one of nine matched trades (below), a copy of your Member’s Personnel Record
Resume (MPRR) is sufficient evidence of your qualifications and experience; once submitted, the College will
verify the validity of your certification and approve you to write the C of Q exam without further training.

In addition to our policy offering an exemption from certain fees for applicants and members who are
reservists and veterans of the Canadian Armed Forces (CAF). Our Military applicants are NOT required to have
their Military ID Nortorized or otherwise verified as we perfom the verification ourselves.

 For all other applicants, the assessment requires a more complex verification of qualifications and
experience. You must provide evidence that you have the experience and skills that are equal to or
exceed that which an apprentice obtains in the completion of an Ontario apprenticeship in your trade.

Depending on your trade, training, and work experience, you are required to provide different evidence:

 Verifiable Employment Evidence (Canadian or International)

Evidence must include letters of evidence from past or present employers, which must be:
 signed and dated original documents, in English or French, or translated by a professional
translator (See ‘Language of Your Documents’)

 signed by a company representative who can confirm the information in the letter which includes:
- the company’s representative’s name, job title and contact information
- the company’s name, address and telephone number
- a description of the business operation (put into context the nature of the business and the work it
performs)
- the name, start and end dates, and total number of hours worked for each position held that supports
your application
- a DETAILED description of your job duties for each position (hands-on experience)

 accompanied by a Competency Analysis Profile (CAP) for your trade (or Training Standard if there is no
CAP available)3, signed off by a Journeyperson (or equivalent, for voluntary trades) with whom you
have worked (i.e. current or former employer or co-worker) indicating his or her contact information,
as well as the certification number, name and location of certifying body (if applicable)

NOTE: All individuals attesting to an applicant's skills must be available for


interviews by College staff or their representatives. The discussions in these
interviews are confidential and will not be shared with the applicant.

Additional, optional documents (do not replace mandatory documentation):


 copies of certificates or other documents that prove successful completion of education, training or
workshops related to your trade (we cannot gaurantee original documents will be returned, please do
not send them)

 descriptions of community or volunteer work in which you practised your trade


 samples or photographs of your work (e.g. menus if your trade is cook) or newspaper clippings or
magazine articles in which your work is referenced

 evidence of previous employment (e.g. Records of Employment (ROEs), T4 slips, income tax returns);
if you have lost or misplaced these government documents, you can request additional copies through
Service Canada (toll-free: 1-800-206-7218)

 Self-employed (Canadian or International)


Evidence must include:
 a Competency Analysis Profile (CAP) for your trade (or Training Standard if there is no CAP available),
signed by you as an attestation of your experience and skills4
 a detailed resume of completed jobs, including names of customers and their contact information,
descriptions and locations of the jobs and how long each took to complete
 documents that show the type of work you performed for customers (e.g. contracts, formal
quotations for jobs)
 invoices to customers, invoices from suppliers (sampling covering the years in business)
 your GST/HST account number and/or your Business Number from the Canada Revenue
Agency
 a signed statement from your accountant or lawyer certifying the name of your business, the type of
business, its location, the date you became self-employed and your role in the business

Additional, optional evidence may include:


 letters of reference from satisfied customers and/or contractors and the names and phone numbers
for each reference
 documents showing the volume of your business (e.g., tax returns, financial statements)
 your Workplace Safety and Insurance Board account number and/or
 evidence of your membership in a business or industry association

 Refugees, refugee claimants, and immigrants from war-torn countries


If you cannot obtain documents that provide evidence of work experience and demonstrated skills in
your trade for reasons beyond your control, such as being a refugee, a refugee claimant, or having
immigrated to Canada from a war-torn country, your application’s evidence must include:
 a Competency Analysis Profile (CAP) for your trade (or Training Standard if there is no CAP available),
signed by you as an attestation of your experience and skills4
 confirmation of your status from Canada’s Immigration and Refugee Board or Citizenship and
Immigration Canada
 a written explanation of why you have no documentation of skills and work experience
 photocopy of your passport or other acceptable government issued identification
 A detailed as possible resume outlining your skills and experience

Appendix A - Hoisting Engineer Trades


Hoisting Engineer trades (339A, 339B, 339C)
If you are applying for a TEA in the Hoisting Engineer trades (339A, 339B, 339C), you must submit a Statement of
Experience form with your TEA application as evidence of the hours you have worked on various types of hoisting
equipment. After the College verifies your experience, you will be required to complete a series of Demonstration of
Skills Tests (DOST), including: Hand Signal and Load Chart assessments administered by the MTCU, and, if passed, a
Practical Demonstration arranged by the College at a testing center.

Approved Pratical Testing Centres:

experience requirements

Appendix B - Welder

Welder (456A) - Effective March 1, 2017


If you are applying for a TEA in the trade of Welder (456A), you must submit a valid certificate indicating you have
already passed a practical assessment or the following processes:

1. Shielded Metal Arc Welding (SMAW - 3G) 4. Gas Tungsten Arc Welding (GTAW - 2G)
2. Shielded Metal Arc Welding (SMAW - 3F and 4G) 5. Flux Cored Arc Welding (FCAW - 3F and 4G)
3. Gas Metal Arc Welding (GMAW - 1G) 6. Oxy-Fuel Cutting

Applicants are required to complete the welder practical assessment at a designated testing centre in the province and
must submit proof of completion to the Ontario College of Trades as part of the Trade Equivalency Assessment
application. Proof of completion of the practical assessment is necessary in order to be approved to write the written

Appendix C - Electrician Trades


Electrician Trades (309A, 309C, 442A)
If you are submitting a TEA for any of the Electrician Trades you must submit proof of Canadian experience with either
the Ontario Electrical Safety Code or Canadian Electrical Code. This experience can be either domestic work
experience or proof a completed Ontario or Canadian electrical code course obtained from a recognised Canadian
institution.

NOTE: Individuals choosing to reference practical work experience in navigating and using the
electrical codes should include those details in their application.

An electrical code course should reflect the following parameters:


• Offered by an authorized training institution including a College of Applied Arts and Technology (CAAT), the
Canadian Standards Association Group (CSA), the Electrical Safety Authority (ESA), a Private Career College (PCC)
or other training institution or organization
• Course may be in person or online
• Minimum hours: 12 hours
• Minimum content: If unclear, course content should be verified through request for a course description.
• Applicants should include the following course documentation with their applications for possible verification:

o Date of course
o Certificate of completion or equivalent documentation
o Name of institution through which course was offered

Recommended Training Programs:


Applicants without proof of experience or knowledge of the Canadian Electrical Code We recommend the following
courses from the CSA Group:

Electrical Code – Online option available - 1-day - $299 (SKU 2426361)
Designed to give participants a solid foundation to understand and apply the latest requirements of
the 2018 Canadian Electrical Code, Part I. Relevant to commercial, industrial and institutional
construction projects. This course is available online, in-class, or on-site at your location to best suit
your needs. A certificate of achievement is provided upon completion of the course.

Appendix D - Culinary Trades


Culinary Trades (415A, 415B, 415C, 415D, 423A, 423C)
Food Safety regulations require that food handlers have the knowledge of safe food handling practices to prevent
food-borne illness. As a result, ALL TEA applicants as of April 23, 2018, including individuals with work experience
from any Canadian Jurisdiction or International Applicants, will be required to provide proof a Canadian Food
Handlers certification program that has been completed within the last 3 years. Local jurisdictional by-laws may
have different requirements for training & certification.

The requirement for TEA applicants to have this certification is to be consistent with the apprenticeship program,
in which an apprentice must have completed a Food Handling certification prior to commencing their program or
within the first 100 hours of in-school training. In many jurisdictions, certification must be renewed every 5 years.

Certificate Parameters:
• Offered by an authorized training institution or through Public Health units or on their behalf under a formal
agreement, qualify for provincial certification. All successful candidates of these programs receive a Provincial
Food Handler Certification Card.

• Course is based in a Canadian jurisdiction


• Course may be delivered in classroom or online

• Minimum hours: 6 hours and the passing of an exam

• Minimum content: Courses should generally reflect learning outcomes focusing on food safety, public health
legislation, the role of the public health inspector, foodborne illness, safe food handling methods and food
premises sanitation

• Applicants should include the following course documentation with their applications for possible verification:
o Date of course
o Certificate of completion or equivalent documentation
o Name of institution through which course was offered
*Course outline if available (only required upon the request of the assessor)
• Approved by Ontario Ministry of Health and Long Term Care.

Recommended Certificate Programs:


Applicants who do not hold a food handler certificate can be referred to course providers as part of their TEA
process. Any course that fits within the aforementioned parameters can be recommended.

Appendix E - Automotive Trades (310S, 310T)

The content for this appendix is pending, Assessors with the College may at anytime
require evidence of particular skills related to your application.

Appendix F: Refrigeration and Air Conditioning Systems Mechanic (313A) and


Residential Air Conditioning Systems Mechanic (313D)

The following restrictions apply to TEA applications for the 313A and 313D Trades:

• Certifications from the Technical Standards and Safety Authority (TSSA) including all fuel based
certifications will NOT be credited towards the College’s equivalency requirements for the 313A or 313D
trades

• Experience and on the job work hours on fuel based systems including furnaces, RTUs, boilers, air heating
systems and fire places will NOT be credited towards the College’s equivalency requirements for the 313A
or 313D trades

Appendix G: Voluntary Trades without Certificate of Qualification Exams

All TEA applications for Voluntary Trades not having a CofQ exam as a final step in
certification must be notarized and submitted in person at the Ontario College of Trades
office. The applicant must be prepared to present government issued photo ID at this time.

APPLICATION REQUIREMENTS CHECKLIST

All TEA applications and supporting government issued Photo ID must be notarized by an Ontario Notary Public prior to

All TEA applications for Voluntary Trades that not having a CofQ exam as a final step in certification must be notarized as above and submitted
in person at the Ontario College of Trades office. The applicant must be prepared to present government issued photo ID at this time.

The following documents and criteria are deemed acceptable for identification purposes by the Ontario College of Trades and the time of this
documents creation.

3. Canadian Citizenship Card with photo (issued prior to February 1, 2012), or Citizenship Certificate/Certificate of Canadian Citizenship -
small wallet sized card issued from 1954 to January 2012.
Note: Canadian Citizenship document issued beginning February 1, 2012 is not valid as proof of any of the three data elements.

5. Record of Landing (Form IMM 1000). If information on the IMM 1000 is amended and an IMM 1436 is issued, IMM 1436 must be

letter should be included for each employer. If possible a Competency Analysis Profile (CAP Chart), available at http://

To avoid delays and a possible denial of your application the work experience letters must include the following details:
