CHAPTER 1

INTRODUCTION

1.1 Background of the Study

The Bangsamoro Development Agency (BDA) came into existence by virtue of the
GRP-MILF Tripoli Agreement on Peace on June 22, 2001. As agreed by both parties,
the MILF through a Central Committee Resolution on June 2, 2002, created the BDA
and asked the officers of the Bangsamoro Development Council, a civil society
organization to run it. There are 9 total offices located in different parts of Mindanao, it is
consist of 6 Regional Management Offices; BDA Central Mindanao located in Cotabato
City, BDA Southern Mindanao located in General Santos City, BDA Ranaw located in
Marawi City, BDA Davao located in Mati City, BDA Zamboanga- Basilan located in
Isabela City and BDA BDA Zamboanga Peninsula located in Pagadian City; 2 provincial
offices that are located at TAwi- Tawi and Sulu. The Centraal Management Office is
located at Diversion Road, Pueok Islam, Barangay Datu Balabaran (MB Tamontaka),
Cotabato City.

The Bangsamoro Development Agency’s tasks are to determine, lead and manage
relief, rehabilitation and development projects in the conflict-affected areas and to
implement projects jointly with the Philippine government. The Bangsamoro
Development Agency communicates with different community development agencies
like UNFPA and UNICEF to support different projects for Bangsamoro all over
Mindanao. The agency offers peace building program for Bangsamoro, this is the heart
of what the agency does. They also provide social welfare to Bangsamoro, like
providing water system and solar dryers for them and providing humanitarian reliefs.
The agency’s other programs includw economic development, education, health
improvement and development, environment advocacy and development, youth
development and last is capacity building and strengthening.

The Bangsamoro Development Agency has a total of 367 employees on all of the 9
offices,
