LETTER COMPLAINT/AND OR PROTEST

I undersigned is registering this complaint-protest against the proposed appointment

of ELMER ELOPRE, as permanent Araling Panlipunan teacher in JOSE MARIE LOCSIN
MEMORIAL HIGH SCHOOL in Salngan, Mayabon, Zamboanguita, Negros Oriental based
and anchored on the following legitimate and meritorious grounds, to wit:

That I am CARINA D. YONG, 41 years of age, married and a resident of Bangcolutan,

Zamboanguita, Negros Oriental, since birth. I passed the Teacher’s Board Examinations for
teachers last 1993. That I have been a Substitute Teacher in April 2002 in Santiago Delmo
Memorial High School in Maluay, Zamboanguita, Negros Oriental; in June6, 2007 to August
3, 2007 at Jose Marie Locsin Memaorial High School in Salngan, Mayabon, Zamboanguita,
Negros Oriental and in August 4, 2007 to October 22, 2007 in San Miguel National High
School in San Miguel, Bacong, Negros Oriental. In January 2003 to December 2005 I have
been a Teacher Aide in Santiago Delmo Memorial High School in Maluay, Zamboanguita,
Negros Oriental and last December 4, 2007 and until the present, I am still working as
Teacher Aide in Jose Marie Locsin Memorial High School. Further, the vacant position to be
filled up is Araling Panlipunan and in the ranking of New Teachers in the School Division of
Zamboanguita I am the No. 1 in rank while Elmer Elopre is No. 3. Attached herewith the the
Final Scoring for the ranking of New Teachers in the School Division of Santiago Delmo
Memorial High School which is marked as Annex “A”, forming an integral part of this
complaint-protest. The reason for the existence of this Ranking method is to determine the
next person in rank to be appointed in case of any vacant position. And what is the use of this
method if it will not be followed. And as far as the principle of law in Localization is
concerned, the School where the vacant position is existing is located in Salngan, Mayabon,
Negros Oriental and I am a resident of Bangcolutan, Mayabon which is located in the same
Barangay of Zamboanguita while Elmer Elopre is a resident of Poblacion, Zamboanguita,
Negros Oriental. Worst, is that Mr. Elmer Elopre became a Teacher Aide just this June 2007
up to the present.
As what I know, people ran to the mountain to take arms against the government not
because of hunger for we are already used to it, but because of that simple injustice
committed by our superior in the government and the discontentment and irregularity
suffered by them.
I hope and pray that this little complaint-protest be given due course for I have been
suffering for the last fourteen years waiting just to be appointed as permanent. Thank you so
much of your kind attention and consideration on this matter.
