Historical background about the Ministry of Interior Affairs:

The holder of the post of Interior Minister was called:"The Interior Superintendent" in the early
Twentieth century. In 1919 when World War 1 broke out and Britain acknowledged Egypt as a province,
the title “The Interior Superintendent” was first used. Due to some changes in political posts and titles,
the term “superintendent” was changed to “Minister”. The first person to hold the title of Interior
Minister in Egypt was Tahseen Rushdi Bashi.

Being amongst the posts having major control over the internal events many prime ministers assumed
the post of Interior Minister as time went on. Controlling elections, selecting executives and having an
eye on political opponents were things that could be done by this post. When Saad Basha Zaghloul took
over the Interior Minister post in 1934, along with his premiership, the Ministry was characterized with a
political trend. He used to dismiss persons who used to oppose his thoughts and to employ and promote
those who stood by his side. Since then, and for a long time, the Ministry employees were left under the
mercy of political changes and election results. Stability soon prevailed the Ministry when the famous
thinker, writer and lawyer Mr. Ahmed Lotfy El-Sayed was appointed as an Interior Minister.

Gamal Abdel Naser, member of the Revolution Council, and later on the President of the Republic, was
keen on assuming the post of Interior Minister, in an attempt to proceed in the career path he planned
for himself as soon as Egypt was declared as a republic in 1953 since Non-Egyptian Ministers with no
police or security background assumed the Interior Minister’s post for a long time. Nowadays in order to
fulfill the post of an Interior Minister one must be of Egyptian descendant and a graduate of Police
college. Premiers are no longer capable of assuming both posts as Interior Minister's post has become
completely separate due to the vast and important tasks it entails; being directly in charge of preserving
citizens security , safety and properties. The Interior Minister has to renounce his title as a police general
and his name is only preceded by the title (Mr.). 

Evolution of the Ministerial System in Egypt:

Back in 1805 where the Ministerial System in Egypt dates back to, Mohamed Ali basha, the ruler of Egypt
founded a department (Diwan) called the Ruler’s Department (Diwan Al Wali) with a specific objective in
mind which was keeping law and order in the city (The Capital) and settling disputes that may occur
among citizens and the foreigners alike.

Issues related to Inheritance, guardianship and major crimes were represented by four jurists in the
council that was formed within the structure of the department. In 1854, a decree on appointing a
governor to the Capital (Mohafez Al-Mahrousa) wass issued by Egypt’s Ruler Abbass Basha for the very
first time in modern history.
Establishment of the Interior Ministry:

On the 25th of February, a decree on upgrading three departments ; Interior, War and Finance to the
level of Ministries with a minister appointed to each was issued by Egypt’s Ruler Mohamed Saiid Basha.
The Interior Ministry was allowed to implement the decisions taken by "Decisions Council" – health
related matters – public engineering works – the governorate headquarters – Suez Canal works –
management of Shoubra stable – the official print house – Royal Offices "which implied Civil Schools"-
The Royal Hospital.

Police Authority: 
the formation of the police authority:

Police Authority is divided into major and regional sectors formed by virtue of a decision issued by the
Minister of Interior. Each sector is headed by a First Assistant/ Assistant to the Minister. The sector
president might be assisted with one (or more) vice- president to act on his behalf when not present.
Competences of the sector vice- president are detailed by virtue of a decision issued by the Minister of
Interior. (Article 1, Police Authority Law, No. (109) of 1971; as amended).

Preserving public order, security and morals; protecting lives, honors and properties as well as
preventing crimes and seizing criminals are the major objectives that the Police Authority is entitled to.
It is also responsible for availing tranquility and security for all citizens in all fields, and for performing all
the duties stipulated by laws and regulations. (Article 3, Police Authority Law, No. (109) of 1971; as
amended).
