1 Introduction
As the management of the University of Belize, I know you care about the safety of your
students and faculty on school grounds. As students of this prestigious university we are
concerned about of our safety too that is why we feel that it is important to heed measures to
improve it. We understand the budgetary constraints so this proposal will be implemented using
sponsored funds. Although there are many factors that makes this institution unsafe, this
proposal will discuss the main problem, the fence. Proper fencing is one of the most important
available safety measures that an institution can provide. It is important for our school to erect a
good strong fence to enhance safety, direct traffic, and reflect the campus image. Fencing
functions as a key element of territoriality the use of architectural and landscape markers
distinguishes ownership. It helps to upkeep the grounds as user tend to respect well maintained
buildings and grounds. Due to many factors our school fence is completely damaged, it had
many large holes that can attracts very large animals and unwanted strangers especially at night
time. Some sections of the fence have dropped over because of the weak poles which give the
wires no support. The damaged fence makes easy for students to be robbed or assaulted on
campus our fence has many access areas for they unwanted strangers.
1.2 Background
The of Belize Teacher’s Training College was established in 1965. In August 1, 2001 the
University of Belize was created merging 5 institutions:
UBC, BTC, and BTTC were under the management of the Ministry of Education. BSN was
under the supervision of the Ministry of Health, and BCA was under the supervision of the
Ministry of Agriculture. In 2004 the main campus was moved to Belmopan City. UB now offers
programs from its main campus in Belmopan and three other locations: Belize City, Central
Farm, and Punta Gorda. UB also owns and manages two marine field stations at Calabash and
Hunting Caye.
Causes
The University of Belize’s fence is falling apart day by day and in order to repair it we must look
at the causal factors. We all have observed the front fence and we can conclude that the
following are causes for its deterioration:
Lack of Maintenance
Fences are required to be maintained over the years. The University of Belize’s
Education campus fence is said to have had only minor renovations done since
amalgamation in August 2000. According to Bailey Fence Inc., a chain-link fence that
loses its integrity is more prone to falling down or apart if needed repairs are ignored.
Small chips and openings in the metal can permit rust to work its way into the bare steel.
1.5 Need for / Consequence of not proceeding with redesigning the fence
Currently, the University of Belize’s front portion of their fence on the Education Campus is
deteriorating. This front portion includes both gates. A fence should establish security which is
needed on a college campus filled with students and faculty members. Furthermore, it is in great
need for redesigning.
Safety, Security and Surveillance
Can prevent unauthorized entry and should mitigate an intruder from entry. Persons
leaving and entering campus can be monitored. Fences also help as a barrier to keep feral
animals away such as stray dogs and cats which often carry rabies. Proper fencing can
keep sexual predators, kidnappers and robbers from engaging in criminal activity.
Between 2014/2015, there was a total of 1,141 child abduction and kidnappings recorded
by police in England, Wales and Northern Ireland.
There are small children just entering the campus unattended. They may be let by the
security at the gate but they small bodies allow them to fit through holes in the fences.
Emergency purposes
If you are running an institution and your infrastructure is slowly dilapidating that says a
lot about you. The gates at the entrance of the institution can barely open to its full extent.
This can prevent wide vehicles such as ambulance from entering in the case of an
emergency.
It is necessary that the redesigning of the fence be done because it contributes to the aesthetics
and security of the college campus. If it is left unattended then more money will be spent to fix
the problem. The following are future consequences that may arise due to lack of awareness:
Vandalism
Vandals tend to look for easy access points and a dilapidating fence makes it even easier
for them to invite themselves in. They will continue to destroy the fence or even
surrounding landscape of the school area. Vandals often use spray paint gang slangs or
initials on the cement portion of fences. For instance, the left side of the fence has a wide
opening due to metal poles falling apart. Earlier in the school year a young lady was
robbed.
