It is signed between UNESCO and Ali Alzabarah, CEO, Misk Initiatives Center, and begins: "Considering the mutual désire of Misk Initiatives Center at MiSK Foundation (hereinafter "Partner Institution") and the United Nations Educational, Scientific and Cultural Organization (hereinafter "UNESCO"), to establish a general framework of collaboration between them and to provide an opportunity for the Trainees to acquire a firsthand working experience at UNESCO; The Partner Institution and UNESCO (together referred to as the "Parties") hâve agreed to establish the Sponsored Traineeship Programme as follows: ARTICLE 1 Purpose 1. The purpose of theSponsored Traineeship Programme is threefold: a) To offer to the selected Trainees specialized in the areas related to the work of UNESCO, the opportunity to enhance their knowledge and consolidate their experience through practical work assignments; b) To expose Trainees to the work of UNESCO, and enable them to gain a better understanding of its mandate, programmes and processes, and thus promoting and strengthening UNESCO's work in the areas of its mandate; e) To benefit from the input of professional individuals, who can bring new ideas." A fish rots from the head: UN Secretary General Antonio Guterres, who earlier this year took a $930 million check from MBS, himself also partners with Misk through his Envoy on Youth, Jayathma Wickramanayake. But the training role of UNESCO under Audrey Azoulay is particularly ghoulish. It comes as a Saudi diplomat is trying to get the post in UNESCO in charge of the protection of journalists, reported here by Inner City Press which is now informed from an insider in the bureau of human resources, that the Director of HR, Hong Kwon and close friend of Ban Ki-moon (as we already reported – see here and here) signed and MOU with the MISK Foundation to train staff. Inner City Press' sources, who see UNESCO being destroyed under Azoulay and Guterres, view this as a total breach of the UNESCO values and basic principles. Not abrogating the MOU after the murder Khashoggi is a new low - but follows Guterres continuing his Youth Envoy's MOU. This is not the first time Hong Kwon is exposed to severe criticism inside UNESCO for dealing with serious matters in a non-professional and incompetent manner. Seconded to UNESCO from the UN where he was promoted almost every two years by his countryman Ban Ki-moon, who pushed Bokova to appoint him with a promotion at UNESCO last year. Most of the staff is keenly expecting his departure back to New York like his predecessor Ruth de Miranda by the end of July 2019. Furthermore, the introduced illegal changes by Kwon Hong in the reclassification of staff policy last August, superseded the decision-making power of the General Conference of UNESCO. These changes are since then severely objected by the two staff unions of UNESCO and, together with other pending files reflecting accumulated problems due to the total malfunctioning of the bureau of human resources may lead to an official disruption of the relations between the staff unions and the administration of Azoulay. This is consistent with Guterres' contempt for staff's rights and even lives, as shown in the DRC. The newly appointed ADG for Administration from the UK is now expected to request his departure in the coming weeks, but this may be objected by the Korean Ambassador to UNESCO and close friend of both Ban Ki moon and Hong Kwon. We will keep following closely what the final say of Azoulay will be on that one and whether she will be politically strong enough to challenge the Korean Ambassador who

    Agreement on thé establishment of thé
    Sponsored Traineeship Programme
    between

    thé United Nations Educational, Scientific and Cultural Organization


    and

    Misk Initiatives Center at MiSK Foundation

    Considering thé mutual désire of Misk Initiatives Center at MiSK Foundation (hereinafter "Partner
    Institution") and thé United Nations Educational, Scientific and Cultural Organization (hereinafter
    "UNESCO"), to establish a général framework of collaboration between them and to provide an
    opportunityfor théTraineesto acquirea firsthandworkingexpérienceat UNESCO;
    ThéPartner Institutionand UNESCO(together referred to as thé"Parties")hâveagreed to establishthé
    Sponsored Traineeship Programme as follows:
    ARTICLE 1
    Pur ose

    1. Thé purpose of thé Sponsored Traineeship Programme is threefold:

    a) To offerto théselected Traînées specialized in théareas related to théwork of UNESCO,thé


    opportunity to enhance their knowledge and consolidate their expérience through practical work
    assignments;
    b) To exposeTrainees to théwork of UNESCO,and enable them to gain a better understanding
    of its mandate, programmes and processes, and thus promoting and strengthening UNESCO's
    work in thé areas of its mandate;
    e) To benefit from thé input of professional individuals, who can bring new ideas, knowledge,
    expérience and dedication in support of UNESCO's programmes and activities.
    ARTICLE 2
    Général rinci les

    1 UNESCO does not remunerate Trainees. There is no compensation, financial or otherwise, for
    traineeship assignments. Trainees will be financially supported by Partner Institutions.
    Arrangements and costs for travel to a duty station, visas, primary living expansés and coverage
    of health insurance are under thé responsibility of thé Partner Institution or thé Trainee.
    2. UNESCO accepts no responsibility for thé médical insurance of thé Traînées or for any cost or
    responsibility arising from accidents and illness(es) incurred during thé traineeship with UNESCO.
    Traînées are fully responsible for arranging, prior to thé traineeship, a health insurance covering
    théperiodoftraineeship.Anysuchexpensesshall not becovered byUNESCO,and must be borne
    by thé Partner Institution, théTrainee's insurance or at théTrainee'sown expense.
    3. UNESCOaccepts no responsibilityfor loss and damagesto personal effects that may occurduring
    thé traineeship.
    4. UNESCO is not responsible for any daims by any parties where thé loss of or damage to their
    property, death or personal injury was caused by thé actions or omission of action by thé Trainees
    during their traineeship.
    5. Théfinal décisionregardingthéappointmentand assignmentof a Trainee rests with UNESCO
    ARTICLE 3
    Status of Traînées

    1 Trainees are not UNESCO staff members. No privilèges and immunities are granted to them by
    UNESCO.
    2. Traînées shall not be sought or accepted as substitutes for staff members in thé implementation of
    programmes and activities.

    3. Traînées work in accordance with thé time schedule agreed with thé superviser and shall notify thé
    superviser in case of absence owing to illness or other unavoidable circumstances.
    4. Trainees are not authorizedto supervise UNESCOstaffmembers, commit funds, approve budgets
    or take part in recruitment and procurement actions. They shall not officially represent UNESCO
    and speak on its behalf.
    5. Trainees shall observe ail applicable rules, régulations, policies, instructions, procédures and
    directives of thé Organization notwithstanding their status as described in paragraph 1 above.
    6. Traînées shall adhèreto thé Standards of Conduct for thé International Civil Service.
    7. Traînées shall carry out their assignments and regulate their conductwith thé interest of UNESCO
    only in view, and shall not seek or accept instructions regarding thé services performed under thé
    traineeship from any Government or from any authority external to UNESCO.
    8. Trainees shall refrain from any conduct that may adversely reflect on UNESCO, and_4shall not
    engage in activities incompatible with thé aims and objectives of UNESCO.
    9. Traînées must keep confidential any and ait unpublished information made known ta them by
    UNESCO during thé course of thé assignment and must not publish any reports or papers based
    on information obtained or made available to them during thé assignment, except with thé written
    authorization of UNESCO. This provision shall remain in effect after thé expiration of thé
    traineeship.

    10. Title rights, copyrights and ail other rights of whatsoever nature on any material produced by thé
    Trainees duringthécourse of théassignmentwith UNESCOwill be vested exclusivelyin UNESCO.
    However, it is agreedthatTraineesmayusethéresults ofthéwork made bythem duringthécourse
    of thé assignment with UNESCO in their académie dissertation or for any other académie purpose,
    subject to UNESCO'sprior authorization.
    11. Traînées providea médicalcertificateissued bya recognized physicianin orderto confirm thatthey
    are physically fit for thé traineeship assignment. Any expenses incurred in connection with this
    certificate shall be covered by Traînées or their Partner Institution.
    ARTICLE 4
    Rôles and res onsibilities

    1. UNESCO undertakes to submit to thé Partner Institution thé requests for thé following year's
    traineeships in thé form of traineeship proposais (i. e. Terms of Référence), in a timeframe to be
    mutually agreed.
    2. Thé Partner Institution follows its internai processes in terms of dissémination of traineeship
    proposais and présélectionof candidates.
    3. Thé Partner Institution pre-selects at least three (3) suitable candidates per traineeship proposai
    fulfilling thé minimum requirements as established by UNESCO, and submits thé list of candidates
    to UNESCO.
    4. After receiving thé list of candidates from thé Partner Institution, UNESCO évaluâtes them and
    informs thé Partner Institution of théfinal sélection décisionregardingthéselected Traineeswithin
    a reasonable timeframe to be mutually agreed.
    5. When proposing assignments, UNESCO endeavors to thé extent possible, to match thé interests
    of Trainees with thé needs of thé Organization. Traînées shall not be assigned to serve in a
    Sector/Bureau/Office/lnstitute where there could be a potential conflict of interest.
    6. UNESCO shall assign supervisors to Trainees. Thé supervisors should give guidance and regular
    feedback to thé Trainees on thé progress of their assignment.
    7. Atthéendofassignment,théUNESCOsupervisershouldevaluatethéperformanceofthéTrainees
    and communicate thé évaluation report to thé Partner Institution, as required.
    8. Unsatisfactory performance, or failure to conform to thé Standards of Conduct set out above, may
    lead to termination of thé traineeship, for cause, at thé initiative of UNESCO. One week's notice
    shall be given in such cases. In thécase of unsatisfactoryperformance, a warningshall be given
    to thé traînée, first.

    9. Any serious breach of thé duties and obligations that would justify séparation before thé end of
    notice period will be immediately reported by UNESCO to thé Partner Institution in view of
    immédiatecessation of assignment.
    10. UNESCO monitors thé Sponsored Traineeship Programme and identifies corrective actions, as
    appropriate. Thé Partner Institution also monitors thé Sponsored Traineeship Programme and
    provides suggestions to UNESCO,as appropriate.

    ARTICLE 5
    Duration

    Théduration of thétraineeshipvaries accordingto thétype of assignments, UNESCO'sneeds, as


    well as thé Traînées availability and thé Partner Institution's requirements. Thé standard duration
    should normally be minimum six months, with a maximum duration not exceedingtwelve months.
    Traineeships are normally on a full-time basis, in accordancewith théworking hours established
    by UNESCO,althoughassignmentsmaybecarriedout on a part-time basisin agreementwiththé
    superviser and thé Partner Institution.
    3. Traînées are entitled to a leave of 2. 5 days per month during thé traineeship. Requests for leave
    should be cleared in advance by supervisors.

    ARTICLE 6
    Eli ibilit criteria

    Trainees should be qualified in areas related to UNESCO'sfields of compétenceor in other areas


    which support UNESCO's work.
    Applicants must hâve completed at least three years of studies (first university degree or Bachelor
    degreeor équivalent)at a universityor équivalentinstitution, and must providea certificateor a list
    of exams taken.

    3. Trainees shall be proficient (written and spoken) in at least one of UNESCO's working languages
    (Englishor French).A working knowledgeofthéotherworkinglanguageis an asset, and so is thé
    knowledgeof otherofficiai UNESCOlanguages(Arabie, Chinese, Russian, and Spanish).

    4. Trainees must be able to adapt to an international working environment and work effectively with
    people from différentbackgrounds.
    5. Trainees should hâve strong interpersonal and communication skills, and be able to work well in
    teams.

    6. Traînées must be computer literate.

    ARTICLE 7
    Dis ute résolution

    Ail disputes arising out ofor in connection with this Agreement shall be settled by mutual understanding.
    However, if no amicable settlement can be arrived at, any dispute shall be arbitrated according to thé
    rules defined by thé United Nations Commission on International Trade Law ("UNCITRAL).
    ARTICLE 8
    Amendments

    Théterms and conditionsofthis Agreement may be modified in writing by mutual consentofthé Parties.
    Such amendments are considered as an intégral part of this Agreement, and enter into force when
    signed by both Parties.

    ARTICLE 9
    Ent into force and termination

    1. This Agreement enters into force when signed by both Parties.


    2. ThéAgreement shall remain in force until terminated by giving three months' notice in writing, either
    by thé Partner Institution or by UNESCO.
    3. Thé termination of this Agreement shall not affect existing or ongoing Individual Traineeship's
    contract(s) until their completion, unless thé Parties agrée otherwise.

    Signed in two original copies, each Party keeps a copy.
