VCCI Organization Roles and Responsibilities

Executive Assistant

• Assist management in keeping up meeting schedules, agenda, activities


• Document meeting minutes and assisting miscellaneous acquisition
• Scheduling and monitoring departmental machine and equipment maintenance
• Prepare miscellaneous MRO purchase, furbish, and execute process and closure
• Maintain accurate departmental materials/inventory with log
• Initiate procurement process within guidelines
• Provide guided report generation, analytical assessment for management
• Obtain necessary signatures on documented approval process.
• Performs other related duties as required and assigned.

Cost Engineer

• Assessing risks
• Doing cost estimates
• Forecasting
• Reviewing proposed schedules
• Implementing bets practices
• Performing cost control
• Analyzing variances

Documents Controller

• Responsible for all document control activities for the Company and projects.
• Provide professional document control duties applying diversified knowledge and
experience of document control and filing practices to support construction projects.
• Organize and file current document backlog from project job packages per the company’s
current filing process.
• Responsible to process all submittals and input into the system.
• Receive, log, and track plans and specifications as received including all revisions.
• Maintain all hard copy files of project documentation.
• Maintain electronic copy files of project documentation.
• Performs other related duties as required and assigned.

Account Executive

• Responsible for the accounting operations of the company.


• Communicate routinely with Project Managers on a variety of job-related topics including
bonding, insurance and contract agreements.
• Participate in the formation and implementation of company financial plans.
• Preparation of all monthly financial reports.
• Work with outside accounting/financial firms on monthly close-out procedures.
• Provide reporting and budgeting as required by Senior Management.
• Manage company and project cash flow.
• Supervise accounts payable and accounts receivable staff and functions.
• Work with project management staff ensuring proper compliance with accounting.
procedures including reviewing and analyzing job cost estimates and reports monthly.
• Develop written accounting procedures for the operations staff and work with team to
ensure proper implementation and compliance.

Payroll Specialist

• Gathering data from the employee timecards for fixed term employees and daily paid
regular employees the day after the payroll week ends.
• Processing the data using the payroll software, printing of payroll sheets and pay slips to
be counter checked by the purchaser or office secretary and to be approved and signed
by the Comptroller or VP Finance, check preparation.
• Encashment of check with the assistance of the messenger.
• Inserting cash in the employee’s payroll envelope.
• Releasing of payroll to the employees on the payroll date. He/she must make sure that
all employees must affix their signatures on the payroll sheet acknowledging the receipt
of their salary/wages.

Purchaser/AP

• Purchaser’s responsibility with regards to company procurement to look for a competitive


vendor/supplier who offers reasonable terms, canvassing and placing actual orders.
He/she will coordinate as well with the vendor/supplier or the Messenger (for pick-up) to
make sure the on-time delivery of the procured items at the assigned site.

HR Administrator

• Organizing and maintaining personnel records.


• Updating HR database (e.g. new hires, separations, vacation and sick leaves).
• Preparing HR documents.
• Maintaining employee records (soft and hard copies).
• Assisting in payroll preparation by providing relevant data, like absences, bonus and
leaves.

Admin Staff

• Handling office tasks, such as filing, generating reports and presentations, setting up for
meetings, and reordering supplies.
• Screening phone calls and routing callers to the appropriate party.
• Using computers to generate reports, transcribe minutes from meetings, create
presentations, and conduct research.
• Greet and assist visitors.
• Maintain polite and professional communication via phone, e-mail, and mail.
• Anticipate the needs of others in order to ensure their seamless and positive experience.
Project Manager

• Direct and oversee construction projects from conception to completion while


monitoring compliance with safety and building regulations
• Prepare external and internal reports relating to job status, daily progress, estimates, and
deliverables.
• Establishing necessary interfaces amongst the Owners, engineering team, construction
team, commercial and procurement team and commissioning team in the organization
• Communicate with the responsible parties to ensure quality construction exceeds
company standards and proper industry techniques and processes are utilized, while
ensuring the client’s needs and wants are efficiently met.
• Review projects on a daily basis to ensure quality construction standards exist and
estimates remain within budget.
• Supervise construction projects to ensure they are completed on time and exceed the
customer’s requirements.
• Work under deadlines in a fast-paced environment to plan and coordinate all aspects of
the building process from hiring contractors to working with engineers, architects, and
vendors.

Engineering Manager

The Engineering Manager is responsible for design review and approval of all engineering documents and
monitoring of the design and fabrication schedule including: -

• Communicate with the suppliers and sub-contractors and ensure that their works and
products are in compliance with the Project requirements.
• Reviewing and approving of all engineering documents including quality plan.
• Ensure that all works and documentation are in compliance with the Project
specification, codes and requirements.
• Ensure that Owner’s requirement and project specification are implemented in the
design, material selection, quality control system and fabrication process.

Construction Manager

The Construction Manager is responsible for all construction activities of the Project including:

• Communicate with the Head Office and ensure that adequate resources and supports
are provided at site.
• Reviewing and approval of erection schedule, method statement at site.
• Developing and implementing the site office establishment, mobilization and
demobilization plans.
• Novation of civil work.
• Commissioning and testing.
Site Manager

The Site Manager is responsible for all Erection work for mechanical and electrical work including:

• Ensure that all mechanical and electrical works performed by sub-contractors are in
compliance with the project specifications, codes and standards
• Ensure that the Mechanical and electrical erection schedule is met
• Ensure that all works are implemented as per the health and safety plan

QA/QC Engineer

• Perform all daily inspection and test of the scope and character necessary to achieve the
quality of construction required in the drawings and specifications for all works under the
contract performed ON or OFF site.
• Carry out inspection and checking for all quality related procedures in the site and ensures
activity at the site are as per approved method statement and inspection test plan.
• Coordinate with the consultant’s representative and Site In-charge for inspection and
meeting about quality problems including the closure of Non-Compliance Report.
• Report to the QA/QC Manager/VP Engineering, control, and monitor all activities related
to Quality Management System, QMS.
• Taking care of QA/QC documents of the entire project including certificates, calibration,
test results, inspection requests, non-compliance reports and site
instruction/observations, permanent materials delivered and other QA/QC documents.
• Responsible for the closure of Non-conformance, NCR and Site Instruction, SI.
• Responsible for the quality and workmanship of every activity, thorough knowledge of all
phases of engineering construction relating to Mechanical and Structural discipline
interfacing the multidisciplinary operations.
• Develop method statement for the activity including risk assessment and job safety
environmental analysis and Inspection Test Plan and Checklist based on specifications of
the project.
• Carry out Internal Audit at the site as scheduled in the Project Quality Plan, PQP.

Safety Officer

• Administer First Aid to personnel for designated jobsite


• Monitor compliance of safety policy and regulations
• Promote a culture of safety within organization and on jobsite
• Support the enforcement of safety processes, practices and safety management plans
• Manage return to work program for site staff
• Coordinate Environmental issue with Client and local authority.
• Risk assessment for hazardous material handling such as asbestos.
• Investigation and reporting on accidents and incidents;
• Ensuring the sanitary regulations are enforced on site;
• Indoctrinating and educating personnel in site safety practices, including tool box talks;
• Developing accident countermeasures where necessary.
