HSUPA User Number and HSDPA User Number

Run DSP UCELLCHK to query the number of current cell HSUPA and HSDPA users.

Run LST UCELLCAC to query the maximum number of HSUPA users and HSDPA
users based on the cell admission algorithm.

Run LST UNODEBALGOPARA to check for the maximum number of HSUPA and
HSDPA users supported by the NodeB.

Determine the relationship between current users and maximum number of users
supported.
If the Number of Current Users is close to the Maximum Number of Users Supported,
the number of HSUPA users is insufficient. Increase the number of supported
HSUPA users.
