    In 1994, Todd W. Bressi published an article in Places Journal about Los Angeles' plans in the 1940s and 1950s to transition its bus system to an electric trolley bus network. The plan aimed to modernize public transit and shape urban form by concentrating development around planned trolley routes. However, the expansion of freeway systems and rise of personal automobile ownership in the postwar period prevented the trolley bus plan from being fully realized. The plan demonstrated public works' potential to influence a city's physical structure but Los Angeles ultimately grew into a decentralized, car-dependent urban form instead.
