UG 7 as limited to specific types of wholesaling activity that do not include the businesses we
have identified for relocation, this would also need to be addressed in the ‘A’ text.
4. Site 8 Block 2198, Lot 18: This site, owned by an affiliate of Flair, is well suited for use by
wholesalers relocating to Sites 6 and 7. Wholesale activities on this site, which is located in the
manufacturing district adjacent to a Con Edison facility, could relieve the need to include storage
and other wholesale support functions on Sites 6 and 7 and help maximize active uses at those
locations.
In order to facilitate the use of Site 8 as part of the wholesale relocation plan, the ‘A’ text should
allow for an increase to up to 2.0 FAR. The use of more than 1.0 FAR could perhaps be made
subject to a certification that the increase in floor area is intended to facilitate wholesale or
wholesale-accessory activities for wholesalers located on Sites 6 or 7. However, we believe that
the site could also be used at a later date by either Con Edison or DOT for relocation of some of
their use on waterfront sites and that a limitation of the 2.0 FAR allowance to wholesale or
wholesale-accessory uses only might prove unduly limiting. We also note that if this site could
serve at least in part as a relocation site for the DOT waterfront bridge repair facility, it would free
up that site for affordable housing redevelopment with waterfront access.
5. R8A Zone Extension: Extend the R8A zone to include Block 2202, Lot 17 (Site 3) and Block
2199, Lot 11 (Site 6), which are controlled by an affiliate of Flair. The R7A zone is
understandable for existing housing stock but these two sites are empty lots for which R8A would
be more appropriate and would allow for additional new housing to be developed within a similar
zoning envelope than what is proposed. This change would result in the additional of
approximately 65 mixed income units to the neighborhood,
