Crown Castle:
• Is the largest wireless infrastructure provider in the US. And holds two pole top
franchises with the City of New York (since 2011).
• Has been building the foundation for today’s wireless world since 1994. Crown
owns and manages over 40,000 towers and operates over 25,000 small cell
networks in every major US market and over 29,000 route miles of fiber.
• Has a local presence of over 77 employees and over 1000 local partner companies
supported by national resources (and growing).

Project Overview
• Pole attachments in the public right of way proposed in 23 unique locations
(some of the pole attachments will be colocations):
• 22 for T-Mobile
• 21 for Verizon
• 20 attachments are colocations with both Verizon and T-Mobile
• All locations will feed back to a Hub location via fiber optic cable which will be
located off of the Island for both Verizon and T-Mobile

License Terms between Crown Castle and RIOC
1. License will enable Crown Castle to access the public right of way poles on
Roosevelt Island
2. License is for a 10-year term with 3 – successive terms of 5-years.
3. Compensation for use of the poles to RIOC from Crown is $3,390.48 per location
with an annual CPI adjustment.
4. Crown Castle is responsible for its own electrical utility charges.
5. Crown Castle will be building and maintaining a fiber ring around Roosevelt Island
to supply the locations with connectivity.
• Crown Castle will provide RIOC 4 strands of Dark Fiber along planned
deployment route.
6. Crown Castle shall comply with all laws related to construction, installation,
operation, maintenance and control of its equipment in the public way and on
RIOC facilities.
7. Crown will provide necessary insurance – Workers Compensation, General
Liability

Explanation of Network Need In Identified
Locations
• LTE and heterogeneous networks (mix of macro, micro, pico cells and DAS) are
laying the foundation for 5G networks and the internet of things (IoT)*.
• A positive wireless experience in the proposed locations means a customer
connecting to the network on their first try, staying connected throughout the call
or data transmission and the customer ending the call or data session when they
are ready.
• The current gap in reliable services causes a negative experience: customers cannot
place calls; when calls are connected, voice call quality does not meet customer
expectations or they do not choose when to end the call; or the call simply
drops/disconnects without notice.
* The IoT (Internet of Things) is a concept which involves the connection of any device which has an
on/off switch to the internet. This concept brings forth many advances like smart cities, applications to
reduce traffic congestion, real-time public safety intelligence, health care advantages, and a better
overall access to information in general.
