References: 1) Government of India, Ministry of Road Transport & Highways Office Memorandum — RT-16031/2/2017-T dated 08 August 2018. 2) NHAI meeting notice - NHAI/TP/50/2018/137 dated 10" August 2018 1 Meeting of the committee was held on 20 August 2018 in HQ NHAl. It was chaired by Member (Finance), NHAI and attended by the committee members as per attendance sheet enclosed as Annexure- A. 2. At the outset, Member (Finance), NHAI welcomed everyone for the 1 meeting of committee and gave opportunity to the members of All India Motor Transport Corporation (AIMTC) to start with their problems encountered at Toll Plazas. 3. The AIMTC stressed on the enormous wastage of time & money due to stoppage at Toll Plazas and narrated many figures of overall national wastage due to long waiting at Toll Plazas, based on some studies carried out brought by them. Then they brought out that Current Electronic Tolling System has turned out to be ineffective, as it has been in operations since 2012-13 but could not provide desired relief to the transporters. They also brought out incidences theft & robbery at / near toll plaza is increasing due to stoppage /slow down. The overall discussions of the committee can be broadly structured in three major categories: (a) Broad issue: Relevance of Tolling 1. It was stated by AIMTC that as per their study, in year 2017, approximately Rs 1,46,000 crores national money was wasted due to long waiting time at Toll Plazas, whereas total toll collection of NHAI was barely Rs 23,000 crores; therefore, there is no logic of tolling. As per AIMTC, the tolling amount can be easily met by levying any additional cess on diesel/transportation of goods etc. They further brought out that the figure has gone up to Rs 1,76,000 crores this year over shadowing the growth in toll collection, therefore the Government should review its tolling policy. ll. AIMTC also expressed their apprehension of leakage in toll collection. Ill, It was clarified by the Member (Finance) that discussion on this issue is beyond the purview of this committee. The AIMTC can raise this issue in appropriate forum. The mandate of this committee is to devise mechanism of seamless tolling at Toll Plaza using latest technology, without any human intervention. Action Points: It is beyond the ambit of this committee to deliberate on it. 2 (b) Improvement in the Current Electronic Tolling System (FASTag): IL vl AIMTC brought out that Current Electronic Tolling System is ineffective as it has been in operation since 2012-13 but could not provide desired relief to the transporters. The FASTag infrastructure is mostly poor. State toll plazas are not on board to give seamless experience. AIMTC also apprehended that, the concessionaires / toll operating agencies don’t seem not keen in implementing the ETC system in the tolling. Most of the toll plaza are out sourced to local goondas. AIMTC further brought out that the FASTag ETC system has reached to a plateau now and there is, no likelihood of further increase in penetration as there is neither any relief to the transporters nor any incentive to them in continuing as cash back on use of FASTag is going to end soon. It was clarified to them by NHAI, NPCI and NHBF that their apprehension is not correct. NPCI brought out that though there have been some hiccups in the earlier version of ETC but the current version of NETC launched with multiple issuer & acquirer banks taking NPCI as CCH is working exceedingly well. Member (Finanace) explained the tremendous growth of NETC program with statistics. He explained that number of FASTag vehicles increased from nearly 1.06 lakh in Nov 2016 to over 27 lakhs in barely 20 months. More than 6.5 lakhs ETC transactions every day is taking ETC toll collection to Rs 500 crores per month contributing to nearly 23.5% of total toll collection. NHBF Chairman explained that concessionaires are extremely keen to implement the ETC as evident from the fact that most of concessionaires implemented the Hybrid ETC in all lanes at toll plazas without waiting for ‘the formal supplementary agreement & payments from NHAI. It was further explained to them that as usage of FASTag increases, waiting time at toll plazas will automatically reduce. The AIMTC should encourage their members to maximize use of FASTag. Member (Finance) explained the multiple steps being taken by NHAI/IHMCL to improve the efficiency of current ETC system. Possibility is being explored to bring State toll plazas and city toll plazas into the ambit of FASTag. Integration of FASTag with GSTN e-way bill is also on cards. AIMTC was asked to give suggestions for improving the e-Tolling and nominate two members of AMITC as special invitees in the IHMCL Board meetings & steering committee to keep them updated. AIMTC nominated two members for this: a) ShriSK Mittal aa President, AIMTC b) Shri kK S Atwal Z Chairman, AIMTC Action Points 1) NHAI & IHMCL to improve efficiency at toll plazas 2) NHBF to implement Hybrid ETC in all lanes and dedicate 02 FASTag lanes with uniformity at all toll plazas. 3) AIMTC to forward suggestions for improving e-Tolling system by 10" Sep 2018.
