DOSSIER FOR DESIGN COMPETITION DESIGN OF BRT BUS
STATION IN VISAKHAPATNAM, ANDHRA PRADESH

I. PREAMBLE
In 2008, the Government of India sanctioned a Bus Rapid Transit System (BRTS) Project for Rs
452.93 Cr for a length of 42 Km of BRTS under the JNNURM program. The current scheme
comprises two corridors, namely Pendurthi Transit Corridor (PTC) and Simhachalam Transit
Corridor (STC). The majority of road works were completed by 2012, however lack of exclusive
BRTS rolling stock, exclusive BRTS bus stops and a dedicated depot has delayed operations.
Currently Greater Visakhapatnam Municipal Corporation (GVMC) plans to operationalize the
existing BRT system by upgrading the existing BRT corridor, improved pedestrian facilities,
upgradation of BRT bus stations, purchase of exclusive BRT fleet and a Depot allowing the full
benefits of the BRT system to its citizens.

II. DESIGN CONTEXT

GVMC for the said project. In tandem with
this broad vision, APUIAML has decided to
float a Design Competition for the experts,
students of School of Planning &
Architecture, Vijayawada to bring innovative
and path breaking concept designs to achieve
the desired objective of developing /
retrofitting the existing bus stations in the
BRT corridor into state of art dedicated BRT
bus stations which shall have all the required facilities for the passengers right from approaching
the Bus Station from the road till boarding the buses. Some of the indicative components (not
limited to) that may be included in the BRT bus designs are seating benches, ticketing facilities for
closed & Open BRT system (refer Part A of the dossier), entry & exit facilities, ICT elements,
Information display, space for advertisement etc. You are free to add any component which shall
be a part of the proposed BRT station.
In line with the above said objective, APUIAML has prepared brief competition dossier that shall
be shared to all the participants. The document is organized into 2 parts. Part A gives an overview
of the Design Competition guidelines for the participants. Part B contains the Project Information
of the Visakhapatnam BRT Project which shall enable the participant to prepare the design for the
said Competition. At an appropriate stage, APUIAML may consider inviting/ appointing the
winner to advice on the subsequent planning and detailed design stages of the said assignment on
mutually agreed terms.

Organiser of the Competition:

The organizer of the Competition is APUIAML, a Joint Venture company between IL & FS and
Government of Andhra Pradesh.

Organizing Committee (hereinafter, called as “Committee”) appointed by APUIAML in association with


SPA - Vijayawada (one member from each of these organisation) shall oversee the conduct of the
competition, ensure conformity with the regulations and ensure that the schedule of the competition is
adhered to.

The Committee shall also provide all the necessary help and support to the competition jury during the
deliberations of the jury and provide all technical clarifications.

Purpose and Type of Competition & Eligibility to Compete:

It is a conceptual design competition, where APUIAML shall use the same for its objective of the
assignment.

For the purpose of this competition, single person / team (maximum of 2 persons) shall be allowed. The
final design under competition shall be submitted / presented by the team

No participation fee is required to be paid by the invited participants.

Prize and Remuneration:

The Competition Winning Entry shall be awarded prize money of 30,000 INR (First Prize - One only),
subject to deduction of applicable taxes. The second and third runner up position shall be awarded prize
money of Rs. 5,000 each. The above prize will be awarded on announcement of the name of the Winner
by the Jury.

All the entries shall receive a Participation Certificate.

General Details & Schedule of the Competition:

All the official communications shall be through E-Mail only.

Each team shall submit only one entry

Last day for the submission would be on 01-01-2019


Implementation of the Winning Design Entry Idea

It is the intention of APUIAML to adopt the design ideas and concepts on the Bus Station Design of BRT/
or its components thereof, of the Winning Entry with or without modifications for its implementation.
At an appropriate stage, APUIAML shall appoint a suitable agency to implement the selected design. The
Winning Entry shall be free to participate in this selection process if they have the necessary
competencies for the same.

Deliverables

Design Submission - The concept idea for the BRT Bus Station for Visakhapatnam should be illustrated in
sheets not more than 05 A1 sized drawings (59.4 x 84.1cms) in horizontal format. UID number will be
placed on the right-hand top corner on the back side of the sheet

The medium of expression should be mostly drawings, illustrations and 3D renderings with only
explanatory notes, as required. Soft copy (Auto CAD format, Adobe Photoshop, any other software’s
used) of all the drawings should also be presented during the date of jury.

The submission should address the following:

• Understanding of the Project (including successful and relevant Benchmarking studies);

• Larger concerns pertaining to existing Visakhapatnam BRT station (refer Part B of the Design
Dossier)

• Translation of the Idea into Design Scheme

• Components of the BRT Station for Closed BRT System

1.1 About Visakhapatnam BRTS System


Visakhapatnam is one of the fastest growing urban nodes on the east coast of India. It has a
population of over 1.7 million (2011 Census) and a cosmopolitan outlook. Visakhapatnam is often
called the ‘Jewel of the East Coast’. As one of the fastest growing cities in the region, it is also a
commercial and economic powerhouse for the state. Recent business events under the auspices of
Digital Andhra Pradesh suggest that Visakhapatnam is poised to become a Fintech hub. This will
raise the profile of the state as well as the nation through technology innovation.

In 2008, the Government of India sanctioned a BRTS Project for Rs 452.93 Cr for a planned 43
Km of BRTS under the JNNURM program. The current scheme covers 36.2 km comprising two
corridors, namely Pendurthi Transit Corridor (PTC) and Simhachalam Transit Corridor (STC).
The majority of road works were completed by 2012, however it has remained non-operational
due to various reasons. Currently GVMC envisages to revive and operationalise the existing BRT
system.
• PTC: Pendurthi Transit Corridor (50 bus stations planned, of which 41 existing)
• STC: Simhachalam Transit Corridor (28 Bus stations planned, of which 25 existing)

1.2 Current Issues of the existing BRT System (In brief)

1.2.1 Existing Bus Stations


• Bus stations are designed with economical structures with two seating benches at each
station
• Bus Stations are not enclosed, hence currently an ‘open’ system
• Route Maps is not available
• Timetables in limited stops, size and placement not appropriate for good visibility
• Screens are present at a handful of stops but often not working
• Structures such as electric transformer placed in passenger areas.
1.2.2. Along the BRTS Corridors
• Zebra crossing present in limited sections and missing till end of road.
• Markings not clear; pedestrians must step over kerb-stone, impeding mobility
• Lack of signage to alert bus (speed restriction) and BRT users (to cross at designated
points)
• Barricades are missing on large sections of the corridor.
• Lack of enforcement across most of the corridor.
• Foot over bridges (FOBs) exist only at 3 locations.
• Steps on FOBs limit accessibility to elderly, less abled persons. Elevators recommended at
busy locations such as Railway Station and future interchange.
• The proposed BRT system shall have state of art infrastructure closed BRT station

1.3 Objective of the proposed BRT Bus Station

The Objectives of Design Competition is to prepare a conceptual Design of the BRT Bus Station
covering (but not limited to) the following:
• Comfort, Safety, Accessibility factors: Designed to be inclusive for all passengers including
elderly, users with luggage, children etc.
• Passenger Information Systems: Meeting international standards
• Step-free: The bus station doors to be aligned with level access to allow smoother, time-
saving boarding and alighting.
• Automatic Ticket Machines: These will be user-friendly, multi-lingual instructions and
dispense both paper-based tickets and smartcards.
• Automatic Ticket Barriers: Reduces on-board ticket purchase time. Controls illegal boarding
through central doors.
• Non-Farebox Revenue Infra: ATM or food/ beverage vending machine (optional for revenue
enhancement)
• The design proposal shall integrate the local climatic conditions, can adopt green features,
any other sustainable design features.
• The proposed conceptual design shall of the size 15 m X 3 m
