1. Introduction
For lighting products, the CE Mark of the European Communities signifies the manufacturers (or
responsible vendors) self-declaration of conformity with the following directives (and regulations):
Note: Additional legislation outside the scope of CE marking may also be applicable and require
demonstration of conformity (e.g. REACH Regulation, Energy Labelling, General Product Safety
Regulations, Batteries, Waste etc).

Such deviation might cause problems with enforcement authorities as there would have to be a
subjective interpretation which would differ depending on who was doing the interpretation and on
this specific design solution and the intended use of the product. Enforcement authorities in other
Member States could have different interpretations!
There will no doubt be occasions where manufacturers cannot, for one reason or another, fully
comply with the standard; the manufacturer will then have no option but to deviate, but they must
still only place conforming products on the market and document the means by which the essential
requirements have been satisfied.
Annex 1
The essential standards for CE Mark conformity with respect to common generic types of lighting
equipment are a given as follows. The list is not exhaustive and may need to be supplemented or
adapted depending on the specific features of the product and its intended use.
Note * For control gear for building the strict legal responsibility for EMC and RoHS Directive
conformity rests with the manufacturer of the final product (luminaire).
